The mission of the Department of Corrections is to improve public safety by positively changing lives. The WMS Clinical Adherence and Training Manager in Sex Offense Treatment and Assessment Programs (SOTAP) is critical to this mission.
The Clinical Adherence and Training Manager position is located in Tumwater, WA, at the Department of Corrections Headquarters facility.
The Health Services Division's Sex Offense Treatment and Assessment Programs (SOTAP) is responsible for the implementation of evidence-based sex offense specific practices and providing operational support to facilitate the participation of incarcerated individuals in evidence/research-based interventions designed to decrease recidivism, which increases the safety of staff, the incarcerated individuals themselves, and the public at large. SOTAP contributes to staff and community safety by conducting appropriate screenings, assessments, and evaluations to assess the risks and needs of individuals who have current or past crimes with sexual elements and by providing treatment services to address such risks and needs while in prison and after reentering into the community.
The WMS Clinical Adherence and Training Manager reporting directly to the Director of the SOTAP, is a member of the SOTAP leadership team, and is a designee for the Director when necessary for clinical matters. The incumbent is responsible for evaluating and ensuring fidelity of the evidence-based clinical treatment model, which requires having a thorough understanding of the treatment program, observing group sessions, and offering coaching and developmental feedback to clinicians. Additionally, the Clinical Adherence and Training Manager must stay abreast of the literature and research in sex offense treatment and assessment to ensure SOTAP's treatment program remains state of the art and grounded in evidence-based practice. The training component of this position requires the incumbent to work with clinicians, supervisors, and mangers to identify training needs, bring training opportunities to staff to enhance clinical knowledge and competence, and administratively manage training contracts. The Clinical Adherence and Training Manager conducts bill analysis, assists in setting unit performance metrics is responsible for monitoring and reporting metric analysis to the leadership team. When necessary, the Clinical Adherence and Training Manager will support supervisory functions by providing clinical and administrative supervision to clinical staff.
The Clinical Adherence and Training Manager has the unique opportunity within SOTAP for frequent overnight travel to the various correctional facilities and field offices to assist in supporting staff and assessing fidelity to the treatment model.

Treatment program fidelity (55%)

Research, design, implement, revise as necessary, and document a program to assess treatment fidelity that is consistent with and supports operating procedures.

Evaluate and ensure components of the SOTAP program (assessment and treatment) are defensible and evidence-based.

Establish and carry out a routine process to observe group facilitators, both in the community and in prisons, to provide support in the treatment model for improved outcomes.

Conduct routine group observations, providing feedback to the clinicians and their supervisors on adherence to the treatment model, identifying clinician strengths and opportunities.

Where clinician opportunities exist, work in collaboration with supervisors and managers to develop a mentoring plan to strengthen clinical competencies in understanding the theoretical underpinnings of the program to include the Risk, Need, Responsivity Model and therapeutic/common factors, and the delivery of services utilizing the approved evidence-based intervention modalities, to include Cognitive-Behavioral Therapy (DBT), Acceptance and Commitment Therapy (ACT), Dialectical Behavior Therapy (DBT), Motivational Interviewing (MI), etc.

Work in collaboration with the Program Managers to provide on-going feedback and professional development opportunities for the supervisory team in the above-named modalities and concepts.

Routinely review all units within SOTAP to ensure risks, needs and responsivity issues are being addressed following evidence-based practices and that the specific needs of the clients are being addressed.

Ensure interrater reliability exercises and being conducted and document.

Establish administration protocols where needed that ensures we are meeting set standards and identifies program need areas. Where need areas exist, develop an action plan to address these opportunities to ensure SOTAP is meeting evidence-based standards and program fidelity and follow through to completion being agile and adaptive as needed.

Report out at routine intervals to the SOTAP Leadership team on program performance with respect to program fidelity, credibility, and sustainability. This will involve collaboration with the research and data team.

Use independent judgment and work collaborative with internal and external stakeholders on a routine basis.
Evidence-Based Program Updates and Enhancements (15%)

Follow research developments by staying up-to-date with the evolving field specific research.

When necessary, recommend to the SOTAP Leadership team research and developments in the field that impact our assessment, operations and treatment program and work with respective managers in making any revisions as needed.

When a gap in the program and/or revision is needed, conduct scholarly research into the issue, synthesize information, develop recommendations and report back for decisions-making by the Leadership team. Examples of this include researching assessment instruments that measure deviant sexual interest for specialty group enrollment.

Coordinate and update writing, completion, and revisions to Therapist Guides, therapeutic assignments, and clinical documentation as needed to remain evidence-based.

Lead the Resource Materials committee to review clinician submissions of client resources to supplement the Therapist Guides to ensure materials submitted meet the program philosophy and are consistent with evidence-based modalities.
Training (15%)

Develop and implement a comprehensive training program for all SOTAP staff.

Establish, monitor, and revise as needed, an employee on-boarding training program to ensure new staff hired into SOTAP have the foundational clinical training in sex offense specific assessment and treatment necessary to provide clinically competent services to all clients.

Establish an on-going comprehensive competency - based sex offender assessment and training program including curriculum development, setting performance standards, on-going monitoring, and revisions as necessary.

Act as consultant to managers and supervisors when staff are struggling and/or showing deficits in knowledge, skills, and abilities to partner with the supervisor and manager to provide needed training and support to the clinical staff.

Provide employee trainings in a variety of settings utilizing recognized methods of adult learning. In addition, ensure that SOTAP has an adequate number of trainers to support orienting new employees to the unit, conducting risk assessment trainings and other subject relevant trainings as needed.

Develop a training calendar and solicit requested trainings for consideration from clinical and assessment staff for on-going/in-service trainings to ensure clinical staff remain up-to-date on therapeutic approaches and provide coaching and consultation as needed.

Conduct on-going needs assessments with respect to training and recommend appropriate steps to take to improve client and staff support.

Provide trainings to other state agencies as needed on treatment and assessments issues.
Administrative (10%)

Work collaboratively with the DOC contract staff to establish and monitor contracts for needed trainings ensuring that deliverables are received that meet quality expectations and the contracted scope of work.

Represent SOTAP and DOC on committees as assigned. This includes representation on subcommittees for the Sex Offender Policy Board, Department of Health, Association for the Treatment and Prevention of Sexual Abuse both national and state chapters, and other applicable discipline bodies.

Conduct bill analysis as assigned and work collaboratively with the Executive Policy Office as needed to support legislative changes associated with the treatment and assessment of individuals with sex offense histories.

Provide supervision as needed in the Community Program portion of SOTAP in support of the Clinical Community Program Manager.
Provide community group coverage as needed.
