Organization Overview
The National Association of Minority Contractors, Oregon Chapter (NAMC Oregon) is the local affiliate of the National Association of Minority Contractors (NAMC), a trade association founded in 1969 to support minority contractors and professional service firms through advocacy, outreach, and business development. Since 1996, NAMC Oregon has advanced the interests of small businesses owned by People of Color in construction and adjacent industries, including COBID-certified firms, working to eliminate barriers to full and profitable participation across Oregon and the region.
Guided by servant leadership, cultural awareness, trust, respect, perseverance, and intentional, efficient and effective service delivery, NAMC Oregon approaches its work through systems change, advocacy, and culturally responsive capacity-building. As a nonprofit 501(c)(3) organization and economic engine for Communities of Color, NAMC Oregon creates pathways to sustainable business growth and long-term economic stability through accountable partnerships, education, training, and intentional programming. Its mission is to advocate for and empower small businesses owned by People of Color through business development, while advancing equitable contracting, profitable businesses, and a sustainable, diverse workforce.
NAMC Oregon also serves as the fiscal sponsor for the Black Business Association of Oregon (BBAO) and provides operational oversight for portions of its day-to-day operations and collaborative initiatives. BBAO focuses on advancing economic equity for Black-owned businesses through advocacy, business support, strategic partnerships, and community-centered economic development efforts. Together, NAMC Oregon and BBAO work to strengthen businesses owned by People of Color through education, relationship-building, advocacy, and intentional capacity-building strategies.
Position Overview
The Education & Empowerment Manager is an in-person full-time position responsible for supporting and managing educational programming, technical assistance, workforce and contractor development initiatives, and member-centered empowerment activities for NAMC Oregon and collaborative BBAO efforts.
This role will supervise program staff, coordinate educational and training activities, support implementation of cohort-based and one-on-one technical assistance services, and help strengthen relationships with members, partners, public agencies, contractors, and funders. The Education & Empowerment Manager will work collaboratively across programs to help ensure successful program delivery, measurable outcomes, consistent communication, and strong member engagement and will report to a member of the leadership team.
The position also supports organizational growth by helping identify partnership opportunities, contributing to funding and resource development efforts, and strengthening external relationships that increase capacity and opportunities for the communities served by NAMC Oregon and BBAO.
JOB DESCRIPTION, DUTIES, AND RESPONSIBILITIES
Program Management & Educational Initiatives
- Coordinate and support implementation of NAMC University, Building Green Futures, contractor readiness, workforce development, and related educational initiatives.
- Manage and support one-on-one and cohort-based technical assistance services for members and program participants.
- Help develop training schedules, workshop topics, educational resources, and participant engagement strategies.
- Support onboarding, assessment, and referral processes for members and program participants.
- Track program participation, deliverables, and outcomes to support reporting and continuous improvement efforts.
- Work collaboratively with staff to ensure programs align with organizational goals, grant and contract requirements, and community needs.
- Develop and facilitate technical assistance based on organizational needs and member requests.
Supervision & Staff Management
- Provide regular supervision, mentorship, and accountability support to direct reports.
- Support staff with goal setting, workload management, professional development, and performance expectations.
- Assist with staff training, onboarding, and implementation of organizational systems and processes.
- Promote a collaborative, inclusive, and community-centered work environment.
- Support leadership with performance improvement processes and staff development planning.
- Ensure timely creation and entry of 90-day objectives and track progress for all direct reports.
- Ensure timely tracking and entry of all staff project time.
- Prepare and present performance evaluations and other performance related communications.
- Participate in as requested lead organizational planning, staff meetings, and implementation of internal operational systems.
Stakeholder Relations
- Develop and maintain positive working relationships with members, partners, public agencies, funders, educational institutions, and community-based organizations.
- Support partnership development activities that increase training opportunities, technical assistance resources, and access to contracts and workforce pathways.
- Represent NAMC Oregon and BBAO in meetings, trainings, networking events, and community engagement activities.
- Assist with preparation of grant narratives, reports, partnership updates, and storytelling materials that highlight program impact and outcomes.
- Work collaboratively with leadership and partners to identify additional funding, sponsorship, and program growth opportunities that expand organizational capacity.
- Support member and partner engagement strategies that strengthen participation, retention, and long-term relationships.
Data Tracking, Reporting & Evaluation
- Maintain accurate program records, participant data, and outcome tracking systems.
- Assist with preparation of reports required by grants, contracts, and organizational leadership.
- Support collection of success stories, testimonials, and program impact data for communications and fundraising purposes.
- Track and report timely project specific time within organizational database.
- Monitor program progress and help identify opportunities for operational and programmatic improvements.
NAMC Oregon, BBAO & Community Events
- Participate in organizational events, trainings, tradeshows, networking activities, and community engagement efforts.
- Attend and represent NAMC Oregon and BBAO at meetings, workshops, and industry events.
- Collaborate with staff and partners to create welcoming and impactful engagement opportunities for members and stakeholders.
- Support relationship-building efforts that increase visibility, trust, and opportunities for Communities of Color.
Other Duties
- Perform additional responsibilities as needed to support NAMC Oregon and BBAO initiatives.
JOB QUALIFICATIONS AND CONDITIONS
- Required: Minimum of five to seven years of experience in program management, workforce development, education, nonprofit operations, contractor development, or related community-based work.
- Required: Minimum of five to seven years of experience supervising staff, contractors, interns, or program teams -required.
- Required: Must embrace and demonstrate NAMC Oregon’s core behaviors of servant leadership, respect for everyone, efficient and effective service delivery, and a strong desire to overcome adversity.
- Preferred: Knowledge of the construction industry, workforce systems, small business development, and barriers experienced by Communities of Color.
- Strong organizational, communication, relationship-building, and project coordination skills.
- Ability to manage multiple projects, timelines, and partnerships simultaneously.
- Ability to communicate effectively and professionally with internal and external stakeholders both verbally and in writing.
- Demonstrated cultural competency and commitment to equity-centered community work.
- Ability to work collaboratively with staff, members, funders, partners, and external stakeholders.
- Must be open to operating within a learning organization that promotes new ideas, critical thinking, honest reflection, and community engagement.
NAMC Oregon has a positive office working environment and an informal work culture. Work will be performed both on-site at the NAMC Oregon office. This position requires regular local meetings, occasional travel within Oregon, and rare evening or weekend work connected to events and community engagement activities. A laptop, computer equipment, and tools necessary to perform the work will be provided.
COMPENSATION
This full-time salaried (exempt) position starts between $85,000 - $105,000 annually. Annual performance reviews are conducted at the start of each calendar year, with opportunities for salary increases and/or performance-based bonuses ranging from 3-8% of total compensation. In addition to salary compensation, benefits include a $125/month cell phone stipend, 100% employer-paid employee medical, dental, and vision coverage, a Simple IRA with a 3% employer match, and a 100% employer-paid contribution to Paid Leave Oregon.
