Position Overview

This position is responsible for the strategic development, planning, and execution of capital and facilities projects, while overseeing the effective management of physical assets. This role supports the full lifecycle of projects, from early conceptualization and feasibility through funding readiness, procurement, construction, and close-out. Working closely with leadership and external stakeholders, the position ensures alignment with organizational goals, funding requirements, stakeholder needs, and long-term asset strategy.

Essential Duties and Responsibilities

Project management

Identify and conceptualize projects based on stakeholder input, asset conditions, and maintenance trends, developing them into viable, fundable proposals.
Collaborate with leadership and stakeholders to align project development with organizational goals and funding priorities.
Review funding agreements and application requirements to ensure project scopes, compliance criteria, and deliverables are clearly integrated into project plans.
Prepare and manage RFBs/RFPs, coordinate procurement processes, and facilitate pre-bid meetings, site walkthroughs, and contractor communications.
Coordinate and review contractor cost proposals, ensuring alignment with scope, funding limits, and organizational priorities.
Facilitate contract review and pre-construction activities, including preparation related documentation.
Monitor project performance through site visits, progress meetings, and documentation tracking to ensure timely, budget-conscious, and quality-compliant delivery of all capital and rehabilitation projects.
Review and approve contractor pay application, manage lien waivers and coordinate payment processing with our financial department.
Maintain open communication with contractors, funding agencies, and internal departments and provide regular progress updates to leadership.
Prepare and submit reports required by funding agencies and assist with preparing application materials for new funding opportunities. Ensures compliance with all municipal regulations (e.g. building registrations), community, and neighborhood support and approvals including attending meetings related to housing development

Asset Management and Development:

Conduct asset analysis using available data and onsite verification to inform planning, maintenance, and project development.
Identify potential asset risks and systems near failure and develop mitigation plans and long-term solutions.
Lead and provide guidance on rehabilitating existing building systems based on asset conditions and stakeholder feedback.
Develop and implement policies and procedures related to asset management and best practices in project planning.
Coordinate contractor pricing and cost tracking for both new and existing projects.
Aid with special projects and development initiatives assigned by leadership.

Education and Experience

Bachelor’s degree (B.A.) from four-year college or university preferred; or four years of related experience and/or training; or equivalent combination of education and experience.
Strong verbal, written and oral communication skills; excellent presentation and listening skills.
Solid organizational skills including attention to detail and multi-tasking skills.
Ability to use Microsoft office (i.e. Word, Excel, PowerPoint, Outlook, etc.), internet and software effectively.

Physical Demands:

Sitting or standing for extended periods of time, bending, occasional lifting of items weighing up to approximately 25 pounds, regularly moving throughout the building, traveling to outside meetings, regular use of standard office equipment such as the telephone, copier, fax, and computer. Reliable transportation and valid driver’s license required. The job involves frequent public contact.

Pay: $45,000.00 - $50,000.00 per year
