Job Description:
Overview
To provide assistance to the Director of Human Resources in the planning, organizing, directing, supervising, managing and evaluating the City's Human Resources programs, functions and activities. Responsible for programs and activities associated with recruitment, classification, compensation and benefits, training and development, labor relations, equal employment opportunity (EEO) and Americans With Disabilities Act (ADA) issues, discipline, grievances, appeals, personnel rules and related human resources programs and activities.
Essential Functions
Investigates EEO and ADA complaints and other employee grievances; develops findings of fact and makes appropriate remedial recommendations to the Director.
Plans, directs, manages, supervises and evaluates the City's compensation, benefits, recruitment, training, EEO, discipline, grievances, appeals, personnel rules and other assigned human resources programs and activities.
Supports Director in labor negotiations by gathering information, generating reports and making recommendations.
Counsels with and advises department heads and other City officials, supervisors, and employees on the application and interpretation of the City's Personnel Rules and Regulations and on the resolution of human resources related problems.
Designs, plans, organizes and conducts studies of human resource functions and activities, organizations, policies and procedures; recommends solutions to problems and courses of action to be followed in effecting improvements.
Coordinates with other departments, particularly Finance/Accounting and IT, to implement new software and/or processes to make work flow more efficient.
Assists in the professional development of other human resources personnel by providing training and learning opportunities in addition to guidance and recommendations for successful outcomes.
Provides quality customer service to city departments, city personnel and applicants in a variety of human resource topics.
Acts as principal assistant to the Director in the formulation, presentation and execution of the Department's budget, establishment of Departmental priorities and allocation of resources.
Develops and directs position classification, job evaluation, and wage/salary administration studies for all City positions.
Participates in the design, development, and conduct of the City's Performance Appraisal Program and develops implementation procedures, reviews appraisals for adequacy of justification, and initiates corrective action.
Plans, directs and conducts a wide variety of human resources management special studies and assignments for the Director of Human Resources. Supervises the preparation of reports and recommendations; prepares implementation plans and supervises the implementation of major recommendations accepted.
Acts as the FRS Coordinator for the City.
Assists with open enrollment.
Assists with RFPs and work with vendors/brokers.
Implements and researches new benefit offerings.
Budgets for self insured plans.

Minimum Qualifications
Bachelor's Degree from an accredited college or university in Human Resource Management, Public Administration, Business or related field,
Seven (7) years of progressively responsible professional personnel experience, preferably in the public sector, three (3) years of which must have been in a supervisory or management capacity, with emphasis in recruitment, classification and compensation,
Or the equivalent in education, training, and experience that would provide the necessary knowledge, skills and abilities,
Senior Professional Human Resources (SPHR) certification or Professional Human Resources (PHR) is preferred.
Job Based Competencies
Knowledge of human resources with special expertise in administrative management, including budgetary and financial management, organizational analyses, support services, and design and conduct of special projects.
Knowledge of the principals of statistics, productivity and cost/benefit analysis and ability to construct and interpret statistical data.
Knowledge of federal and state laws and statutes pertaining to human resources and how to correctly apply those to the City's workforce.
Knowledge of City Charter and Code as it relates to personnel, Human Resources and Human Relations Board and City Personnel Rules and Regulations.
Ability to function in a team environment by assisting in time-sensitive projects and accepting assignments by other team members as needed to produce a quality departmental product.
Knowledge and understanding of the concepts, design, objectives, and current and intended operation of the Human Resource Information Systems (HRIS) used in administration of the human resource function for the attainment of the City's goals and mission.
Knowledge of the organization, structure, function, operations, goals and objectives of local government.
Knowledge of training information and source materials for use in both in-house and outside management and skills improvement courses.
Ability to communicate effectively, orally and in writing, with all levels of employees and management.
Ability to plan, organize, and conduct activities on the basis of own initiative and judgment, and to coordinate work with that of others.
Ability to compose and edit correspondence, reports, programs, and office management materials.
Ability to establish and maintain effective working relationships with City officials, other City employees and departments, and the general public.
Knowledge and use of databases, HRIS and other writing tools and Microsoft Office suite products.
Responsibility
Under the direction of and responsible to the Department Head or designated representative. Plans, assigns, directs, supervises and evaluates the work of employees within HR department. May also supervise others on special projects.
Physical Requirements
This position requires limited physical effort. Position requires visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, data entry, and word processing equipment is required.
Public Contact
There are extensive work contacts with employees, other City departments, with the general public and with other local government jurisdictions to obtain and furnish information, answer questions, and resolve problems. Represents the City in a number of these contacts as the primary City representative.
