Special Note:The posted salary is the full salary range of the position. The anticipated salary upon hire for new employees in the position will typically start at step one of the eight step salary range unless there are special exceptions in accordance with the Housing Authority Personnel Rules.

Definition: Under the direction of an assigned supervisor, perform complex and technical reviews, analysis and studies of various agency programs, operations or activities; research and analyze a variety of issues, data, recommendations and alternatives; perform related duties as required.

Typical Duties:

Conduct a variety of studies involving agency programs, systems, operations or activities as assigned.
Research, analyze and prepare recommendations on assigned projects.
Conduct interviews; collect, organize and interpret data.
Perform research, observe operations; analyze and consolidate data from a variety of sources.
Provide technical assistance to departments, committees and other personnel, as necessary.
Prepare a variety of established financial and narrative reports and documentation, as necessary.
Develop new and improved programs, systems and procedures as a result of new policies or directives on routine research and analysis; assist with implementation after securing approval.
Research, analyze and prepare information on a variety of topics for dissemination to the public through media, conference, presentations, community meetings and agency literature.
Participate with a variety of agency committees, study groups and task forces; attend a variety of meetings, including staff meetings, as required.
Monitor the progress of consultants contracted for work on assigned projects.

Knowledge, Skills & Abilities: Knowledge of principles and practices of public administration, research, methods and techniques; statistical and systems analysis; project planning and design; agency organization, operation, policies and objectives; oral and written communication skills; applicable sections of federal, state and local laws and codes; technical aspects of field of specialty; public speaking; personal computers and applications software relevant to the position.

Ability to conduct research studies including the collection, organization, analysis and development of administrative recommendations; prepare written analysis, recommendations and reports; evaluate and recommend improvements in operations, systems, procedures, policies and methods; research and analyze data and information, and develop, evaluate and present alternative recommendations; work with little direction; establish and maintain effective working relationships with others; communicate effectively, both orally and in writing; exercise confidentiality and discretion; develop and present ideas and concepts; interpret, apply and explain laws, codes, regulations, policies and procedures; utilize computers and software applications such as word processing, database manager, spreadsheets, and other applications applicable to field of specialty.

Minimum Qualifications: Any combination equivalent: a bachelor's degree from accredited college with a major in public administration, business administration or closely related field and two years of experience in a staff capacity.

EXAMINATION:

Applications will be reviewed for relevant experience, education and training. Applications must be detailed and complete for proper evaluation. Applicants must pass each phase of the examination process with a rate of 80% or higher to be placed on the eligible "Certified Hiring List". Generation of a Certified Hiring List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months.

THE EXAMINATION FOR THIS POSITION WILL OCCUR ON June 16, 2026. If you are invited to the examination process, you will receive an email from a HR recruiter NO LATER THAN TUESDAY June 9, 2026. This will be your only notice. There will be no changes to the date(s) of the examination.

HACLA Benefits

Medical/Dental/Vision Plan:

HACLA will provide up to 100% of the CalPERS medical premium rate for Los Angeles, San Bernardino & Ventura Counties Kaiser rates for employee only, employee + one dependent, and employee + multiple dependents as applicable
HACLA will provide 100% of basic Dental HMO rates for employee only, employee + one dependent, and employee + multiple dependents as applicable
HACLA will provide 100% basic Vision coverage for employee only, employee + one dependent, and employee + multiple dependents as applicable
$250 OPT OUT payment is available for employees with a qualifying health plan outside of the employer network.

Short-Term Disability/Long-Term Disability/Mandatory Life:

HACLA will provide 100% of STD/LTD/Mandatory Life premiums for all eligible employees to maintain the IRS 125 Plan

Pension Plan:

HACLA retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years.
- For Classic members, the pension formula is 2.7% at 55 with members contributing 8% of their wages towards their retirement.
- For PEPRA members, the pension formula is 2% at 62, with members contributing 7.75% of their wages towards their retirement.
- CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.

General Leave/Holidays/PTO:

Annual leave accruals vary, depending upon the type of job/position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
Newly Hired Annual Accruals:
- At-Will/Non-Represented accrual per pay period 5.23 hours (17 days annually)
- Council of Housing Professionals-Management accrual per pay period 4.15 hours (14 days annually)
- Council of Housing Professionals-Administration accrual per pay period 6.78 hours (22 days annually)
- Service Employees International Union (Local 721) accrual per pay period 6.78 hours (22 days annually)
- Los Angeles County Building and Construction Trades Council accrual per pay period 5.23 hours (17 days annually)
- American Federation of State, County and Municipal Employees accrual per pay period 6.78 hours (22 days annually)
14 Observed Holidays:
- New Year's Eve; New Years Day; Martin Luther King Jr’s Birthday; President's Day; Cesar Chavez Day; Memorial Day; Juneteenth; Independence Day; Labor Day; Veteran’s Day; Thanksgiving Day; Day After Thanksgiving; Christmas Eve, and Christmas Day.
12 Floating Holiday hours annually

Eligible casual employees may enter as Classic or PEPRA members if qualifying requirements are met.
Per-Diem employees are not eligible for the Public Employee Retirement System (PERS).

Note: Temporary casual/per-diem employees are able to work up to 40 hours per week as necessary.
