Full Job Description

The Harris Center for Mental Health and IDD is hiring a Director of Nursing - Correctional for our Jail Clinical Services unit! The Director of Nursing – Correctional oversees the nursing operations of the Harris Center’s Clinical Services withing the Harris County Sheriff’s Office facilities. Duties included ensuring compliance with laws, regulations, and policies related to Texas Commission on Jail Standards and National Commission on Correctional Health Care (NCCHC) standards. The Director will provide oversight, leadership, direction and management of licensed and non-licensed staff in the provision of nursing care to individuals with correctional/mental and/or developmental disabilities. As a member of the core management staff, works collaboratively and effectively with Sr. Director of Adult and Juvenile Justice Services, Vice President for Forensic Mental Health Services, Medical Director and Program Director for Adult Justice Services and Program/Unit Directors in the oversight and management of nursing staff. Scope of responsibilities encompasses all licensed nursing staff and non-licensed staff who provide and/or perform delegated nursing activities. This position works collaboratively with Harris County Sheriff’s Office, Harris Health and when appropriate with other county/local/state and community stakeholders

Your role in Action:

Functions as Nursing discipline leader, role model, resource person and a mentor.

Develop systems to ensure effective implementation of the nursing process under the

requirements of the Texas Nurse Practice Act.

Encourages professional growth among nursing staff, and ensures delivery of quality, safe and effective nursing services and delivers care within the framework of Center policies, procedures and program operational guidelines.

Makes clinically sound, systematic, timely, well researched decisions and reflects awareness of impact including reporting to appropriate members of agency leadership, supervisory and administrative staff and working independently with minimal supervision.

Create and implement policies and procedures to enhance operational effectiveness.

Implement systems and provides leadership and oversight to assure the adequacy and quality of staffing to meet consumer needs with consideration given to staff mix, patient acuity, geographical layout, safety, budget requirements and program design.

Directs and supervises nursing leadership staff in completing assignments in order to meet

Center/unit/program and/or agency goals and objectives.

In collaboration with nursing division supervisory staff, leads, develops, and implements

unit/program/division operational guidelines to meet consumer needs and regulatory center requirements.

Lead and manage facilities, staff foster a safe and productive environment.

Makes recommendations for hiring of licensed and non-licensed staff.

Evaluates and documents employee performance in accordance with Center requirements.

Informs, explains and educates consumers/family, health care team and community as

needed regarding medications, disease processes and health information at level fitting

consumer, family, team members’, and community comprehension.

Ensure the safety and security of inmates, staff, and the public through effective risk

management strategies.

Handle emergency situations and implement crisis intervention strategies utilizing

appropriate nursing and state guidelines.

Performs related work as assigned, adapts to changing work requirements.

What qualifications will you need:

Education:

Bachelor’s degree (B.A.) or equivalent.

Master’s degree in nursing preferred.

Experience:

Minimum of 7 years registered nursing experience, to include a minimum of at least 3 years correctional nursing experience. 5 years of management/leadership experience in nursing required.

Requires Knowledge, Skills & Abilities:

Knowledge of:

Strong leadership and communication skills.

Strong problem-solving skills are essential.

Texas Board of Nurse Examiners Nurse Practice Act and nursing care standards of practice.

Basic principles of psychiatric/mental health nursing and/or developmental disabilities nursing.

Leadership and management principles.

Crisis intervention techniques, procedures, practices.

Budget preparation and oversight.

Applicable pharmacy rules and regulations including psychopharmacology.

Standard precautions and infection control procedures for dealing with sharp instruments, needles, blood and body fluids.

Effective communication practices.

Staffing principles and techniques that focus on safety.

Determining patient acuity and staffing to assure acuity needs are met in terms of allocation of staff.

Principles of effective Problem resolution.

Skills/Abilities:

Effective communication skills (verbal and written).

Effective data collection skills.

Positive interpersonal skills.

Able to organize with the ability to prioritize and complete task independently.
