The Owner’s Representative – High Voltage Electrical Inspector is responsible for ensuring the quality, safety, and compliance of electrical installations during wind farm construction. The inspector represents the Owner in the field and verifies that all electrical work associated with high-voltage systems, collector substations, underground/overhead collection systems, DC systems, and junction boxes is installed in accordance with project specifications, engineering drawings, industry standards, and applicable codes.
This role requires extensive field presence during construction to monitor contractor performance, ensure proper installation practices, and document compliance with project requirements.
Key Responsibilities
Electrical Inspection
- Perform field inspections of high-voltage electrical installations for wind energy projects.
- Inspect installation and construction activities related to:
- Collector substations
- Underground and overhead collection systems
- High-voltage cabling and terminations
- DC control systems
- Junction boxes and control cabinets
- Grounding systems
- Fiber and communication conduits
- Verify installations comply with:
- Approved Issued for Construction (IFC) drawings
- Project specifications
- Manufacturer requirements
- Applicable NEC, NESC, IEEE, and local codes
Construction Monitoring
- Monitor EPC contractor and subcontractor electrical activities.
- Ensure proper installation of:
- Cable routing and trenching
- Conduit systems
- Terminations and splicing
- Junction boxes and control wiring
- Substation equipment including breakers, transformers, and switchgear.
- Verify correct labeling, tagging, and cable identification.
Quality Assurance / Quality Control
- Review contractor Inspection Test Plans (ITPs).
- Witness and document key tests such as:
- Cable insulation resistance testing
- Continuity testing
- Ground resistance testing
- DC control system verification
- Functional checks of electrical equipment
- Maintain detailed inspection reports and punch lists.
Documentation & Reporting
- Prepare daily inspection reports with photos and observations.
- Document non-conformances and deficiencies.
- Track corrective actions until closure.
- Assist with as-built documentation review.
Coordination
- Coordinate with:
- Owner’s Project Manager
- Construction Manager
- EPC Contractor
- Electrical engineers
- Commissioning teams
- Participate in construction meetings and safety briefings.
Safety Oversight
- Ensure electrical work complies with project safety standards.
- Promote adherence to lockout/tagout (LOTO) procedures and electrical safety practices.
- Support site safety initiatives and report hazards.
Required Qualifications
- 10+ years of electrical construction experience, preferably in utility-scale wind or renewable energy projects.
- Strong experience with high-voltage systems (34.5kV – 230kV typical).
- Demonstrated experience inspecting:
- Substations
- Underground collection systems
- DC systems
- Junction boxes and control wiring
- Working knowledge of:
- NEC
- NESC
- IEEE standards
- Utility construction standards.
- Ability to interpret:
- Electrical one-lines
- Schematics
- Construction drawings
- Cable schedules.
Preferred Qualifications
- Experience working as Owner’s Rep or Third-Party Inspector on renewable projects.
- NICET Electrical Power Testing or similar certification.
- Substation construction experience.
- Experience with SCADA, protection and control systems.
- OSHA 30 certification.

- Strong field inspection and troubleshooting skills

- Strong communication and contractor coordination skills
- Proficient in construction documentation systems and Microsoft Office.
Physical Requirements
- Ability to work full-time on active construction sites.
- Ability to walk long distances across wind farm sites.
- Work outdoors in varying weather conditions.
Successful candidate may be located locally or may work on a 6-7 week rotation schedule
