Manager of Operations

Reports To: Chief Executive Officer Department: Operations FLSA Status: Exempt

Position Summary

The Manager of Operations serves as the Chief Executive Officer’s primary operational leader, responsible for running the day-to-day operations of the Housing Authority on behalf of the CEO. This position ensures that all housing programs, including Public Housing, Housing Choice Voucher/Section 8, and affordable housing/tax credit properties—operate efficiently, safely, and in full compliance with federal, state, and local requirements.

Acting as the CEO’s operational extension, the Manager of Operations translates strategic direction into daily execution, oversees all property and maintenance functions, and ensures that residents receive high‑quality service. The ideal candidate is a decisive, mission‑driven leader capable of managing complex operations, supervising multidisciplinary teams, and maintaining a high‑performance culture across the organization.

Core Responsibilities

1. Executive Operational Leadership

Direct and manage all day‑to‑day operational activities on behalf of the CEO.
Serve as the CEO’s designee for operational decision‑making, ensuring alignment with organizational goals and strategic priorities.
Provide regular operational briefings to the CEO, highlighting performance metrics, risks, and opportunities for improvement.
Lead cross‑departmental coordination to ensure seamless service delivery and organizational efficiency.

2. Property & Asset Management

Oversee the management, maintenance, modernization, and capital improvement of all housing authority properties.
Ensure occupancy goals are consistently met by reducing unit turnaround times and improving unit readiness processes.
Conduct routine property inspections to maintain compliance with HUD REAC/NSPIRE standards and internal quality benchmarks.
Implement operational policies, procedures, and best practices to enhance service delivery and asset preservation.

3. Compliance & Regulatory Oversight

Ensure full compliance with HUD regulations, Fair Housing laws, procurement rules, and local building codes.
Monitor and improve SEMAP and PHAS performance indicators.
Oversee internal and external program audits, ensuring accurate documentation, resident file integrity, and data accuracy in housing management systems.
Maintain readiness for HUD reviews, state inspections, and compliance monitoring.

4. Financial & Budgetary Management

Collaborate with the CFO and CEO to develop and manage operational and capital budgets.
Monitor expenditures, approve operational spending, and ensure adherence to federal procurement standards.
Review monthly financial statements, identify variances, and implement corrective actions to maintain fiscal discipline.
Optimize resource allocation to support operational efficiency and long‑term asset sustainability.

5. Leadership, Supervision & Workforce Development

Supervise, mentor, and evaluate property managers, maintenance supervisors, and administrative staff.
Build a culture of accountability, teamwork, and resident‑centered service.
Identify training needs and coordinate professional development related to HUD regulations, safety, customer service, and technical skills.
Lead recruitment and performance management processes for operational staff.

6. Resident, Community & Stakeholder Relations

Maintain strong relationships with Resident Councils, community partners, and local service agencies.
Serve as the escalation point for complex resident concerns, grievances, and legal matters, including lease enforcement and evictions.
Support the CEO in community engagement, public meetings, and stakeholder communications related to operations.

Qualifications & Skills

Required Education & Experience

Bachelor’s degree in business administration, Public Administration, Property Management, or a related field and/or any combination of skills and relevant experience.
Minimum of 5 years of progressive experience in property or operations management.
At least 3 years of supervisory experience within a public housing authority or affordable housing environment.

Certifications (Required or Obtainable Within 12 Months)

Certified Professional of Occupancy (CPO) or Public Housing Manager (PHM).
Housing Choice Voucher (HCV) Executive Management or Specialist certification.
LIHTC certification (if applicable to the portfolio).

Knowledge & Skills

Comprehensive knowledge of HUD regulations, Fair Housing laws, and compliance frameworks.
Strong financial acumen with experience managing multi‑million‑dollar budgets.
Exceptional communication, conflict‑resolution, and interpersonal skills.
Proficiency with housing management software (Yardi, RealPage, Emphasys, MRI, PHA-Web).
Demonstrated ability to lead teams, manage complex operations, and drive organizational performance.
