Position Summary
We are seeking dependable and professional Postal Service Center Clerks to support daily mail operations at the Postal Service Center located at Luke Air Force Base, Arizona. The employee will be responsible for receiving, inspecting, processing, tracking, sorting, distributing, and maintaining accountability for personal mail and packages belonging to authorized military personnel and other eligible customers.
The Postal Service Center supports approximately 1,800 mail receptacles and 138 parcel/package receptacles and serves dormitory residents, transient personnel, temporary-duty personnel, newly assigned military members, and Fam Camp residents.
The position requires strong attention to detail, professionalism, customer service skills, security awareness, and the ability to follow Department of Defense, Air Force, and United States Postal Service procedures.
Primary Responsibilities
The Postal Service Center Clerk will:
- Receive incoming personal mail and packages delivered by USPS, UPS, FedEx, and other authorized carriers.
- Sign for and scan accountable mail and packages into the Government's automated tracking system.
- Maintain accurate records demonstrating receipt, custody, tracking, and delivery of accountable mail.
- Inspect incoming mail and packages for damage and document deficiencies in accordance with applicable DoD and USPS requirements.
- Use Government-furnished inspection equipment to identify potentially suspicious packages, explosives, chemicals, or other prohibited or hazardous items.
- Immediately follow required notification procedures when suspicious items or postal irregularities are identified.
- Sort, process, and distribute letters, flats, parcels, packages, periodicals, and other authorized mail.
- Ensure authorized customer mail is processed and available for distribution no later than 3:00 PM each working day.
- Prioritize processing of packages, parcels, parcel lockers, and shelf-stored items before processing letters and flats.
- Place applicable USPS pickup notifications into customer mail receptacles when items must be collected directly from the USPS retail window.
- Provide General Delivery services for temporary, transient, and other eligible customers who have not been assigned a permanent mail receptacle.
- Verify customer eligibility for General Delivery services in accordance with applicable DoD and Air Force guidance.
- Operate the Postal Service Center customer service window.
- Assist incoming and departing personnel with Postal Service Center entitlements, receptacle assignments, mail delivery procedures, and related customer questions.
- Maintain appropriate mail directory and forwarding information.
- Protect personal information and postal records in accordance with Privacy Act requirements.
Customer Service Responsibilities
Employees will provide professional customer window service Monday through Friday from 9:00 AM to 4:00 PM.
The successful candidate must be comfortable interacting with military members, civilian personnel, transient personnel, and other authorized customers while maintaining a professional and courteous environment.
Mail Receptacle & Minor Maintenance Responsibilities
Employees will assist with scheduled preventive maintenance and combination-lock changes associated with Postal Service Center receptacles.
When a customer closes a receptacle, the applicable lock cylinder must be removed and replaced with a Government-provided cylinder within five duty days.
Employees will also:
- Identify damaged or malfunctioning receptacles or lockers.
- Report maintenance requirements through management.
- Maintain proper accountability of Government-furnished locks, doors, keys, combinations, and related property.
- Prevent unauthorized access to postal equipment and customer mail.
Security Responsibilities
Because this position involves handling personal mail and working on a U.S. Air Force installation, employees must maintain strict security and accountability.
Responsibilities include:
- Safeguarding Government property, postal equipment, mail, packages, keys, and controlled work areas.
- Securing Government facilities, equipment, and materials at the end of each work period.
- Following established key-control and check-out procedures.
- Immediately reporting lost, duplicated, or compromised keys.
- Protecting Government-provided lock combinations.
- Preventing unauthorized individuals from entering controlled work areas.
- Immediately reporting suspected or known postal offenses, theft, loss, or security incidents.
Required Qualifications
Candidates should:
- Be able to read, write, speak, and understand English.
- Demonstrate strong organizational and attention-to-detail skills.
- Be dependable and capable of maintaining consistent attendance.
- Demonstrate professional customer service skills.
- Be capable of accurately sorting, tracking, documenting, and distributing high volumes of mail.
- Be able to follow written DoD, Air Force, USPS, installation, security, and Privacy Act procedures.
- Be capable of maintaining confidential information and customer records.
- Maintain a neat and professional appearance while on duty.
- Wear contractor-provided company identification, uniform clothing, name badge, or other authorized identification as required.
- Be eligible to obtain the passes, identification, and installation credentials required to work at Luke Air Force Base.
- Complete applicable postal appointment and authorization documentation before performing duties requiring receipt of USPS mail.
Contractor personnel receiving mail from USPS are required to have DD Form 285, Appointment of Military Postal Clerk or Mail Orderly, properly prepared and validated.
Training & Compliance
Employees will be expected to complete required initial orientation and Postal Service Center training. The PWS estimates approximately two days of initial postal/PSC orientation and training, with additional training provided as required.
Employees must follow applicable mandatory postal, records-management, privacy, and mail-handling requirements, including Government-provided procedures and publications applicable to Postal Service Center operations.
Housekeeping Responsibilities
Postal personnel will maintain the Postal Service Center and customer lobby in a clean and professional condition. Duties include:
- Light dusting of furniture and mail receptacles.
- Cleaning minor spills.
- Picking up trash.
- Maintaining organized workstations and mail-processing areas.
- Properly separating recyclable and non-recyclable waste in accordance with the Luke AFB recycling program.
Staffing Schedule
The Government requires a minimum of 55 contractor-furnished labor hours per week, structured as:
- 1 Full-Time Employee: 40 hours per week / approximately 160 hours per month
- 1 Part-Time Employee: 15 hours per week / approximately 60 hours per month
Work Environment & Volume
This is a high-volume postal operation. Estimated monthly mail volume generally ranges between approximately 55,000 and 58,000 pieces, with December estimated at approximately 100,000 pieces because of the Christmas season.
Typical daily processing volumes include approximately:
- 2,650 First-Class Letters
- 200 First-Class Flats
- 50 Priority Parcels
- 50 Non-USPS Parcels
The Postal Service Center also processes approximately 15,000 pieces of directory mail per month.
Ideal Candidate
The ideal candidate is reliable, organized, security-conscious, customer-service oriented, and comfortable working in a structured military environment. Previous experience in postal operations, USPS services, military mailrooms, shipping and receiving, logistics, package tracking, warehouse operations, records management, or customer service would be highly beneficial.
The employee must understand that accuracy, mail accountability, privacy, security, and timely processing are critical components of this position.
Pay: $24.32 - $29.29 per hour
