Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA)

Position: Military Veteran Affairs Care Coordinator

Schedule: Monday - Friday

Position Summary: The Military & Veteran Affairs (MVA) Care Coordinator reports to the Program Manager and provides care coordination, case management, reentry support, outreach, and resource linkage services to justice-involved veterans participating in the Veteran Reentry and Opioid Intervention Program (VROIP). The position supports veterans experiencing substance use disorders, mental health conditions, homelessness, trauma, and justice-system involvement through trauma-informed and recovery-oriented services while collaborating with courts, the VA, County agencies, treatment providers, and community organizations to promote stabilization, treatment engagement, and successful community reintegration.

Essential Job Functions:

Provide outreach, care coordination, case management, referrals, and reentry support services for justice-involved veterans participating in VROIP.
Coordinate linkage to behavioral health, substance use disorder treatment, Medication-Assisted Treatment (MAT), housing, employment, VA benefits, transportation, and community resources.
Participate in Veterans Treatment Court (VTC), Community Collaborative Court (CCC), multidisciplinary meetings, and collaborative case conferences with courts, probation, custody staff, VA representatives, and treatment providers.
Support jail-based engagement, pre-release planning, transportation coordination, continuity of care, and community reintegration services.
Provide trauma-informed engagement, overdose prevention education, naloxone support, crisis intervention support, and referrals to community-based services.
Maintain timely, accurate, and compliant documentation, reporting, and outcome tracking in accordance with Agency, County, contractual, and regulatory requirements.
Conduct field-based services throughout Los Angeles County, including treatment programs, housing sites, correctional facilities, courts, and community settings.
Maintain professionalism, confidentiality, reliable attendance, and compliance with all Agency policies, HIPAA, 42 CFR Part 2, and applicable federal, state, county, contractual, and regulatory requirements.
Perform other duties and responsibilities as assigned based on program and operational needs.

Qualifications & Requirements:

Military veteran background strongly preferred.
Experience working with veterans, justice-involved populations, behavioral health, homelessness, substance use disorder treatment, reentry services, housing navigation, or community-based programs preferred.
Knowledge of military/veteran culture, trauma-informed care, harm reduction, recovery-oriented services, and community resource systems preferred.
Current CPR/BLS and First Aid certification required at time of hire and maintained thereafter in accordance with program and LA CADA requirements.
Must successfully complete and maintain required background clearances, credentialing, TB/health screening, drug testing, mandatory trainings, and facility access requirements, including Los Angeles Sheriff’s Department (LASD) clearance for custody-based services.
Ability to successfully clear all required background checks and security clearances necessary to conduct in-custody services and access court and correctional environments.
Valid California Driver’s License, acceptable driving record, current insurability, and ability to travel throughout Los Angeles County required.
Ability to operate Agency or personal vehicles for work-related travel, inter-site responsibilities, transportation coordination, and participant-related duties as assigned.
Must maintain all required licenses, certifications, trainings, credentialing approvals, security clearances, and system access requirements necessary to perform assigned duties.

Education Requirements:

High school diploma or equivalent required.
Related military, veteran services, behavioral health, justice-involved, reentry, substance use disorder, housing navigation, or community outreach experience may be considered in lieu of higher education, consistent with program and operational needs.
Associate degree or bachelor’s degree in behavioral health, human services, criminal justice, social work, psychology, counseling, or related field preferred, but not required.

Physical Demands and Working Environment:

Position requires regular onsite, field-based, and community-based work throughout Los Angeles County, including treatment programs, Recovery Bridge Housing (RBH), correctional facilities, courthouses, Veterans Treatment Courts (VTCs), and community settings.
May involve prolonged standing, walking, sitting, driving, computer use, lifting, bending, reaching, and transporting materials or supplies consistent with assigned duties.
May work with individuals experiencing behavioral health crises, substance use disorders, homelessness, trauma, or justice-system involvement.
Regular, reliable, predictable, and punctual attendance is required to support participant engagement, court coordination, reentry services, crisis response, continuity of care, and program operations.

· Supervision: Works under the general direction of the Continuum of Care Manager.
