Full Job Description

JOB STATEMENT/SUMMARY

Under the supervision of the COO, the Director of Operations provides leadership and oversight for assigned health center operations. The Director assists the COO in overseeing effective day-to-day operations and is responsible for the supervision of assigned leaders and departments, standardization of workflows, enhancement of patient access, regulatory readiness, and implementation of organizational priorities within assigned areas.

The Director works collaboratively with executive, clinical, administrative, and support departments to promote consistent processes, accountability, teamwork, service excellence, and continuous operational improvement.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES OF THE POSITION

Operational Leadership & Supervision

Directly supervises Regional Patient Service Representative (PSR) Manager(s) and/or other operational leaders as assigned and provides administrative and operational supervision for assigned ancillary clinical departments, including SchoolBased Health Centers, Pulmonary personnel, and Xray Technologists.
Oversees staffing, scheduling, task assignments, resources, equipment, workflow, service delivery, and operational performance within assigned areas. Clinical practice, clinical competency, scopeofpractice oversight, and standards of care remain under the direction of the COO and/or other designated licensed clinical leadership or medical provider.
Recruits, coaches, develops, evaluates, and holds assigned direct reports accountable for performance, professional development, and organizational expectations.
Maintains a regular presence across organizational locations and travels between sites as operational needs require to provide leadership, oversight, support, and followup for assigned operations and initiatives.

Operational Systems, Platforms & Processes

Assists the COO with implementation, utilization, optimization, and monitoring of the organization’s electronic health record (EHR) and telehealth platforms, with support from Clinical Informatics and other departments as appropriate.
Promotes standardized workflows, forms, operational processes, and best practices across assigned departments and health center locations.
Participates in the administration and maintenance of the organization’s policy and procedure repository and coordinates with departmental leaders and designated committees to support timely review and maintenance of policies and procedures.

Performance, Access & Improvement

Assists COO and entire Executive Team with monitoring key operational indicators, including productivity, staffing, patient access, provider efficiency, financial performance, patient flow, and patient satisfaction, and develops action plans when improvement is needed.
Leads or supports operational improvement, workflow redesign, new program implementation, organizational change, and initiatives that improve patient access, service quality, and operational efficiency in collaboration with other organizational departments.
Supports responsible resource utilization, labor management, operational expense monitoring, and identification of costsaving opportunities while maintaining quality service delivery within assigned departments.

Teamwork & Collaboration

Collaborates with executive and other organizational leadership to coordinate operational needs and resolve barriers affecting staff, providers, and patients.
Actively participates in organizational leadership teams, quality improvement, risk and compliance, clinical collaboration, forms/workflow committees, and other interdisciplinary teams as assigned.
Serves as an operational liaison between leadership, assigned staff, external partners, and service vendors, including reference laboratories, equipment vendors, repair and maintenance providers, and other contracted operational services.

Compliance, Regulatory & Facilities Support

Supports compliance and regulatory readiness for assigned operations, including applicable FQHC and HRSA Health Center Program requirements, HIPAA, OSHA, federal and state requirements, organizational policies, and PCMH standards when applicable.
Coordinates and monitors required operational licenses, registrations, permits, certifications, and renewals for assigned departments, services, equipment, and locations in collaboration with responsible departments and clinical leadership.
Supports facility planning, renovations, capital projects, space utilization, service expansion, and other operational needs in collaboration with the COO, Executive Team, Facilities, and other stakeholders.

Other Duties

Performs other duties as assigned by the Chief Operations Officer and/or Chief Executive Officer consistent with organizational priorities and the individual’s knowledge, skills, and abilities.

JOB REQUIREMENTS AND PREFERRED QUALIFICATIONS

Education and Experience

Bachelor’s degree in healthcare administration, business administration, public health, nursing, or a related field required; master’s degree in a related field preferred.
Five or more years of progressively responsible healthcare operations experience, including at least three years in a formal leadership or management role. A combination of appropriate education and experience may be considered.
Experience supervising leaders, departments, programs, or sites; multidisciplinary outpatient, FQHC, Community Health Center, or multisite ambulatory healthcare experience preferred.
Working knowledge of healthcare quality improvement, compliance, regulatory readiness, financial/productivity management, and operational performance improvement.

Competencies

Strong leadership, communication, collaboration, problemsolving, project management, change management, and organizational skills.
Ability to use operational, financial, staffing, access, and performance data to guide decisions and improvement efforts.
Proficiency with common business technology and healthcare information systems, including electronic health records, reporting tools, telehealth platforms, and productivity applications.
