Full Job Description

GENERAL PURPOSE

This position provides highly responsible and complex assistance to the Fire Chief. This role promotes public safety by ensuring department readiness and preparedness through the management of facilities, fleet and logistics. Performs administrative, operational, and supervisory duties coordinating and overseeing all fire and medical related activities in the City. May be assigned administrative duties including purchasing, budget, training, equipment, etc.

SUPERVISION RECEIVED

Works under the general supervision and direction of the Fire Chief.

SUPERVISION EXERCISED

Provides general supervision to personnel within the Fire Department. In the absence of the Fire Chief, provides general administrative coordination with department heads and various city activities.

ESSENTIAL FUNCTIONS

Makes recommendations to the Fire Chief in the development and implementation of standard operating guidelines, standards and recommendations for fire and rescue service practices.

Reviews fire service run reports for quality assurance and quality control, maintains records and reports of fire service activities NFIRS in accordance with generally accepted standards and applicable regulations or guidelines.

Coordinate Department activities with other City departments. Represent Fire Department in meetings with other City departments and outside agencies.

Participate in the development and implementation of goals, objectives, regulations, policies, and priorities for assigned areas of responsibility, which may include one or more of the following areas: fire operations, fire prevention, emergency medical services, hazardous materials, urban search and rescue, firefighter health and safety, ARFF, and tactical training.

Supervises, manages, and coordinates all activities related to developing personnel including firefighters, EMTs, paramedics, and support positions. This includes firefighter skill maintenance, engineer development programs, and company officer programs.

Stay abreast of new trends and innovations in fire prevention, operations, emergency medical services, hazardous materials, urban search and rescue, firefighter health and safety, ARFF, SWAT, and tactical training. Participate in training, learning and development, and networking events to advance your knowledge, experience, and understanding to benefit the city and its purposes.

Establish and maintain good relations with Fire employees, city employees, residents, City Council, and local agencies. Be prepared to present to city leadership including City Council on programs, initiatives, and the status of the Fire department.

Work closely with the Fire Chief to forecast financial, staffing, equipment, materials, supplies, and budgets to ensure our fire stations are equipped and ready to meet the demands of the city.

Performs related duties as assigned.

MINIMUM QUALIFICATIONS

1. EDUCATION AND EXPERIENCE:

A. Requires an Associate’s degree in Fire Science, Management or closely related field;

AND

B. Twelve (12) years of progressive firefighting experience with increasing responsibilities, including at least two years

of Battalion Chief experience.

C. An equivalent combination of education and experience.

2. CERTIFICATES/LICENSES:

A. Valid Utah Driver’s License

B. Fire Officer 1 Certification

C. IS100, IS200, ICS300, ICS400, IS700, IS800

3. KNOWLEDGE, SKILLS, AND ABILITIES:

THOROUGH KNOWLEDGE OF: Fire and medical equipment; emergency command procedures (including call ups and mutual aid); adopted codes and standards; fire inspection and investigation procedures; department prevention procedures; procedures regarding personnel, budget and administrative policies; principles of management.

ABILITY TO: Professionally furnish and obtain information from other departments; contact with other departments, requiring tact and judgment to avoid friction; constant contact with the public; ability to deal well with upset and irate people; regular and frequent contact with persons of high rank, requiring tact and judgment to deal with and influence people; ability to maintain frequent contact with others during emergency situations.

Organize, delegate and establish meaningful goals; establish and maintain effective working relationships with employees and the public; resolve management problems; command emergency situations; make decisions; evaluate and analyze data and make recommendations; communicate effectively verbally and in writing; implement programs; computer literate.

4. WORK CONDITIONS/ENVIRONMENT:

PHYSICAL DEMANDS: While performing duties of job, employee typically handles office equipment, objects or controls; may periodically bend, stoop or crouch; frequently has contact with employees and the public; great mental pressure and fatigue are present due to constant overtime, exposure to difficult situations, contact with the public, problem-solving and deadlines; employee will sit or stand for long periods of time; response to emergency situations may require moving heavy equipment as well as climbing/balancing, stooping and kneeling.

WORK ENVIRONMENT: Employee will work in a generally comfortable office setting (75% of work performed indoors and 25% of work performed outdoors); the noise level in the work environment is usually minimal; frequent exposure to stressful situations as a result of human behavior and emergency situations; periodic exposure to emergency situations that involve dangerous and disagreeable conditions including smoke, heights, fire, stress, hazardous material, communicable diseases, excessive noise, fumes, heat, cold, water, emergency driving, etc.; work assignments are broad and performed with little or no supervision.
