DESIRABLE QUALIFICATIONS

The ideal candidate has journey-level experience independently developing complex procurement methodologies and solicitation packages, including cost proposal templates, requirement specifications, and drafting and negotiating contractual documents consistent with District policies, the California Education Code, the Public Contract Code, and other applicable requirements in a practical and solution-oriented manner that protects the District while allowing projects to move forward efficiently. They lead assigned procurements from initial planning and market research through solicitation, evaluation, negotiation, award, and post-award administration while managing multiple high-priority assignments and competing deadlines.

The ideal candidate utilizes Microsoft Office to generate communications, analyze data sets, and interpret data related to metrics, timeline considerations, and division activities. A successful candidate builds strong working partnerships with District sponsors. They will ask thoughtful and probing questions to understand the sponsor’s objectives, operational requirements, risks, budget, and schedule and translate those needs into an effective procurement strategy. They build sponsor understanding and buy-in, explain available options and tradeoffs, and professionally challenge assumptions when a proposed approach may not be competitive, practical, or compliant. The candidate is skilled in conducting market research and vendor outreach activities, developing complex solicitation and contract documents, analyzing bids, proposals, and cost information, and negotiating pricing, terms, conditions, deliverables, and performance expectations.

The candidate anticipates next steps and potential risks, resolves issues before they result in delays, maintains project momentum, keeps stakeholders informed, and takes responsibility for the quality, accuracy, and timely completion of their work. They use data, technology, procurement knowledge, and professional experience to support well-reasoned decisions, maximize competition and value, and identify opportunities to improve procurement processes. The successful candidate monitors contract performance, compliance requirements, deliverables, and documentation throughout the contract lifecycle and takes appropriate action to address issues. They are also a confident communicator who can lead meetings, evaluations, presentations, and negotiations; develop clear and defensible recommendations; and provide technical guidance to less experienced staff. They balance collaboration and customer service with the independence, accountability, and professional judgment expected of a journey-level analyst.

MINIMUM REQUIREMENTS

Education:

Graduation from a recognized college or university with a bachelor’s degree, preferably with a degree in supply chain management, economics, business or public administration, finance, law, or related field.

Experience:

Three years of contract administration experience which included preparing solicitation documents, and analyzing cost proposals, bids, amendments, or change orders for construction, professional service, and/or goods and general service contracts.

Special:

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.

SPECIAL NOTE:

BENEFITS

JOB DUTIES/RESPONSIBILITIES

A Contract Administration Analyst II performs journey-level work in support of contract administration and procurement activities.

Typical Duties include:

Developing solicitation documents and reviewing and clarifying technical specifications for complex Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQ), and other contract related activities.
Performing detailed analyses on cost proposals, bids, amendments, and change orders to maximize value and minimize cost of goods and services to the District.
Determining and making recommendations regarding the timely and most cost effective methods of procuring goods and/or services for District solicitations.
Scheduling, conducting, and leading pre-bid and pre-proposal meetings and the source selection and evaluation process with administrators, customers, contractors, and other interested parties to clarify statement of work issues and coordinate responses regarding technical issues during the solicitation process.
Negotiating contract costs, terms, and conditions with multiple vendors to maximize value and minimize cost of services to the District.
Drafting and reviewing contractual documents consistent with District policies and California Education and Public Contract Codes.
Evaluating bids and proposals for responsiveness and responsibility and preparing award recommendations for management review consistent with established policies.
Administering and providing work direction for the preparation and maintenance of contract files and records.
Researching and preparing reports and correspondence regarding technical contract issues.
Participating in and conducting training sessions for school/office administrators to assist in compliance with contract policies and to maximize quality of goods and/or services and minimize costs.
Ensuring fair and open competition through the maximization of outreach activities, website postings, advertisements, announcements, and meetings.
Making oral presentations to management and policy makers regarding contract issues.
Attending meetings on behalf of the administration to identify issues and making recommendations regarding changes in processes and/or procedures.
Conducting contractor debriefings regarding contract awards/non-awards.
Monitoring contract compliance post-award and negotiating amendments or change orders.
Reviewing and approving contractor invoices.
Conducting closeout actions upon contract completion such as final audit, payment reconciliations, and deliverable verifications.
Acting as a liaison between District sponsors and contractors.
