Full Job Description

Summary

Under the guidance of the CEO, the Outpatient Director will lead AADAP’s outpatient substance use treatment program, including Outpatient Counseling and Drug Court with a deep commitment to healing, equity, and community empowerment.

This role is responsible for ensuring the delivery of compassionate, high-quality, and evidence-based care that honors the cultural identities and lived experiences of the individuals and families we serve. The Outpatient Director will oversee certified Substance Use Disorder (SUD) counselors and clinical staff, implement effective program policies, ensure compliance with regulatory standards, and strengthen community partnerships to expand access and impact.

Role and Responsibilities

Provide strategic and operational leadership for outpatient substance use disorder treatment programs, ensuring alignment with the organization's mission and goals.
Supervise, train, and support clinical and support staff, fostering professional development and maintaining a positive work environment.
Oversee program intake, assessment, treatment planning, and discharge processes to ensure high-quality client care.
Ensure compliance with all federal, state, and local regulations, including licensing, accreditation, and funding requirements.
Ensure quality assurance (QA) of program operations; systematically monitoring and evaluating processes to maintain high standards, reduce errors, and achieve program goals/ deliverables efficiently.
Collaborate with other departments (e.g., in-patient, employment, prevention) to provide integrated and coordinated services.
Develop and maintain partnerships with community organizations, healthcare providers, and funding agencies.
Monitor program outcomes through data collection and analysis, utilizing findings to improve services and report to funders.
Responsible for budget development and financial management of outpatient programs.
Represent the organization at community meetings, coalitions, and professional forums.
Serve and participate on the AADAP Director’s Team and assist in overall agency matters, eg. planning, operations, budget development, policy adherence, etc…
Manage, direct and evaluate outpatient contract service performance and make improvements as necessary.
Develop, manage and modify the Unit budget as necessary.
Direct outreach and marketing to ensure full utilization of program services.
Manage and direct financial performance of grants and contracts.
Assists in funding source monitoring and auditing
Assure quality hiring, performance, development and training of outpatient staff.
Support and facilitate health and safety, maintenance and compliance matters related to the Outpatient equipment, facilities, vehicle use.
Plan and implement program development effort; including research, proposal writing, and other funding seeking activities.
Assist in community relations, Board relations, and agency fundraising.
Additional duties as assigned.

Qualifications and Education Requirements

Bachelor’s degree or higher in a related field, or an equivalent combination of education and relevant work experience.
Must be a Certified Substance Use Disorder (SUD) Counselor or a Licensed Practitioner of the Healing Arts (LPHA), or meet the eligibility requirements for LPHA licensure.
Minimum of 7 to 10 years of experience in the substance use disorder (SUD) treatment field.
At least 3 to 5 years of supervisory or management experience, preferably overseeing clinical staff and program operations in an outpatient setting.
Proven experience in contract and budget management, as well as staff and program supervision.
Current and valid California license or certification in a clinical field (e.g., LCSW, LMFT, LPCC, CADC II/III preferred).
In-depth knowledge of outpatient treatment modalities, evidence-based practices, and trauma-informed care.
Strong understanding of regulatory and compliance requirements, including DMC-ODS, CARF, and DHCS standards.
Demonstrated experience navigating the Los Angeles County Department of Mental Health (DMH) system of care, including knowledge of the various levels of care, service delivery requirements, and proficiency in DMH billing, documentation, and claims processes.
Experience working with culturally diverse populations, with a strong emphasis on AAPI and underserved communities.
Excellent leadership, communication, and organizational skills.
Ability to effectively manage multiple priorities in a fast-paced environment.
Proficient in the use of current computer applications and software tools.
Completion of a physical examination and TB test required upon hiring.

Preferred Skills

Master’s degree in Social Work, Psychology, Counseling, Public Health, or related field
Experience implementing or overseeing culturally responsive and community-based treatment models.
Familiarity with integrated care models that address co-occurring mental health and substance use disorders.
Knowledge of workforce development, staff retention strategies, and clinical supervision best practices.
Experience in data collection, analysis, and reporting for quality improvement and funding compliance.
Active participation in regional or statewide behavioral health collaboratives or coalitions.
Grant writing or program development experience, especially with public funding sources (e.g., SAPC, DHCS, SAMHSA).
Commitment to health equity, social justice, and reducing barriers to care for underserved communities.
Bilingual or bicultural capabilities with Los Angeles County threshold languages: Arabic, Armenian, Cantonese, Farsi, Urdu, Khmer (Cambodian), Korean, Mandarin, Russian, Spanish, Tagalog, Vietnamese, and other Chinese languages.

General Requirements and Knowledge, Skills, and Abilities (KSA’s):

Permanent resident or U.S. Citizen; proof of work eligibility upon hiring.
Valid Driver’s License, California. Minimum Automobile Insurance, and an appropriate motor vehicle.
Must have three (3) years of recovery or drug free lifestyle as of the date of the application.
Ability to get along well with others, be punctual, pleasant, and tactful with professional appearance and conduct.
Ability to establish and maintain effective working relationships with supervisors, coworkers, clients and their families, community organizations, and the general public.
Ability to be culturally competent of age groups, gender identity, sexual orientation, spiritual beliefs, socioeconomic status, and diverse cultures.

Physical Requirements:

Moderate Duty

This class requires that the incumbent stand or walk most of the time with bending, stooping, squatting, twisting reaching, working or irregular surfaces, occasional lifting of objects over 25 pounds, and frequent lifting of 10-25 pounds. Ascending and descending ladders and staircase will be more frequent. An example is this position frequently will be moving and organizing agency supplies.
