Full Job Description

Rathbone Falvey Research is a small Boise-based research firm that conducts independent evaluations of publicly funded programs. We're looking for an experienced consultant to take ownership of an active multi-year evaluation engagement and work as a close member of our small team.

The Role

This is a genuine ownership role, not task support. You will manage the evaluation workstream end to end:

Serve as a day-to-day point of contact with our government client — status meetings, correspondence, and working sessions, alongside the firm principal
Manage the project's deliverables calendar and recurring monthly reporting-and-invoicing cycle, with firm contractual deadlines
Interpret contract and program documents to determine reporting requirements, data obligations, and evaluation criteria
Track a large inventory of required data submissions across multiple program years; identify missing or incomplete items and manage requests through to resolution
Review incoming program and financial data for completeness and quality; conduct analysis supporting the evaluation's findings
Draft status reports, meeting minutes, data requests, and sections of formal deliverables
Keep the project's document repository organized, versioned, and audit-ready

Hours run approximately 5–10 per week in typical months, ramping up during reporting and deliverable seasons. The engagement runs into 2027 with potential extension. Full project details are shared with finalists under a confidentiality agreement.

Who We're Looking For

5+ years in program evaluation, government contracting, compliance monitoring, auditing, or public-sector program administration
Demonstrated ability to read contracts, regulations, or program requirements and turn them into concrete work plans and checklists
Strong analytical skills, including comfort working with program and financial data; advanced Excel required
Polished, professional presence in client meetings and written correspondence with government staff
Highly self-directed — you'll manage your own workflow and be trusted to keep the whole train on the tracks
Comfortable handling sensitive and protected data under strict confidentiality requirements
Able to pass standard screenings required for government-funded project work

Experience with health and human services programs is a plus but not required — we can teach the subject matter to a strong evaluator.

Terms

1099 independent contractor engagement as a project subcontractor to our firm
Approximately 5–10 hours/week baseline, with planned surges around deliverable deadlines
Hourly rate commensurate with experience — include your proposed rate when applying
Boise-area strongly preferred for periodic in-person client meetings
