The Finance Director is responsible for the management and oversight of the Finance Department of the Central Ozarks Utility Services Alliance. This includes the supervision of Financial staff, financial planning and analysis, the development of budgetary documents, cash management, preparation of financial statements and other financial reports, debt management, internal audits, coordination of external audits, bank relations, investment oversight, contract funding and other finance-related tasks.
Knowledge:
1. General knowledge of payroll and human resource policy and procedure.
2. General knowledge of labor law as it pertains to private and public sector workforces.
3. Advanced knowledge of financial principles and practices of governmental accounting including contract accounting.
4. Advanced knowledge of budget development principles and practices as related to local government entities.
5. Extensive knowledge of the overall operations of the COUSA including policies, procedures, ordinance, etc.
6. Advanced knowledge of Missouri Statutes and Federal law governing financial practices and procedures as it pertains to Intergovernmental Service Agreements and project accounting.
7. Advanced knowledge of records management, filing systems, office correspondence, etc.

Responsibilities
- Plans, supervises and coordinates the COUSA's fiscal and accounting activities including: financial accounting for contractual obligations; internal controls; internal auditing; management of financial software systems; invoicing and collection of locally-administered taxes and fees, if applicable.
Prepare or supervise the preparation of COUSA's annual financial report(s); oversee annual independent audit; and interface with independent auditor(s).
Works with the Project Managers and finance team to prepare and coordinate COUSA's annual budgets; prepare related presentations and budget documents reporting directly to the COUSA Board. Provides monthly financial updates at board meetings.
Prepares semi-annual review of fiscal year budgets and prepares documentation for budget amendments as required.
Safeguards the COUSA's assets and follows financial and accounting principles, standards, and procedures set forth by policy and procedure, statutes of the State of Missouri, and Federal laws, as well as the accounting and financial reporting standard.
Responsible for all treasury functions, including monitoring cash inflows and outflows, forecasting cash flow needs, bank relations, investments, tax increment financing, and debt management.
Maintains an awareness of constantly changing, law, rules, and regulations governing all aspects of financial operations, including pay equity, grants, bonding and special assessment changes, budgeting requirements and other changes, so that the Board can be alerted to problems and COUSA's operations are carried out in a lawful manner.
Develops and assists in the development of financial studies, plans, forecasts, estimates, and finance-related ordinances and resolutions.
Responsible for the oversight of general Human Resource responsibilities including, but not limited too, payroll, recruitment, employee policy & procedure, training and records management.
Performs other duties as needed or assigned by the Board.
Qualifications
- Master's degree in accounting or finance or related field. Five years' experience in the financial management of military contracts to include budget preparation, reconciling of business accounts, adhering to time and labor requirements and developing and implementing policy and procedure regarding a Finance Department.
2. Continuous career advancement in finance or within related positions.
3. Has three years or more experience with COUSA or comparable business with a focus on the financial management of the accounts, accounts payable and receivable procedures and time and labor financial management.
4. Extensive knowledge of business administration, financial procedures, State statute and Federal Labor law and code.
