Job Title: Environmental Compliance Specialist

Job Summary: The Environmental Compliance Specialist performs technical work to support the City's environmental and regulatory compliance programs. Monitors and enforces local, state, and federal regulations related to soil erosion and sediment control, stormwater management, and other environmental requirements.
FLSA Status: Non-Exempt
Schedule: This position works Monday- Friday from 8:30 a.m. until 5:00 p.m.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Major Duties:
- Serves as the LIA for the City of Adairsville.
- Permits and monitor land disturbance activities within the jurisdictional boundaries of the City. Ensures compliance with State, Federal, and local regulations.
- Enforce violations as determined and implement corrective actions that should be taken.
- Educate contractors, property owners, and members of the public on environmental laws by preparing reports and graphics that summarize environmental regulations.
- Respond to complaints of City environmental code violations, investigate possible infractions, conduct site visit.
- Conduct field investigations and site inspections for soil and erosion control and initiates enforcement actions as necessary.
- Prepare a variety of reports, memos, and correspondence related to enforcement activities.
- Serve as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of city’s environmental requirements to members of the general public, contractors, business owner, and other interested groups in the field, over the counter, and on the telephone.
- Assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.
- Works closely with regulatory agencies to complete job requirements.

Minimum Qualifications:
- Must be a high school graduate or possess a GED.
- Must be a citizen of the United States or otherwise authorized to work in the United States as permitted by applicable law.
- Must be at least 18 years of age.
- Must possess a valid driver’s license, with a good driving record.
- Must possess the physical ability to perform the essential functions of the position, with or without reasonable accommodation.
- Must possess the ability to communicate effectively, both orally and in writing.
- Must be proficient in the use of a computer, other related software programs, and standard office equipment, and perform basic mathematical calculations.
- Must successfully complete all required pre-employment screening and selection processes, including a drug screening, name-based criminal background check, motor vehicle record (MVR) review, post-offer employment physical examination, and meet all standards established by the City and applicable state and federal law.
- Must demonstrate a commitment to providing courteous, professional, and responsive customer service to both internal and external customers; maintain positive, respectful, and effective working relationships with coworkers, supervisors, elected officials, and the public; and maintain regular, reliable, and punctual attendance in accordance with City policy to ensure the efficient operation of City services.
- Associate or bachelor’s degree in related field of study preferred.
- Minimum of 5 years of experience in environmental regulatory compliance field.
- NPDES Level 1B or Higher.
- Any equivalent combination of education and experience is acceptable.
Supervisory Controls: Work is performed independently under the general supervision of the Zoning Administrator.
Guidelines:Guidelines include City and departmental policies and procedures, City codes and ordinances, policies and procedures regarding safe operation of vehicles and equipment, Federal and State guidelines and regulations, environmental rules and regulations.
Physical Demands: The position requires sufficient physical ability to perform work in both office and field environments. Physical activities include sitting, standing, walking, bending, stooping, kneeling, crouching, reaching, climbing stairs and ladders, and traversing uneven terrain, loose soil, and sloped surfaces. The employee must be able to frequently enter and exit a City vehicle and safely operate a motor vehicle while traveling to various work sites. The position requires the use of hands and fingers to operate computers, office equipment, testing instruments, and other specialized tools and equipment. Duties involve repetitive hand movements and fine motor coordination associated with keyboarding, writing, and operating equipment. The employee must be able to occasionally lift, carry, push, and/or pull materials and equipment weighing up to 50 pounds. The position requires the ability to communicate effectively with coworkers, contractors, regulatory agencies, and members of the public. The employee must also be able to see in the normal visual range with or without correction and hear in the normal audio range with or without correction.
Work Environment: This position is performed in both office and field environments. Work is conducted frequently in a climate-controlled office setting and in a City vehicle while traveling to and from work sites. The position requires frequent transitions between indoor and outdoor work locations.
Field work is performed in varying weather and environmental conditions, including exposure to heat, cold, humidity, rain, wind, sunlight, and temperature fluctuations. Employees may also encounter dirt, dust, pollen, mud, uneven terrain, standing water, odors, insects, vegetation, traffic, construction areas, and other conditions commonly associated with inspection and field activities. The position may involve exposure to hazardous materials or substances in accordance with applicable safety procedures and the use of appropriate personal protective equipment (PPE). Employees may also interact with members of the public in a variety of settings, including situations that may involve difficult or confrontational interactions.

Pay: $20.00 - $29.00 per hour
