Job Overview
The Director of Finance and Operations is a senior leadership role responsible for CCST’s operational excellence, financial health, and organizational infrastructure. This position builds and runs the systems, people-management practices, and administrative backbone that allow a dynamic, mission-driven team to plan and execute reliably, and it provides strategic oversight of CCST’s finances, whether delivered through a part-time Finance Officer or a contracted accounting firm.
A successful Director of Finance and Operations pairs genuine operations leadership with financial fluency. They design and improve how the organization works, develop management capability across departments, oversee the vendors and contractors on which CCST relies, and ensure sound financial stewardship, balancing forward-looking strategy with dependable day-to-day execution while building on CCST’s inclusive culture and delivering clear operational and financial guidance to leadership and the Board.
Reporting Relationship
This position reports directly to the CEO. The Director of Finance and Operations directly supervises the HR & Bookkeeping Associate and the Office Assistant, and oversees CCST’s financial function, delivered by either a part-time Finance Officer or a contracted accounting and controller firm, along with other contracted professional services (e.g., legal counsel, HR advisory, investment management, facilities, and IT support). The Director partners closely with the Executive Assistant who leads overall Board governance and supports executive and organizational coordination.
Key Responsibilities
Operations, Systems & Infrastructure (15%)
- Design and continuously improve the systems, workflows, and tools that let staff across departments plan, execute, and track work reliably, including project and file management, shared drives, CRM, and others.
- Establish and maintain standard operating procedures and an operations playbook; drive organization-wide adoption.
- Serve as the operational backbone during growth and change, ensuring infrastructure scales with the team.
Financial Management & Oversight (15%)
- Oversee all accounting functions—accounts payable, accounts receivable, payroll processing, and general ledger maintenance—performed by the Finance Officer or contracted accounting firm, ensuring accuracy, timeliness, and appropriate internal controls.
- Manage the relationship, deliverables, and performance of CCST’s financial function, whether an in-house Finance Officer or an outsourced firm.
- Develop, monitor, and manage the annual organizational budget in collaboration with department leads and senior leadership.
- Oversee month-end and year-end close processes and ensure compliance with GAAP and grant or contract requirements.
- Coordinate annual audits and tax filings; serve as primary liaison with external auditors and tax preparers.
- Oversee financial risk management, including compliance and internal controls, and monitor cash balances, projections, and planning.
Financial Reporting & Analysis (15%)
- Deliver quarterly, annual, and ad hoc financial reports to the CEO and Finance Committee, reviewing statements of financial position, activities, and cash flow prepared by the Finance Officer or contracted firm.
- Develop clear financial dashboards and narratives that translate financial performance for non-finance colleagues, leadership, and the Board.
- Monitor budget variances and provide analysis and recommendations to leadership.
- Ensure grant and restricted-fund reporting meets funder requirements and deadlines.
- Provide financial modeling and analysis to inform strategic and program decisions.
Human Resources & People Management (15%)
- Lead all HR functions, including recruitment, onboarding/offboarding, performance management, and compensation.
- Maintain and update personnel policies, the employee handbook, and HR procedures in compliance with federal and state employment law; consult third-party HR representatives when required.
- Administer employee benefits programs, including health insurance, retirement plans, and leave policies.
- Build CCST’s management capability: coach and support supervisors across the organization in goal-setting, feedback, and performance conversations.
- Design and steward performance-management and career-development systems applied consistently across departments.
- Champion professional development by identifying growth opportunities, facilitating access to training and learning experiences, and supporting advancement pathways aligned with individual aspirations and organizational needs.
- Create structured opportunities for staff input and participation in organizational decision-making, ensuring diverse voices inform operational improvements.
Project & Cross-Functional Coordination (15%)
- Own the build-out of lightweight, consistent project-management practices (e.g., scoping, milestones, resourcing, status tracking) across CCST’s programs, in partnership with fellow Directors and the Executive Assistant.
- Oversee the time-limited project-management revamp contractor, and institutionalize the resulting practices as lasting organizational capabilities.
- Coordinate cross-departmental initiatives and the organizational calendar to reduce bottlenecks and ensure on-time delivery.
- Build project-execution capacity through templates, training, and coaching.
Vendor, Contractor & Facilities Management (10%)
- Manage the performance and relationships of external service providers, such as for facilities maintenance, legal counsel, security, and event logistics.
- Lead procurement, scope definition, contract negotiation, and service-level oversight for operational vendors; evaluate cost and quality and re-bid as appropriate.
- Own office renovation, space-planning, and facilities-maintenance projects end to end as the primary liaison with the landlord, contractors, and vendors.
- In coordination with the Communications Department, oversee end-user IT and managed-service providers, including hardware/software lifecycle, security, and onboarding/offboarding technology.
Risk, Compliance & Administration (10%)
- Manage all organizational insurance policies—general liability, D&O, workers’ compensation, and EPLI—evaluating coverage and cost periodically.
- In coordination with external legal counsel, maintain legal and regulatory compliance, including business registrations, filings, nonprofit status, and contract administration.
- Supervise the Office Assistant across day-to-day office operations, including supplies, catering and event logistics, receipts, facilities coordination, and support to the HR & Bookkeeping Associate.
Board Relations (5%)
- Serve as the primary staff lead to the Board Finance Committee and Investment Management Committee, preparing financial materials and reporting.
- Onboard and orient Board and committee members on CCST’s financial policies and fiduciary responsibilities.
- Partner with the Executive Assistant, who leads overall Board management and committee coordination.
Required Qualifications
- 7+ years building and running the operational infrastructure of a dynamic organization, including systems, processes, and cross-functional coordination.
- Financial-management and oversight capability sufficient to own budgeting, financial strategy, audit, and board-level reporting, and to oversee either a part-time Finance Officer or an outsourced accounting and controller firm.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and experience with grant management and restricted-fund accounting.
- Proven people-management experience, including directly supervising staff, developing management capability in others, and a working knowledge of employment law.
- Demonstrated project-management capability and a track record of instituting PM practices across teams.
- Experience overseeing external vendors and contractors (e.g., IT, legal counsel, facilities, investment management, HR, and other professional services), including procurement and contract oversight.
- Familiarity with accounting and payroll/HR platforms (QuickBooks, Paylocity, or similar) and Microsoft Office/Google Workspace.
Desired Skills and Experience
- CPA, MBA, or demonstrated senior financial leadership (e.g., Director of Finance or CFO-level oversight).
- Experience working with a nonprofit board of directors and supporting board committees.
- Familiarity with California state government contracts and Master Service Agreements (MSAs).
- Experience with 990 preparation and nonprofit audit processes.
Salary Range
$105,000 – $135,000 annually
Location
Sacramento, California. CCST has a hybrid work policy for our team, working from home as the default on Mondays and Fridays and working in person on Tuesdays, Wednesdays, and Thursdays in our office across the street from the State Capitol.
