Job Description and Duties

This position is located in the city of Sacramento, Ca.

Under the general supervision of the Regional Director, Manager II, the District Administrator (DA) is responsible for managing a program of vocational rehabilitation (VR) services within an assigned geographical service area in support of the Department’s mission and goals. Using initiative, good judgment, and resourcefulness must analyze situations and provide leadership to effectively plan and resolve problems.

This is a hybrid position responsible for directing and managing a district within the Department’s Vocational Rehabilitation (VR) program. The role oversees district operations to ensure compliance with Departmental policies, State and Federal laws, labor contracts, and regulatory requirements. It provides leadership and expertise to support the consistent delivery of high-quality VR services and ensures offices implement VR program initiatives effectively and equitably.

The position advises and acts on behalf of the Regional Director as needed, including participating in the development and implementation of departmental policies and procedures. It monitors staffing, caseloads, bilingual resources, and service equity; reviews budget, administrative, and case service reports; and collaborates on annual outreach plans to reach served, unserved, and underserved communities. The role also manages cooperative programs, contracts, grants, and vendor services to ensure compliance, quality, and performance.

This position supervises Supervisors and administrative staff, oversees district personnel actions, supports hiring and workforce diversity efforts, and ensures adherence to personnel, civil rights, safety, workers’ compensation, and reasonable accommodation policies. It also recommends and manages district case service and administrative budgets to ensure effective use of resources and approvals of high-cost expenditures.

The role represents the Department in statewide and local capacities, collaborates with contractors and service providers, supports policy development, participates in hearings and mediations, and contributes to evaluations of cooperative programs and vendor services. It advocates for district needs with internal divisions and assists with administrative reviews and dispute resolution.

Additional responsibilities include supporting the development of new programs, contributing to performance strategies under the Workforce Innovation and Opportunity Act, responding to audits and program reviews, and building community partnerships and resource opportunities. The position also participates in workgroups, interview panels, and district committees, and serves as the Regional Director’s designee when assigned.

At all times, the position is expected to provide excellent customer service, maintain professional communication, exercise sound judgment, resolve concerns at the lowest level possible, and interact respectfully with diverse individuals. Travel may be required to fulfill departmental duties.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbents must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Working Conditions

The majority of the work will take place in one of the following locations with consumers, the public, colleagues, and other stakeholders: a DOR open office setting in a cubicle environment, offsite in the community, at events and various partner locations, and/or at an approved alternate work location. The incumbent must have the ability to work in an office setting for up to 40 hours per week and remain at a workstation for extended periods while utilizing a personal computer, peripherals, and other office equipment with or without accommodation. The incumbent will be working in an office setting with both natural and artificial lighting. Strong interpersonal skills are required to interact effectively with consumers, the public, colleagues, and other stakeholders
