Annual Salary Range: $83,200 - $108,160 DOE
We are seeking a detail-oriented and proactive Controller to support our finance department. The ideal candidate will have a strong background in accounting, excellent analytical skills, and a collaborative mindset. This full-time, in-office position operates Monday through Friday, 8:00 am to 5:00 pm. Working closely with the Finance Director, the successful candidate will contribute to the overall financial health of our organization by managing the agency's financial reporting, budgeting, and accounting functions.

GENERAL PURPOSE
Performs a variety of professional administrative and managerial duties related to planning, organizing, directing, and controlling the financial reporting, banking relationships, budgeting and accounting of the agency.
SUPERVISION RECEIVED
Works under the broad policy guidance and direction of the Finance Director (CFO).
SUPERVISION EXERCISED
Provides supervision to Billing Supervisor, Accounting Supervisor, Payroll Specialist, Billing Specialists.
ESSENTIAL FUNCTIONS
Acts as controller, manages and coordinates daily activities of the Center to ensure integrity of data, compliance with documentation requirements, and supportable postings in the accrual accounting system; develops, implements and interprets policy, establishes guidelines and practices; develops processes and procedures designed to enhance efficiency and effectiveness of financial and accounting functions; resolves complex issues related to accounting procedures, reporting, balancing reconciling, etc.;implements processes, methods, and programs.
Manages all aspects of accounting functions for the agency in accordance with generally accepted accounting principles, policy, tax law, and standards established by authoritative bodies, including BASB, Medicaid and Medicare regulations.
Performs various audit preparation functions, completes internal audit schedules, coordinates external audits, oversees petty cash audits, prepares cash confirmation letters; serves as liaison and coordinator for outside auditors engaged to perform or directed to perform select studies, reviews and projects; prepares various statistical, financial and accounting information; implements outside recommendations to enhance quality of financial management; prepares supporting documents, schedules and worksheets for outside auditor.
Monitors billing and collections documents and procedures; makes final decisions related to collection actions for delinquent billings; may write off un-collectables; coordinates external audits and assures cooperation with outside auditors; monitors contracts with outside providers, ensures contract compliance, approves reimbursement requests.
Monitors daily deposits; counts and validates bank deposits; tracks receipt numbers acting as custodian of receipt book; oversees and assists in contract billings, and audits files on accounts receivables. Prepares and assists the creation of all agency budgets and reports required by outside agencies be compliant with any requirements related to contracts and grants provides budget coaching to managers as needed.
Responsible for the full accounting cycle and manages the overall accounting function of the Center, ensuring compliance with GAAP and GASB standards as they apply to the agency; assists in the maintenance of the Center's financial integrity; assist the CFO with daily operations, financial reporting, regulatory compliance and standard accounting functions.Works closely with independent auditors to facilitate annual audit and ultimate preparation of annual financial reports.
Monitors agency expenditures to assure compliance with established budget limitations; develops quarterly and annual expense budgets by reviewing and analyzing current and year to date activities such as expenditures, revenues, etc.; compiles overall organization budget and completes expense budgets for each individual program; compiles data and prepares initial projections based upon accounting records; provides management and program staff with monthly actual-to budget expenditure reports and analyses; in compliance with contract and grant requirements, recommends a methodology for allocation of overhead to grant budgets; presents and facilitates the review of actual to budget expenditures with the CEO and Program Managers.
Prepares monthly contract billings to the State; coordinates various fiscal activities with state funding offices; accumulates and consolidates data for fiscal reports necessary for auditing agencies.
Under the direction of the CFO, develop grant and contract budgets and the Center's annual capital and operating budgets; including computation of projected salaries and benefits, expenses, and revenues for appropriate future periods; organizes and reports budget detail for executives and management staff; distributes budget costs among the various agency programs and subcategories; monitors revenues to assure receipt of all amounts due the center.
Designs, implements and monitors systems, procedures and reporting necessary to maintain accurate forecasts of cash requirements for meeting future spending; supervises the preparation of cash transfer requests; ensures that appropriate balances are maintained to facilitate Center operations; prepares the annual and monthly cash budgets based on approved funding.
Works closely with CFO in the preparation of the yearly Cost Analysis and Financial Summary reporting; works closely with various auditing agencies to assure accurate data in provided; maintains fixed asset and inventory details; performs an annual site inventory count. Performs other related duties as required.
MINIMUM QUALIFICATIONS
1.Education and Experience:
A. Graduation from college with a bachelor's degree in accounting, finance, business management or a related field;
AND
B. Three to six (3-6) years of progressively responsible experience in financial management or accounting;
OR
C.An equivalent combination of education and experience.
2.Required Knowledge, Skills, and Abilities:
Thorough knowledge of professional accounting standards and ethics; generally accepted accounting principles established by AICPA and GASB; governmental accounting; internal control principles and methods of application; laws and regulations pertaining to tax reporting, pension and deferred compensation funds, health, dental, life, and long-term disability programs; budgetary principles; specialized word processing, accounting and database software, i.e., Great Plains, Excel, Profiler, etc.
Considerable knowledge of principles of supervision; organizational communication, design, and motivation techniques; business and technical writing; governmental contract terminology; payroll tax deductions & reporting; risk management principles for fiduciary, liability, and asset coverage, etc.
Ability to analyze a variety of financial problems and make recommendations; coordinate a variety of financial administrative matters between executives and department heads; apply generally accepted accounting principles in financial reporting; prepare and implement budgets; plan, organize, direct and supervise the work of subordinates; communicate effectively verbally and in writing; establish and maintain effective working relationships with executives, administrators, managers, boards, department heads, employees and the public.
3. Work Environment:
Typical office setting with appropriate climate controls.Tasks require variety of physical activities, not generally involving muscular strain, but do require frequent walking, standing, stooping, sitting, reaching, talking, hearing and seeing.Common eye, hand, finger dexterity required for many tasks.Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking and creative problem solving.
