Full Job Description

SUMMARY:

Provides specialized technical support for County-managed enterprise systems with a focus on services delivered to external partner agencies, including law enforcement and fire departments.
Functions as a Tier 1.5 support resource, receiving escalated issues from the centralized Help Desk and embedded agency technicians.
Responsibilities include troubleshooting, supporting, and maintaining end-user access to enterprise systems such as mobile data platforms, Computer Aided Dispatch (CAD) interfaces, and related real-time services.
Works closely with Network Engineering staff and external agency IT contacts to ensure reliable system access, effective issue resolution, and a high level of customer service.
Focuses on end-user and device-level support while maintaining a working knowledge of public safety systems to assist with troubleshooting and coordination.

DUTIES:

Enterprise & Public Safety User Support: Serves as a primary escalation point for issues related to enterprise systems used by external partner agencies. Supports end-users accessing County-hosted systems, including mobile CAD, data access platforms, and real-time information services. Troubleshoots issues related to user access, application functionality, device connectivity, and data availability. Provides support primarily through agency IT contacts, with occasional direct end-user interaction. Assists in resolving issues escalated from the centralized Help Desk and internal departmental technicians.
Ticketing, Triage & Coordination: Receives and manages escalated service requests through the County Help Desk ticketing system. Documents issues, resolutions, and trends to support continuous improvement. Coordinates issue resolution with Systems Engineers, 911 Systems staff, vendors, and external agency IT personnel. Ensures timely follow-up and communication with stakeholders.
Mobile & Field Systems Support: Supports mobile computing environments used by law enforcement and fire personnel, including laptops, tablets, and remote connectivity tools. Troubleshoots VPN, wireless, and cellular connectivity issues impacting system access. Assists with validation and troubleshooting of real-time data services such as AVL and incident updates. Provides support for software installations and configurations on agency devices in accordance with County standards.
Agency Support & Field Assistance: Provides occasional on-site support to partner agencies for escalated issues or implementation support. Assists with onboarding new agencies to County-managed systems, including setup validation and user guidance. Builds working relationships with agency IT staff to improve coordination and service delivery.
Training & End-User Guidance: Provides basic training and guidance to agency users on supported systems and mobile applications. Assists in developing user-facing documentation and support materials. Promotes best practices for system usage and connectivity.
System Familiarity & Backup Support: Maintains a working knowledge of public safety systems, including CAD and related applications, to support troubleshooting efforts. Serves as backup support for user account-related functions (e.g., account setup, password resets, basic permissions) when primary 911 Systems staff are unavailable. Escalates system-level or configuration issues to appropriate personnel.
Hardware & Desktop Support: Installs, configures, and supports PCs, mobile devices, and network-connected equipment. Troubleshoots and repairs hardware and software issues for supported systems. Performs preventative maintenance and recommends replacement or upgrades.
Other Duties: Provides occasional after-hours support for system implementations, upgrades, or critical incidents. Travels to off-site locations within the County. Completes special projects and assignments as requested.

EDUCATION AND EXPERIENCE:

Bachelor's degree in Computer Science, Information Systems, or related field and relevant experience in IT support; OR
Associate degree in a related field and two year of relevant IT experience; OR
High school diploma or GED and four years of relevant IT experience.

REQUIRED KNOWLEDGE AND SKILLS:

Strong troubleshooting skills across desktop, mobile, and application environments.
Working knowledge of network connectivity concepts (VPN, wireless, cellular, remote access).
Ability to support users in distributed, multi-agency environments.
Strong customer service and communication skills, especially when working with external partners.
Ability to manage multiple priorities and respond effectively to escalated issues.
Familiarity with public safety systems preferred but not required.
Ability to document issues and solutions clearly and effectively.

SPECIAL REQUIREMENTS:

Must possess and maintain a valid driver’s license and reliable transportation.
Must pass background and security checks with no felony convictions.
Positions requires the ability to lift and carry 20+ pounds, bend stoop, and stand for extended periods.
Regular, reliable attendance is required.
Occasional travel may be necessary to support partner agencies.
