Full Job Description

The Center for Hope & Safety (CHS) serves survivors of domestic and sexual violence, Human Trafficking and Stalking in Marion County, Oregon.

- Spanish fluency pay differential offered -

OVERVIEW

The Shelter Manager provides leadership for the Center for Hope and Safety’s (CHS) Shelter Program. This role accomplishes program objectives by ensuring compliance with all CHS shelter grants, policies, and procedures; supervising, coaching, and training staff; organizing and monitoring team workflow and shelter operations; and overseeing shelter facilities. The Shelter Manager is responsible for maintenance, safety, on-site upgrades, and special projects to ensure the shelter environment remains secure, functional, and responsive to participant needs.

ESSENTIAL FUNCTIONS

Cooperate with Directors, Supervisors and the Leadership team members to support survivor services and overall agency operations.
Supervise and collaborate with the Shelter Lead to ensure effective daily shelter operations.
Monitor Shelter budget and approve expenditures within approved expenditure limits.
Ensure adequate staff coverage for shelter operations by developing schedules, assigning and monitoring work, and resolving operational issues.
Organize workflows and ensure staff understand assigned duties and delegated tasks.
Monitor employee productivity and provide constructive feedback, coaching, and support.
Assist with onboarding, training, and ongoing development of shelter staff.
Receive staff feedback, address concerns, and escalate issues to Directors as appropriate.
Communicate information from Leadership to staff and vice versa.
Conduct performance evaluation and address performance-related issues through corrective action; provide input related to performance-based recognition.
Ensure adherence to all legal requirements, CHS policies, and shelter program guidelines.
Function independently, with minimal supervision and take initiative in identifying and resolving issues in alignment with direction of the organization.

Manage, Coordinate and Supervise Shelter Operations including:

Oversee shelter facilities, including safety, cleanliness, maintenance, and overall functionality.
Coordinate and oversee routine maintenance, repairs, on-site upgrades, and special projects.
Ensure shelter supplies, food inventory, and household needs are inventoried and available for participants.
Monitor nightly hotline text threads and respond to emergent shelter-related situations.
Maintain accurate and up-to-date shelter records and files as required.
Ensure shelter operations support participant safety, dignity, and accessibility.
Participate in shared agency activities, which may include hotline supervision, outreach, staff meetings, shelter and office maintenance, fundraising activities, and donation processing.
Represent CHS in shelter-related meetings/conferences and engage with community partners as assigned.
Facilitate and maintain collaborative working relationships with shelter-related community partners and agencies.

Set an Example for All CHS Employees:

Maintain professional and technical knowledge through trainings, workshops, and review of relevant publications.
Maintain appropriate professional boundaries with colleagues and participants.
Work collaboratively with a diverse group of staff, volunteers, residents, interns, and community partners.
Demonstrate flexibility, including availability for occasional evening or weekend hours.
Contribute to team efforts and assist with direct service or advocacy duties as needed.
Promote and foster a respectful, inclusive, and discrimination-free workplace.
Maintain regular and punctual attendance and follow all safety policies and procedures.

Advocacy (as needed):

Provide direct support, crisis intervention, advocacy, and information services to victims/survivors of domestic violence and sexual assault.
Assist survivors in developing short-term and long-term safety plans.
Provide referrals, transportation, and advocacy to support access to social, medical, and legal services.
Coordinate client appointments and case management services with staff and community partners.
Provide education and information to survivors regarding domestic violence, sexual assault, stalking, and human trafficking.
Maintain confidentiality and accurate documentation of all advocacy activities.

QUALIFICATIONS

Basic Skills:

Strong written and verbal communication skills; ability to give and receive feedback.
Listens attentively, asks clarifying questions, and responds appropriately.
Demonstrates empathy and compassion with sensitivity to the needs of survivors.
Manages multiple tasks and projects effectively in a fast-paced environment.
Telephone and computer proficiency, including Microsoft Office Suite
Demonstrated ability to work effectively both independently and in group settings.

Leadership Skills:

Demonstrated ability to train, coach, and supervise employees.
Ability to coordinate urgent services for individuals experiencing crisis while remaining calm and professional.
Collaborative approach to leadership; ability to foster teamwork and shared accountability.
Experience with delegation, workflow coordination, and staff development.
Ability to assign tasks appropriately and support staff in meeting expectations.

Adaptability & Problem Solving:

Demonstrates resiliency and maintains composure under pressure.
Adapts effectively to changing priorities and shelter environments.
Applies critical thinking and sound judgment to resolve operational and safety-related issues.
Identifies opportunities for improvement and proposes practical, survivor-centered solutions.

Required:

Approved background check as required by funders.
Completion of CHS Advocacy Training (or ability to complete upon hire, if applicable).
Four-year degree or a combination of equivalent training or years of experience in advocacy, crisis intervention, or a related field.
Demonstrated ability to use a client database and Microsoft Office Suite
Excellent organizational and time management skills.
Strong written and verbal communication skills.
A car, valid driver’s license, and proof of current automobile insurance.
Ability to lift up to 20 pounds.
