Position Summary & Responsibilities:

State Liaison:

Serves as a liaison and advocate representing the counties within their respective region to KDEM and other local, regional, state, and federal agencies/organizations to build and sustain a statewide comprehensive emergency management program.
Establishes and maintains partnerships with emergency management stakeholders across all levels of government, including private industry and non-governmental organizations.
Assists KDEM and designated state agency staff in dealing with regional counties. Serves as KDEM’s representative to their respective regional homeland security council and other regional committees, where state emergency management representation is required.
Serves as regional or state representative on deployable resource and preparedness working groups at leadership’s discretion.
Assists with the coordination of emergency management and homeland security preparedness activities with other stakeholders, including local, state, federal, and non-governmental organizations.

Technical Assistance:

Provide ongoing technical assistance and mentoring to county emergency management programs through all phases of emergency management – mitigation, preparedness, response, and recovery.
Establishes a regular schedule of consultation meetings with county emergency management directors/coordinators to assess current program status and additional needs.
Support and advise counties within their respective region pertaining to the implementation and sustainment of county emergency operations plans and other local/regional planning initiatives.
Support and advise counties within their respective region for the facilitation of an annual integrated preparedness planning workshop to identify a county’s multi-year preparedness priorities.
Attend after-activating meetings to capture details for the inclusion in after action reports and improvement plans post-incident. Make recommendations to bureau leadership as needed for consideration of additional comprehensive after-action meetings, after action reports, and improvement plans to be conducted post-incident.

Local/State/Regional Exercise Coordination:

Provides technical assistance and support for the design, development, conduct, and evaluation of interagency, intergovernmental, multidiscipline exercises at the local, regional, or state level. May assist as an exercise participant representing KDEM, facilitator, controller, or evaluator during exercise conduct.

Strategic Planning:

In conjunction with county emergency management program staff, participate in ongoing assessment of regionally based emergency management and homeland security preparedness and strategic planning to affect improvements in emergency management.
Coordinates implementation of the training and exercise component of the statewide emergency management program strategic plan and homeland security work plan, in collaboration with other agency staff.
Participates with agency staff in state level strategic planning.

Disaster Response & Recovery Coordination:

Serves as the KDEM liaison to affected counties during natural, man-made, and technological emergencies/disasters.
Performs periodic duties that may be required during disaster operations, such as coordinating mutual aid response and assistance, assisting in damage assessment, immediate needs assessment, and ongoing response and recovery actions.
Supports state emergency operations center staffing during activation.

Incumbent may be subject to call-in/call-back outside of regular working hours to support state response and recovery actions, staffing the state emergency operations center, or deployments to areas impacted by an emergency or disaster.
Incumbent is required to remain knowledgeable of current agency plans and procedures and maintain working knowledge of NIMS and related state emergency operations center interfaces in addition to supporting any training and/or documentation requirements as needed.

Qualifications

Education: HS diploma or GED

Licensing & Certification:

Kansas Driver’s License. Must possess or obtain within two (2) years of employment, Kansas Certified Emergency Manager (KCEM) or Certified Emergency Manager (national) designation.

Minimum Qualifications:

Three years of work experience in emergency management, emergency services, public safety, or related discipline.

Special knowledge, skills and abilities:

Good writing and communication skills. Ability to give presentations to widely diverse groups of individuals (i.e. elected officials, first responders, public, state and federal agencies. Familiarity with the incident command system (ICS)/national incident management system (NIMS). Strong computer skills and abilities. Good multi-tasking skills and the ability to prioritize projects and workload while meeting deadlines. Prefer practical experience in emergency management or a closely related field involving incident management or emergency response and coordinating multi-faceted programs/projects.

Post-Offer, Pre-employment Requirements:

Ability to pass KBI background check. Position may require deployment to disaster areas in adverse weather and austere conditions; ability to move safely over uneven terrain and work under various weather conditions. Must establish residency in one of the following counties: Clay, Cloud, Dickinson, Ellsworth, Jewell, Lincoln, Mitchell, Osborne, Ottawa, Republic, Saline, or Smith.
