Water/Wastewater Treatment Plant Operator

JOB DESCRIPTION

The individual in this position provides technical operational changes, adjustments, and repairs to plant equipment and facilities in both water and wastewater treatment plants, usually with considerable independence. The Operator reports to a supervisor, who provides bi-annual performance evaluations. This assignment is has openings in Cypress and Katy, Texas (suburbs of Houston, Texas), and Austin/San Antonio, Texas.

RESPONSIBILITIES

Observes plant metering equipment on a scheduled basis, noting reading of flows at specified intervals; makes adjustments to flows of water and chemicals as necessary to maintain plant operation within operational standards.
Keeps a log of plant operational characteristics, changes and repairs made, and other incidents of relevance to plant production.
Collects samples of water or wastewater at stages of treatment for analysis.
Reports defects of plant operations to the supervisor.
Supervises the work of trainees, and instructs them in plant operations and the responsibilities of operators.
Washes prescribed areas of the plant on a designated schedule; paints areas and equipment as required.
Performs routine/daily maintenance activities on treatment plant and generator equipment.
Supports and assists in major maintenance activities on treatment plant and operation equipment.
Operates all plant equipment as required.
Advises supervisor when plant operates outside mandated standards; prepares monthly report to state regulatory agency.
Works stand-by for after hours emergencies or overtime.
Performs additional duties as required.

MANDATORY REQUIREMENTS

Graduation from high school, or completion of the GED
A Class “A”, “B”, or “C” water or wastewater operator license.
Experience equal or greater than the TCEQ requirements: 2 years for a C license, 5 years for a B license, 8 years for an A license, or a combination of experience and education sufficient to satisfy the TCEQ requirement.
Maintenance of a current/valid State of Texas Driver License which meets requirements of the Municipal Operations & Consulting, Inc. insurance carrier (at no additional cost or risk), and determined by Municipal Operations & Consulting, Inc to be an acceptable driving record history.

KNOWLEDGE/SKILLS/ABILITIES

While performing the duties of this job, the employee is frequently required to remain stationary; move; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to remain stationary; communicate and taste or smell. The employee must occasionally lift and/or move up to 10 lbs. frequently, 25 lbs regularly and 50 lbs. occasionally. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus.

Technical Requirements

Knowledge of water and wastewater treatment and techniques.
Knowledge of treatment plant and lift station equipment, its capacities and limitations, design specifications and characteristics.
Knowledge and understanding of the importance to public health of the constant correct operation of the treatment plant.
Skill in making correct reading of plant operation meters and other monitoring equipment.
Skill in making correct adjustments to plant pumps, chemical feeders and other equipment to ensure that water is being treated within standards.
Skill in detecting plant malfunctions, from correct reading of meters, from the visible and audible characteristics of operation, and by periodic sampling of the water product.
Skill in reporting: transcribing of meter numbers correctly, interpretation of these meter readings and in describing in oral and written form the operational characteristics.
Ability to perform mandated chemical analyses and, based on these analyses make the appropriate adjustments to plant operations.
Ability to follow oral and written instructions.
Ability to handle dangerous chemicals and other hazardous substances in a safe manner.

Mathematics

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Language Ability

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Reasoning

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions and moving mechanical parts. The employee is occasionally exposed to fumes or airborne particles; toxic or caustic chemicals; pathogens, risk of electrical shock and vibration. The noise level in the work environment is usually loud.
