Full Job Description

HR & Risk Compliance Manager

San Diego, CA (Hybrid) — In-person 1 day/week or month; San Diego, CA candidates preferred

$85,000–$95,000 a year | Full-time, Exempt | Direct Hire

Oak Tree Talent Partners has been exclusively retained to fill this role for a confidential client — a privately owned union testing and inspection firm serving California, Nevada, and Utah. The company delivers third-party materials testing and special inspection on major civil and industrial projects, including gas and solar plants, rail, airports, highways, and bridge work.

This is a ground-up opportunity. The company is building its first dedicated HR function, and this hire will design and own it — HR administration, safety training compliance, and regulatory/client compliance — for a ~70-person field workforce (90% union) plus office staff. You won't be stepping into an existing system; you'll be building the workflows, processes, and reporting that define this function going forward.

What You'll Build & Own

Talent & Onboarding

Support onboarding and maintain required jobsite documentation, hiring packets, and the employee handbook

Employee & Labor Relations

Support fair, well-documented resolution of employee/employer complaints
Manage grievance documentation and CBA-aligned recordkeeping for a union field workforce

Safety & Risk Compliance

Own monthly Toolbox Topics and quarterly safety trainings (e.g., OSHA Most Cited) — assign, track, and maintain complete training records for ~70 field employees
Maintain and distribute the Injury & Illness Prevention Program (IIPP)
Administer the Nuclear Gauge program: user lists, new-hire courses, annual refreshers, HAZMAT training, and radioactive materials licensing across states
Schedule and track Anti-Harassment and Workplace Violence Prevention training
Serve as day-to-day liaison to the company's insurance broker for risk management and HR compliance training

Licensing & Prequalification

Maintain client prequalification portals (Highwire, ISNetworld, Avetta) on weekly, monthly, and annual cycles
Coordinate PE license applications/renewals, NCEES records, and business licenses across states

HR Function Build-Out

Design and document the HR workflows, processes, and reporting systems for a newly forming department — from the ground up
Maintain labor law postings, required notices, and org charts as the function scales

What We're Looking For

Bachelor's degree in HR, Business Administration, Risk Management, or related field — or equivalent experience plus HR certification (PHR, SHRM-CP)
3–5 years of progressive experience in HR administration, HR compliance, or safety/training compliance
Working knowledge of California employment law
Experience administering training programs and maintaining auditable compliance records (LMS experience strongly preferred)
Someone who thrives building structure from scratch, not just maintaining an existing system
Strong organizational skills with the ability to manage recurring compliance deadlines

Preferred

Experience in engineering, testing/inspection, energy, or other field-based technical environments
Union/labor relations experience
Familiarity with ISNetworld, Avetta, Highwire, Cal/OSHA program administration, or PE/NCEES and nuclear gauge licensing
Experience managing records via SharePoint
