Position Overview
The Human Resource Manager supports the day-to-day people operations of Restorative Partners under the supervision of the Operations and HR Director. This role helps ensure smooth and effective hiring, onboarding, employee recordkeeping, compliance, and workforce administration across the organization. It works closely with department leaders, the office manager, and external partners, and serves as the primary point of contact for RP’s PEO, Insperity, to support staff success and maintain accurate, timely HR-related processes.
Roles & Responsibilities
Recruitment and Hiring Support
- Assist with posting job openings across multiple platforms and tracking applicant flow.
- Format, update, and maintain job descriptions to ensure consistency and compliance.
- Coordinate interview scheduling and candidate communications.
- Support hiring managers throughout the recruitment process.
Onboarding/Offboarding and Employee Records
- Facilitate onboarding processes, including preparing new hire packets and ensuring completion of required documentation.
- Track and maintain employee files in compliance with organizational policies and California labor laws.
- Ensure accurate entry and maintenance of employee data in HR systems.
- Work with Department Leaders and Office Manager to prepare for new hires ensuring they have access to email, files, computer, and office equipment needed to be successful in their role.
- Onboarding new hires to ensure employees successful transition into Restorative Partners including:
- Employee Handbook and IIPP are reviewed and understood
- Integration into our Professional Employer Organization (PEO)
- Proper Identification, background checks, offer of employment, and job descriptions are completed
- All company documents are completed
- Culture training is completed along with Self Paced Orientation
- First Aid and Anti Harassment certifications
- Operations and expectations are clearly reviewed and understood
- Offboarding employees as they transition away from Restorative Partners
- Conduct Exit Interviews Employee Handbook and IIPP are reviewed and understood
- Work with Department leadership on the last day, collection of equipment, badges, credit cards, keys, etc.
- Ensure final checks are prepared ahead of time and available to hand deliver to employees upon their exit.
Compliance and Credential Tracking
- Monitor and track employee certifications, licenses, and required training.
- Maintain renewal schedules and proactively notify staff and supervisors of upcoming expirations.
- Ensure compliance with program-specific and regulatory credential requirements.
HR Systems and Data Management
- Maintain organized digital and physical filing systems for personnel records.
- Assist with HR data tracking, reporting, and audits.
- Support GEO tracking and workforce data management as required for program reporting and compliance.
General HR Support
- Respond to employee inquiries related to HR processes and documentation.
- Submit payroll every other week. By reviewing hours with leadership team, verifying work, sick, and vacation hours, and submitting to our PEO in a timely manner
- Assist in updating HR policies, procedures, and internal communications.
- Provide administrative support for HR projects and initiatives.

Knowledge, Skills, Talents, & Abilities
- Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
- SHRM, aPHR, or similar certification required
- 1–3 years of administrative or HR experience, preferably in a nonprofit or social services setting.
- Knowledge of California employment laws and HR best practices preferred.
- Proficiency in Microsoft Office, Google, and HRIS systems.
Essential Requirements
- Current driver's license and reliable transportation
- Successful completion of a comprehensive background check, as verified by law enforcement administration or other designated agency
- Ability to work flexible hours, including occasional evenings and weekends
- Fluency in English (bilingual English/Spanish highly desirable)
- Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
