County of Santa Barbara Health is seeking a passionate and experienced health care professional to join us as a leader on the County Health team.
We currently have one (1) Full-Time Clinical Performance Improvement Coordinator vacancy in the Primary Care and Family Health (PCFH) division that may be home-based in Santa Barbara but will be required to travel throughout the County. The County classification title is Public Health Performance Improvement Coordinator.
We are also accepting applications to establish an employment list for future Full-Time, Part-Time, Extra Help and *1414 vacancies for Public Health Performance Improvement Coordinator in Santa Maria and Santa Barbara.
CSR 1414 (Leave of Absence): This recruitment is to fill a position vacated as a result of a leave of absence (CSR 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under CSR 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

POSITION: Under general direction of the Chief Medical Officer (CMO), the Clinical Performance Improvement Coordinator coordinates quality improvement; makes recommendations regarding quality improvement in service and changes to protocols; investigates incidents and complaints and makes recommendations to managers and executives regarding corrective actions; coordinates multiple data collection and database systems to ensure timely and accurate reporting of incidents and non-compliance, and performs other related duties as required.
The IDEAL CANDIDATE will possess:

Experience in developing, implementing, and evaluating projects within a healthcare setting;

Knowledge of data collection methods and experience using data for research and quality improvement;

Experience with grant writing and reporting;

Strong technical writing skills, particularly in preparing clear and concise reports;

Excellent communication skills with a variety of stakeholders, including high-level local and state contacts, as well as internal teams;

Strong organizational skills to coordinate trainings and actively participate in committees or special events;

Experience training staff on healthcare best practices and efficiency strategies;

- Coordinates the performance improvement program of selected regulatory and compliance programs; develops quality assessment and improvement criteria to monitor provider staff and activities in selected programs; develops and implements data collection systems for analyzing and assessing the effectiveness of health and medical care and services; collects data for research purposes and participates in grant preparation; incorporates research data into operational policies; analyzes collected information to identify current trends and unmet needs, and to determine whether providers are in compliance with state regulations and local policies and protocols.

Establishes quality improvement goals and monitors program data; modifies quality improvement program as necessary; ensures program success by conducting quality improvement audits and investigating areas of concern; recommends appropriate measures to improve services levels; attends and may facilitate provider peer review meetings to address quality control issues; may recommend to managers and executives the suspension or revocation of provider status or individual certification; may recommend referral of incidents to the appropriate state agency for further action.

Reviews current policies, procedures, and protocols of identified agencies and providers; recommends and implements changes, and monitors compliance.

Collaborates with providers, community organizations, and internal staff to develop quality improvement programs and identify areas that require additional attention or training; may assist in developing curriculum for training; coordinates and staffs various countywide committees related to system improvement and oversight.

Reads trade publications and attends professional training conferences to learn about new practices and standards; ensures appropriate changes are implemented throughout the system; educates providers about changes; evaluates needs for training and provides or arranges for appropriate training for service providers and/or program staff.

May supervise other program staff.
- Possession of a valid license as a Registered Nurse and two (2) years of professional-level administrative experience in clinical care that included experience in quality improvement and program performance improvement; OR,

Possession of a valid professional license or certification in clinical care AND two (2) years of professional-level administrative experience in clinical care that included experience in quality improvement and program performance improvement; OR,
-
A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Additional Requirements: Licensing, certification, or experience related to a particular regulatory function may be required depending on program assignment.
Knowledge of: medical terminology; goals, responsibilities, and regulatory requirements of medical and/or emergency services programs; health care practices and procedures; quality improvement and performance improvement standards, guidelines, and practices; laws and regulations related to the provision of medical and/or emergency services; standard medical organization structures; techniques used in research, analysis, and report preparation; statistical reporting methods; standard office computer applications; standard English grammar and usage.

Supplemental Questionnaire Rating – Responses to the required examination supplemental questions will be evaluated and scored. Candidates’ final score and rank on the eligibility list will be determined by the responses to these questions. This process may be eliminated if there are fewer than 11 qualified candidates.
Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire Rating to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule 6. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the examination, rank on the employment list, and duration of the employment list.
