Full Job Description

JOB DESCRIPTION

Position: Finance Manager

Reports To: Executive Director

Location: San Mateo, CA

Status: Full-Time, Exempt

Salary Range: $85,000 – $100,000 annually, depending on experience

Benefits: Health coverage, paid holidays, vacation, and sick leave per CID personnel policies; 401(k) match

Position Summary

Under the direction of the Executive Director, the Finance Manager leads CID's financial operations, combining strategic budgeting, forecasting, grant compliance, and audit readiness with day-to-day accounting accounts payable, billing, payroll, and general ledger maintenance. The Finance Manager ensures CID's financial systems, controls, and reporting meet federal and state funder requirements and support CID's mission of independent living for people with disabilities. The Finance Manager staffs the Board Finance Committee, presents financial reports to the Board, and serves as primary liaison to CID's independent auditors and any contracted accounting support.

Essential Responsibilities

Financial Leadership & Budgeting

Develop the consolidated All Agency annual operating budget with the Executive Director for Board presentation, plus annual line-item, fund-accounting budgets for each funding source; monitor budget-to-actual performance.
Prepare cash-flow projections, monitor the agency's cash position, and alert the Executive Director to variances, risks, and funding gaps.
Support organizational planning with financial analysis and scenario modeling in response to changes in federal and other government funding.

Accounting Operations

Manages the full accounting cycle AP/AR, cash receipts and disbursements, bank deposits and reconciliations, balance sheet reconciliation, and general ledger maintenance in CID's fund accounting system (Fund EZ or successor).
Review and process invoices, receipts, and requisitions for completeness, accuracy, and proper authorization.
Prepare program billings and reimbursement requests for all funding sources.
Process payroll through CID's payroll provider, including timesheet review, cost allocation across funding sources, and payroll recordkeeping.
Maintain organized, audit-ready accounting files and supporting documentation.

Grants & Compliance

Monitor government and private contracts/grants and prepare accurate, timely funder financial reports (e.g., ACL Title VII Part B/C, WIPA, ADRC, Department of Rehabilitation, and other federal, state, county, and utility-funded programs).
Ensure compliance with Uniform Guidance (2 CFR Part 200), single audit requirements, funder-specific fiscal requirements, and CID's fiscal policies; maintain and strengthen internal controls and address audit findings.
Support timely allocation of shared costs per CID's approved cost allocation plan.

Audit, Reporting & Governance

Prepare monthly financial reports balance sheet, income statement, budget-to-actual, and cash position for the Executive Director, Finance Committee, and Board.
Lead preparation for the annual independent and single audit, serve as primary liaison with auditing firm, and support preparation of IRS Form 990.
Staff the Board Finance Committee and attend Board meetings to present financial information as needed.

Administration

Oversee finance-related administration of personnel/benefits matters (healthcare, retirement contributions) in collaboration with the HR Consultant; resolve billing, account, and documentation questions with staff, vendors, and funders.
Perform other duties as assigned by the Executive Director.

Minimum Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, Economics, or related field, or equivalent combination of education and experience.
At least 5 years of progressively responsible accounting/financial management experience, including 2+ years in nonprofit fund accounting or government grant accounting.
Working knowledge of nonprofit accounting standards (GAAP), fund accounting, and federal grant compliance (2 CFR Part 200; single audit).
Strong computer skills, including fund accounting software (e.g., Fund EZ), payroll systems (e.g., Paychex), and advanced Excel proficiency.
Ability to present financial information clearly to non-financial audiences, including Board members, staff, and funders; strong critical-thinking, communication, and organizational skills; sound judgment and discretion.
Commitment to working effectively and respectfully with a wide diversity of people with disabilities, consistent with Independent Living philosophy.

Preferred Qualifications

CPA, CMA, or master's degree in accounting, finance, or business administration.
Experience in an Independent Living Center or other community-based nonprofit serving people with disabilities.
Experience preparing for and responding to single audits and funder corrective action plans.
Personal experience with disability; bilingual/bicultural skills.

Work Environment & Physical Demands

This role regularly works at a computer workstation for extended periods and occasionally attends meetings and community events outside the office. CID is a scent-free office to remain fully accessible to all persons with disabilities; employees and visitors are asked not to wear scented products.
