Utility Compliance Coordinator

Position Summary
The Utility Compliance Coordinator is responsible for ensuring the Town's water
distribution and wastewater collection and treatment systems comply with all applicable
federal, state, and local environmental regulations. This position oversees regulatory
reporting, permit compliance, sampling programs, asset documentation, operational
recordkeeping, and coordination with regulatory agencies. The Coordinator serves as the
primary liaison between the Town and agencies including the Florida Department of
Environmental Protection (FDEP), the Florida Department of Health (FDOH), the U.S.
Environmental Protection Agency (EPA), Florida Rural Water, and other regulatory
entities.
This position supports the Utilities Director by monitoring compliance activities,
maintaining permits, coordinating inspections, assisting with capital improvement planning,
and ensuring regulatory deadlines are met.
Essential Duties and Responsibilities
Regulatory Compliance
Ensure compliance with all federal, state, and local regulations governing drinking
water and wastewater systems.
Maintain compliance with FDEP operating permits, wastewater permits, drinking
water permits, and related environmental regulations.
Coordinate regulatory inspections and respond to findings or corrective actions.
Prepare and submit required compliance reports accurately and on time.
Maintain compliance calendars and tracking systems for all reporting deadlines.
Monitor regulatory changes and recommend operational adjustments.
Water & Wastewater Monitoring
Coordinate required sampling and laboratory testing.
Review laboratory results for compliance with permit requirements.
Investigate compliance issues and coordinate corrective actions.
Maintain chain-of-custody documentation and sampling records.
Assist operators in resolving operational compliance concerns.
Permit Administration
Maintain all utility permits and licenses.
Coordinate permit renewals and modifications.
Assist with preparation of permit applications.
Maintain permit files and regulatory correspondence.
Recordkeeping and Reporting
Maintain operational records required by FDEP and EPA.
Prepare Monthly Operating Reports (MORs), Discharge Monitoring Reports
(DMRs), Consumer Confidence Report (CCR), and other required submissions.
Maintain documentation related to:
o Water quality
o Wastewater treatment
o Collection system maintenance
o Distribution system maintenance
o Cross-connection control
o Backflow prevention
o Asset management
Prepare reports for Town Administration and Council as requested.
Asset Management
Assist with maintaining utility asset inventories.
Update GIS, mapping, and infrastructure records.
Assist in development and implementation of Asset Management Plans.
Maintain records for capital improvement projects.
Emergency Response
Assist with regulatory notifications during emergencies.
Coordinate required reporting during sanitary sewer overflows, water main breaks,
boil water notices, and other emergencies.
Participate in emergency response planning.
Grants and Capital Projects
Assist with grant compliance reporting.
Track regulatory milestones associated with grant-funded projects.
Coordinate documentation required for infrastructure funding.
Assist with project closeout documentation.
Coordination
Serve as liaison with:
o FDEP
o EPA
o FRW
o Florida Department of Health
o Engineers
o Consulting firms
o Laboratory vendors
o Contractors
Coordinate compliance activities among utility staff.
Administrative Support
Assist with utility budgets related to compliance activities.
Prepare correspondence and technical reports.
Maintain electronic and paper filing systems.
Assist in developing policies and standard operating procedures.
Minimum Qualifications
Education
Bachelor's degree (preferred) in Environmental Science, Environmental
Engineering, Biology, Public Administration, Utilities Management, or related field.
Associate degree with significant experience in water or wastewater compliance.
Equivalent combinations of education and experience may be considered.
Willing to train the right applicant.
Experience
Three (3) years of experience in municipal water or wastewater operations,
environmental compliance, regulatory reporting, or utility administration.
Experience working with Florida environmental regulations preferred.
Experience with municipal utilities preferred.
Licenses and Certifications
Preferred:
Knowledge of Florida Water Distribution Operator License (plus to have)
Knowledge of Florida Wastewater Operator License (plus to have)
Florida DEP Compliance Certification (plus to have)
Valid Florida Driver License

Ability to work in both office and field environments.
Occasionally lift up to 30 pounds.
Walk uneven terrain around utility facilities.
Climb stairs and ladders as necessary.
Work outdoors in varying weather conditions.
Occasionally respond to emergencies outside normal business hours.
Working Conditions
Office environment with frequent visits to water and wastewater facilities.
Exposure to construction sites, treatment facilities, chemicals, confined spaces
(observation only unless appropriately trained), noise, and adverse weather.
May require attendance at evening meetings or emergency response activities.
Preferred Qualifications
Experience with utility asset management software.
Experience with GIS mapping.
Experience administering utility grants.
Knowledge of Florida Rural Infrastructure Fund, State Revolving Fund (SRF),
Community Development Block Grant (CDBG), USDA Rural Development, or
other utility funding programs.
Experience preparing Consumer Confidence Reports (CCR), Sanitary Sewer
Overflow (SSO) reports, Capacity Management Operation and Maintenance
(CMOM) documentation, and permit renewals.
Experience coordinating utility capital improvement projects and regulatory
compliance during construction.
Performance Expectations
The Utility Compliance Coordinator is expected to maintain 100% compliance with
regulatory reporting deadlines, ensure accurate and organized utility records, support
continuous improvement of utility operations, and foster positive working relationships with
regulatory agencies while helping the Town maintain safe, reliable, and environmentally
compliant water and wastewater systems.
Pay: $18.00 - $25.00 per hour
