Position Overview
We are seeking an experienced Senior Estimator/Project Manager to lead estimating and project delivery for water and wastewater infrastructure projects, including treatment plants and pump stations. This role combines deep estimating expertise with handson project management to ensure accurate bids, profitable project execution, ontime delivery, and compliance with regulatory and safety standards. The ideal candidate has a proven track record in water/wastewater construction, strong technical skills, and the ability to manage teams and stakeholder relationships from preconstruction through closeout.
Key Responsibilities

Develop detailed, accurate cost estimates and takeoffs for water and wastewater projects (treatment plants, pump stations, pipelines, and related infrastructure).

Prepare competitive bid proposals, including quantity takeoffs, unit pricing, subcontractor scopes, and bid packages.

Lead preconstruction activities: constructability reviews, value engineering, scope definition, and risk identification.

Manage projects through all phases: planning, scheduling, procurement, construction, commissioning, and closeout to ensure ontime, onbudget delivery.

Create and maintain project schedules using industry tools and coordinate with subcontractors and suppliers to meet critical milestones.

Monitor project financials: cost tracking, forecasting, change order management, invoicing, and margin protection.

Serve as primary client and owner liaison maintain strong communication, manage expectations, and resolve issues promptly.

Direct subcontractor selection and management, negotiate subcontracts, and oversee scope compliance and quality.

Ensure compliance with regulatory, environmental, and safety requirements; promote a culture of safety on all jobsites.

Perform risk assessments and implement mitigation strategies to protect project outcomes and company interests.

Mentor and train junior estimators and project staff; contribute to continuous process improvements in estimating and project delivery.

Support business development efforts by identifying opportunities, preparing budgets for proposals, and participating in client presentations.
Qualifications

Bachelors degree in Civil Engineering, Construction Management, or related field, or equivalent experience.

8+ years of combined estimating and project management experience on water/wastewater infrastructure projects, including treatment plants and pump stations.

Demonstrated expertise in detailed estimating, quantity takeoffs, and preparing competitive bids for municipal and industrial water projects.

Proven project management experience with successful delivery of multiple projects from preconstruction through closeout.

Familiarity with relevant codes, standards, and permitting processes for water and wastewater works.

Proficiency with estimating and project controls software (e.g., WinEst/HCSS/HardDollar, MS Excel, MS Project, Primavera P6 or similar).

Strong financial acumen, including cost control, forecasting, and change order negotiation.

Excellent written and verbal communication skills; ability to present to owners, municipalities, and internal leadership.

Leadership skills with experience supervising teams, coordinating subcontractors, and mentoring junior staff.

Professional certifications such as PMP, CCM, or a PE license are a plus.

Valid drivers license and ability to travel to project sites as required.
