Property Manager (LIHTC)
Keystone Management Co., Inc.

Position Summary

Keystone Management Co., Inc. is seeking an experienced, organized, and customer-focused Property Manager to oversee the daily operations of a Low-Income Housing Tax Credit (LIHTC) community. The Property Manager is responsible for property performance, resident relations, leasing, compliance, financial management, and supervision of on-site staff while ensuring adherence to LIHTC regulations, Fair Housing requirements, and company policies. Essential Duties and Responsibilities

Oversee the day-to-day management and operation of the property.
Manage leasing activities, resident applications, move-ins, move-outs, and lease renewals.
Ensure LIHTC income certifications and annual recertifications are completed accurately and timely.
Maintain compliance with LIHTC, Fair Housing, and all federal, state, and local housing regulations.
Monitor occupancy levels and implement strategies to achieve leasing and retention goals.
Manage rent collection, delinquency follow-up, payment arrangements, and legal notices as necessary.
Supervise and support on-site staff, including leasing and maintenance personnel.
Respond to resident concerns and resolve issues professionally and efficiently.
Coordinate property maintenance, unit turns, inspections, and capital improvement projects.
Prepare monthly reports, budgets, financial summaries, and other required documentation.
Monitor property expenses and assist in achieving budget objectives.
Conduct regular property inspections to ensure curb appeal, safety, and compliance standards are maintained.
Develop and maintain relationships with residents, vendors, and community partners.
Ensure confidential handling of resident and company information.
Perform other duties as assigned.

Qualifications

High school diploma or equivalent required; associate's or bachelor's degree preferred.
Minimum of 2 years of property management experience required.
LIHTC experience required or strongly preferred.
Previous supervisory or leadership experience preferred.
Strong organizational, financial, and time-management skills.
Excellent verbal and written communication skills.
Proficiency with Microsoft Office and property management software.
Knowledge of Fair Housing regulations and affordable housing compliance requirements.
Ability to work independently and manage multiple priorities effectively.

Physical Requirements

Ability to sit, stand, walk, bend, and use office equipment for extended periods.
Ability to occasionally lift up to 25 pounds.
Ability to travel throughout the property as needed.
