Position Summary
The City of Cleveland is seeking an Equipment Operator to perform a variety of skilled work involving the operation, maintenance, and care of heavy equipment used in street, utility, construction, and infrastructure projects.
Essential Duties and Responsibilities
Essential and other important duties may include, but are not limited to, the following:
Equipment Operation: Operate a variety of light and heavy equipment, including trucks, backhoes, excavator (track hoe), bulldozers, dump trucks, front-end loaders, skid steer loaders, rollers, air compressors, hydro- and jackhammers, concrete saws, mud-jacks, flush vacs, and other similar machinery for maintenance, construction, and repair work. Drive and operate equipment as assigned by the Supervisor.
Equipment Maintenance: Inspect equipment and restore fluid levels (oil, fuel, water, transmission fluid); verify gauges, controls, and tire conditions; lubricate, service, and perform minor adjustments and maintenance as needed.
Project Support: Assist in preparing grades and elevations for construction projects and participate in finishing concrete work at project sites. Support street, utility, and infrastructure maintenance activities..
Resource Management: Identify equipment, tools, and material needs for each assigned site; ensure required resources are available to project staff in a timely manner.
Maintenance and Repair: Maintain and repair concrete and asphalt surfaces, including City streets, alleys, and related infrastructure. Assist with the installation, repair, and maintenance of water distribution and sewer collection systems as assigned.
Traffic Control and Safety: Set up and remove barricades, cones, flags, and traffic signage to provide traffic control and maintain safe work zones in accordance with City safety procedures.
Documentation: Collect and complete daily work schedules, work orders, and required reports; document completed tasks and report daily activities to the appropriate Supervisor.
Training and Coordination: Assist with on-the-job training of other employees and may help direct the work of crew members as assigned.
Non-Essential Functions
City Travel: Participate in activities involving travel between City facilities and external locations, including hauling materials, performing site repairs, delivering departmental supplies, and responding to emergency calls.
Sanding Preparation: Assist with preparing sanding materials for roads during freezing and icy conditions.
Barricading and Traffic Management: Set up barricades for high water and construction areas; assist with traffic detours; inspect and clean streets and drainage areas following severe weather events.
Emergency Response: Respond to emergencies, including hazardous and severe weather conditions, and assist with cleanup activities such as oil spill response resulting from accidents.
Measurement and Inspection: Measure concrete and asphalt areas, including cuts, depths, and curb lines; inspect pipes and related infrastructure as necessary.
Other Duties: Perform other duties as assigned.
Essential Personnel Designation
This position may be designated as essential personnel. The employee may be required to remain on duty or report to duty during emergency or disaster situations, including hurricanes or other declared emergencies, as directed by the City.
Conditions of Employment
Must successfully complete and maintain a criminal background check, drug screening, and pre-employment physical examination to determine suitability for the position.
Must maintain a valid Texas driver’s license with an acceptable driving record throughout employment.
Must be able to work outdoors in varying weather conditions, including extreme heat, cold, and inclement weather.
Must be available to respond to emergency situations, including after-hours, weekends, holidays, and severe weather events, as required.
May be required to work overtime or adjusted schedules based on operational needs.
Must comply with all City safety policies, procedures, and work rules.
Required Education, Experience, Certifications & Skills
High school diploma or GED required.
Minimum of one (1) year of experience operating heavy or specialized equipment, including trucks, backhoes, rollers, pavers, tack and tar pots, and other equipment used in street maintenance, construction, or related public works activities.
Experience working in municipal public works, streets, water distribution, or wastewater collection operations is preferred.
Possession of a Class “A” or “B” Texas Commercial Driver’s License (CDL), or the ability to obtain one within a specified timeframe.
Experience operating specialized or utility-related equipment, including backhoe, excavator (track hoe), dump truck, tractors or similar machinery.
Knowledge of traffic control practices and work zone safety.
Experience responding to emergency or after-hours service calls.
