Join our team at The Ohio Recovery Collective in Steubenville, Ohio! The Ohio Recovery Collective, a proud member of Quadrant Health Group, is seeking an experienced Director of Operations to provide leadership and oversight of daily facility operations while ensuring operational excellence, regulatory compliance, and a safe, supportive environment for clients and staff.
Position Summary
The Director of Operations is responsible for the organization, coordination, and management of day-to-day facility operations, with primary responsibility for facility management, health and safety, operational staffing, scheduling, vendor relationships, procurement, and operational compliance.
Reporting directly to the Executive Director, the Director of Operations works collaboratively with clinical, medical, nursing, Human Resources, Admissions, and other leadership teams to ensure services are supported in a manner consistent with organizational standards, applicable Ohio behavioral health and substance use disorder requirements, accreditation standards, and best practices.
This is an operational leadership position and does not replace the clinical or medical oversight responsibilities of appropriately licensed professionals.
Primary Responsibilities
Facility & Operational Leadership
- Oversee day-to-day facility operations to ensure efficient, safe, and effective delivery of operational support services.
- Partner with the Executive Director to establish operational priorities and support organizational and facility goals.
- Plan, coordinate, and monitor daily operational activities to ensure continuity of services.
- Identify operational, facility, staffing, and resource needs and develop appropriate solutions in collaboration with leadership.
- Maintain knowledge of organizational policies, procedures, and operational standards and communicate changes effectively to assigned staff.
- Evaluate operational processes and identify opportunities to improve efficiency, safety, client experience, and service delivery.
- Maintain flexibility in response to changing facility needs, staffing requirements, schedules, and client census.
- Maintain a professional, supportive, and service-oriented environment for clients, staff, visitors, and community partners.
Staff Leadership & Development
- Provide leadership and oversight to assigned operational and support personnel, including Behavioral Health Technicians and other assigned staff.
- Coordinate staff schedules and coverage to support appropriate facility operations.
- Participate in interviewing, hiring, onboarding, and orientation of operational staff in collaboration with Human Resources and facility leadership.
- Provide direct training, coaching, and ongoing performance support to assigned personnel.
- Ensure operational staff complete required orientation, training, competencies, and continuing education.
- Monitor staff performance and address operational or performance concerns in collaboration with the Executive Director and Human Resources.
- Promote effective communication, teamwork, professionalism, and accountability among staff.
Client Services & Program Support
- Support a safe, structured, respectful, and recovery-oriented treatment environment.
- Maintain appropriate professional boundaries with clients and staff.
- Maintain client confidentiality in accordance with HIPAA, 42 CFR Part 2, and applicable organizational requirements.
- Coordinate operational support processes that enhance client care and satisfaction, including transportation, facility needs, supplies, scheduling support, and other assigned services.
- Work collaboratively with clinical, nursing, medical, and administrative teams to support continuity of operations and client care.
- Develop and maintain professional rapport with clients while remaining within the appropriate scope and boundaries of the operational role.
- Ensure operational concerns affecting client safety or treatment services are promptly communicated to appropriate clinical, medical, nursing, or executive leadership.
Facility Management & Procurement
- Oversee facility maintenance and coordinate repairs and preventative maintenance as needed.
- Maintain appropriate operational supplies and equipment necessary for safe and efficient facility operations.
- Manage procurement processes and coordinate allocation of materials, supplies, and resources.
- Monitor inventory and ensure availability of necessary operational supplies, including office supplies, facility supplies, safety equipment, furniture, drug-testing supplies, and other program resources as assigned.
- Coordinate vehicle maintenance and transportation resources when applicable.
- Ensure facility conditions meet organizational safety, cleanliness, and operational standards.
Vendor & External Partner Management
- Manage assigned relationships with external vendors, contractors, laboratories, pharmacies, healthcare providers, and other operational partners.
- Serve as a primary operational point of contact for assigned vendors and service providers.
- Monitor vendor performance and escalate service or contractual concerns to appropriate leadership.
- Coordinate services with external partners to support uninterrupted facility operations.
- Participate in community outreach, networking, or facility representation activities as assigned.
Health & Safety Responsibilities
- Conduct routine Health & Safety rounds throughout the facility and document findings according to organizational requirements.
- Identify facility, environmental, and safety concerns and promptly report them to the Executive Director and other appropriate leadership.
- Coordinate and document emergency preparedness activities and drills in accordance with applicable requirements and facility policy.
- Assist with the development, implementation, and maintenance of facility-wide health, safety, emergency preparedness, and operational policies.
- Track identified safety concerns and assist with implementation and monitoring of corrective action plans.
- Participate in Performance Improvement (PI), Quality Assurance and Performance Improvement (QAPI), and/or other applicable safety and quality initiatives.
- Ensure required safety equipment, inspections, supplies, and documentation are maintained.
- Provide or coordinate staff education related to health, safety, emergency preparedness, and operational procedures when applicable.
- Assist leadership with preparation for regulatory inspections, certification reviews, and accreditation surveys as applicable.
Regulatory & Compliance Responsibilities
- Support facility compliance with applicable Ohio behavioral health and substance use disorder requirements.
- Maintain working knowledge of operational requirements applicable to the facility and assigned responsibilities.
- Support compliance with applicable Ohio Department of Behavioral Health (DBH) requirements and Ohio Administrative Code provisions.
- Maintain compliance with HIPAA and 42 CFR Part 2 confidentiality requirements.
- Support compliance with The Joint Commission and/or CARF accreditation standards, as applicable.
- Ensure operational policies, safety procedures, facility practices, and required documentation are followed consistently.
- Promptly communicate potential compliance, safety, or operational concerns to the Executive Director and appropriate leadership.
- Participate in corrective action planning and implementation when operational deficiencies are identified.
What You'll Bring

Minimum Qualifications
- Bachelor's degree in Healthcare Administration, Business Administration, Public Health, Health Services Administration, or a related field preferred.
- Minimum of five (5) years of operations or management experience, preferably within healthcare, behavioral health, substance use disorder treatment, residential treatment, or a related environment.
- Previous experience supervising and developing staff strongly preferred.
- Experience with facility operations, health and safety, regulatory compliance, and/or healthcare operations preferred.
- Ability to effectively manage multiple priorities in a fast-paced treatment environment.
- Current CPR and First Aid certification or ability to obtain within the required timeframe.
- Successful completion of applicable pre-employment requirements, which may include criminal background screening, drug screening, exclusion/registry checks, and required health screening.
- Valid driver's license and ability to meet organizational driving requirements if driving is an essential function of the position.
- Ability to complete required facility orientation, compliance education, and ongoing mandatory training.
Physical & Work Environment Requirements
