Full Job Description

The Payroll/Human Resources Clerk supports the district’s payroll, employee onboarding, benefits enrollment, and personnel systems with accuracy, timeliness, and discretion. This position ensures compliance with collective bargaining agreements (CBAs), state retirement programs (TRS/PERS), and employment regulations. As a confidential clerical role, the HR Clerk maintains personnel files, tracks leave balances, processes payroll taxes, and may participate in disciplinary proceedings as needed.

Key Responsibilities

Administer and process district payroll in accordance with pay schedules and labor contracts
Conduct onboarding for new employees, including paperwork, benefits enrollment, and orientation materials
Coordinate position postings, applicant tracking, and hiring documentation
Prepare and submit payroll tax reports and ensure legal compliance with federal and state tax laws
Provide employees with insurance outlines, enrollment support, and benefit updates
Maintain personnel files with accuracy, confidentiality, and proper documentation practices
Ensure implementation of Collective Bargaining Agreements (CBAs) and verify adherence in payroll and HR transactions
Calculate and process TRS (Teachers’ Retirement System) and PERS (Public Employees' Retirement System) contributions and reports
Track and manage employee vacation, personal, and sick leave balances; respond to inquiries and requests
Assist with annual compliance filings, audit preparation, and internal reviews related to HR and payroll
Monitor staff changes including terminations, retirement, and leave status; update systems accordingly
May sit in on discipline hearings and document proceedings confidentially as directed by administration
Communicate with external agencies, insurance providers, and retirement systems as needed
Perform all other related duties to payroll and human resources in support of district operations
Other duties as assigned

Qualifications

High school diploma or equivalent required; post-secondary coursework in accounting, HR, or business preferred
Experience with payroll processing and HR systems in a public education setting desirable
Familiarity with TRS, PERS, CBAs, and regulatory requirements related to school employment
Proficiency with financial and personnel software (e.g., Black Mountain Software, Microsoft Office Suite, Google Workspace)
Exceptional attention to detail, confidentiality, and time management
Strong communication and organizational skills
Ability to handle sensitive information professionally and with discretion
Knowledge of employment law and HR best practices preferred

Work Environment

District administrative office setting
Regular collaboration with employees, administrators, district clerk, and external agencies
Year-round work schedule with increased demands during pay cycles, fiscal year closeouts, and hiring periods
