In parallel, TOYO is developing a state-of-the-art 1.5GW Heterojunction (HJT) solar cell manufacturing facility in the Houston metropolitan area, which will be co-located with its existing module operations to create an integrated domestic manufacturing hub for high-efficiency, U.S.-made solar products.
As we embark on this exciting new phase of growth, we are seeking an experienced and dedicated Human Resources Supervisor to support recruitment, onboarding, and compensation coordination with our Headquarters, and to help manage work visa applications for eligible personnel at our U.S. facility. Position Overview: Reporting to the Human Resources Manager, this role will primarily focus on serving as the day-to-day liaison between TOYO Solar TX HR team and the various functional departments at Headquarters (“HQ”) on U.S. local recruitment, onboarding, compensation, and other HR-related matters, and on coordinating with HQ and TOYO’s overseas facilities to follow up on U.S. work visa applications for eligible personnel at the U.S. facility. Given the frequent cross-border communication this role requires, the successful candidate must be able to work proficiently in both Mandarin and English.
Key Responsibilities include but are not limited to the following:
- Serve as the primary day-to-day point of contact between TOYO Solar TX HR team and HQ’s various functional departments (e.g., HR, Sales, Marketing, Finance, Engineering, Operations, etc.) on U.S. local recruitment, onboarding, and compensation-related matters, ensuring smooth communication and alignment between HQ requirements and on-the-ground execution in the U.S.
- Coordinate the full-cycle recruitment process for U.S.-based positions, including job postings, sourcing, screening, interview scheduling, offer coordination, and onboarding, across manufacturing, engineering, and corporate functions, keeping HQ informed of progress and headcount status.
- Support onboarding of new U.S. hires, including new hire paperwork, orientation coordination, and ensuring a smooth first-day/first-week experience in coordination with relevant local and HQ teams.
- Support compensation and benefits administration for U.S. employees, including coordinating with HQ on compensation benchmarking, payroll-related matters, and benefits enrollment as needed.
- Coordinate with HQ and TX HR teams at TOYO’s overseas facilities to follow up on U.S. work visa applications (e.g., H-1B, L-1, and other applicable categories) for eligible personnel at the U.S. facility, working closely with outside immigration counsel.
- Maintain a visa and immigration tracker covering application status, renewal and expiration deadlines, and required documentation; proactively flag upcoming deadlines and coordinate timely follow-up with immigration counsel, HQ, and affected employees.
- Coordinate with immigration attorneys and internal stakeholders (Legal, Finance, business units) to help ensure accurate, timely, and compliant visa and immigration filings.
- Support relocation logistics and onboarding for personnel relocating to the U.S. facility, including coordination on housing, transportation, and administrative orientation as needed.
- Assist in building and maintaining relationships with recruitment agencies, immigration law firms, and other external partners supporting local hiring and visa needs.
- Provide regular reporting and updates to the HR Manager and HQ on U.S. headcount, recruitment progress, and visa/immigration case status.
- Support other HR functions as needed, including employee relations, HR policy administration, and compliance matters.
Qualifications:
- Bachelor’s degree or above in Human Resources, Business Administration, or a related field.
- 3+ years of Human Resources experience with exposure to Talent Acquisition and/or Global Mobility & Immigration matters, ideally within a multinational company coordinating between a U.S. subsidiary and an overseas headquarters.
- Proficiency in both Mandarin and English is required, as both languages will be used as working languages to coordinate with HQ and overseas facilities.
- Experience supporting or coordinating U.S. employment-based work visas (e.g., H-1B, L-1) and working with outside immigration counsel is preferred.
- Experience supporting recruitment across multiple levels and functions, from manufacturing/production roles to engineering and corporate positions.
- Working knowledge of U.S. federal and Texas state employment law, including I-9 and E-Verify compliance requirements.
- Strong cross-cultural communication and coordination skills, with the ability to work effectively across time zones with HQ and overseas facility stakeholders.
- Highly organized and detail-oriented, with the ability to manage multiple concurrent recruitment and visa/immigration matters simultaneously.
- Adapt to domestic business trip or travelling abroad.

Pay: $70,000.00 - $95,000.00 per year
