Position Summary
Meritus Property Group is seeking a dependable, skilled, and resident-focused Property Maintenance Technician to oversee maintenance operations for two nearby 24-unit affordable housing communities in Nehalem, Oregon:
- Alder Creek Commons – 35385 Tohl Avenue
- Bayside Commons Apartments – 35348 Bayside Gardens Road
This position is responsible for all day-to-day maintenance, cleaning, unit turns, groundskeeping, preventive maintenance, vendor coordination, inspections, and emergency response for both properties.
The ideal candidate is a well-rounded maintenance professional who works independently, takes pride in quality workmanship, communicates respectfully with residents, and understands the importance of maintaining safe, clean, and functional affordable housing communities.

Bayside Commons is a newer, 24-unit affordable housing community offering one-, two-, and three-bedroom apartments for qualifying individuals and families at approximately 30% and 60% of Area Median Income.

Essential ResponsibilitiesMaintenance and Work Orders
- Receive, prioritize, and complete resident maintenance requests.
- Diagnose problems and complete repairs accurately and efficiently.
- Perform general plumbing, electrical, appliance, carpentry, drywall, painting, flooring, hardware, and minor HVAC repairs.
- Repair toilets, faucets, drains, disposals, sinks, fixtures, switches, outlets, lighting, doors, locks, windows, cabinets, and appliances.
- Communicate expected repair timelines to residents and management.
- Document work performed, materials used, and required follow-up.
- Leave work areas clean and orderly.
- Recognize when specialized or licensed vendor assistance is required.
Unit Turns and Make-Ready Work
- Inspect apartments immediately following move-out.
- Prepare clear turn scopes and material lists.
- Complete cleaning, painting, patching, minor repairs, fixture replacement, appliance work, and other make-ready tasks.
- Coordinate vendors for specialized repairs.
- Verify that all appliances, fixtures, locks, safety devices, and building systems are operational.
- Ensure vacant apartments are clean, safe, odor-free, and ready for move-in.
- Complete final quality-control inspections.
- Document resident damage with photographs and supporting information.
- Complete turns promptly to minimize vacancy loss.
Cleaning and Property Appearance
- Clean community rooms, laundry rooms, offices, hallways, entrances, storage areas, and shared spaces.
- Clean vacant apartments during unit turns.
- Remove trash, litter, pet waste, leaves, and debris.
- Address spills, stains, odors, graffiti, and sanitation concerns.
- Monitor dumpsters and trash areas for overflow or illegal dumping.
- Maintain clean, attractive entrances and common areas.
- Restock cleaning and restroom supplies.
- Maintain cleaning equipment in good condition.
Grounds and Exterior Maintenance
- Inspect grounds and building exteriors regularly.
- Maintain sidewalks, parking areas, entrances, patios, and landscaped areas.
- Perform minor landscaping and groundskeeping as needed.
- Coordinate landscaping and exterior vendors.
- Address trip hazards, drainage issues, standing water, damaged fencing, and exterior lighting.
- Monitor siding, roofing, gutters, windows, sealants, and exterior penetrations.
- Respond to ice, snow, storms, and weather-related debris.
- Watch for moisture, corrosion, mold, and water-intrusion risks associated with coastal Oregon weather.
Preventive Maintenance
- Maintain a preventive-maintenance schedule for both communities.
- Inspect smoke alarms, carbon-monoxide alarms, emergency lighting, fire extinguishers, and other life-safety equipment.
- Replace filters and complete routine heating and ventilation maintenance.
- Inspect plumbing for leaks, corrosion, and water-damage risks.
- Check roofs, gutters, downspouts, siding, windows, and exterior seals.
- Inspect appliances, laundry equipment, lighting, and common-area systems.
- Maintain accurate inspection and maintenance records.
- Identify developing problems before they result in major damage.
- Recommend replacements or capital improvements when appropriate.
Emergency and On-Call Response
- Participate in after-hours emergency response.
- Respond promptly to urgent conditions, including:
- Active leaks or flooding
- Sewer backups
- Electrical hazards
- Loss of heat
- Fire or life-safety concerns
- Broken exterior doors or locks
- Storm damage
- Other habitability or safety emergencies
- Assess the situation, contain damage, and contact vendors or emergency services when necessary.
- Communicate clearly with residents and management.
- Document incidents, actions taken, photographs, and follow-up needs.
- Maintain knowledge of emergency shutoffs, keys, equipment, and vendor contacts.
Inspections and Affordable Housing Standards
- Assist with move-in, move-out, annual, preventive-maintenance, and housekeeping inspections.
- Prepare apartments and common areas for regulatory, ownership, insurance, and management inspections.
- Correct physical deficiencies promptly.
- Maintain properties in accordance with applicable affordable housing, accessibility, and habitability standards.
- Protect accessible features and keep accessible routes, entrances, parking areas, and common spaces clear.
- Complete approved reasonable-accommodation or modification work as directed.
- Maintain repair records that may be reviewed during affordable housing inspections or audits.
Resident Service
- Communicate professionally and respectfully with residents.
- Follow notice-of-entry and permission-to-enter requirements.
- Respect residents’ privacy, homes, and personal belongings.
- Communicate patiently with seniors and residents with disabilities.
- Promptly address repairs affecting accessibility, safety, or habitability.

Vendor and Supply Management
- Meet vendors on-site and provide access to work areas.
- Clearly communicate scopes of work.
- Monitor vendor quality, cleanliness, and completion.
- Verify work before invoices are approved.
- Report incomplete, defective, or unauthorized work.
- Maintain organized records of warranties, bids, and vendor visits.
- Keep maintenance shops and storage areas organized.
- Track tools, keys, parts, paint, equipment, and supplies.
- Maintain adequate stock of frequently used materials.
- Use company tools and purchasing authority responsibly.
Safety and Risk Management
- Follow company safety policies, OSHA requirements, and product instructions.
- Use appropriate personal protective equipment.
- Properly label and store chemicals, paints, fuels, and hazardous materials.
- Safely operate ladders, hand tools, power tools, and maintenance equipment.
- Secure work areas and post warnings when repairs create potential hazards.
- Report injuries, accidents, property damage, and safety concerns immediately.
- Report suspected mold, asbestos, lead-based paint, pests, water intrusion, or environmental hazards.
- Do not perform regulated work without required licensing or certification.

Required Qualifications
- Two or more years of apartment, residential, commercial, hotel, construction, or facilities maintenance experience.
- Working knowledge of plumbing, electrical, appliance repair, carpentry, drywall, painting, cleaning, and general building maintenance.
- Experience completing apartment turns or make-ready work.
- Ability to diagnose and complete common repairs independently.
- Strong organization, time management, and attention to detail.
- Professional resident-service and communication skills.
- Ability to use a smartphone, email, and electronic work-order systems.
- Reliable transportation between both properties.
- Valid driver’s license and insurable driving record, subject to company requirements.
- Ability to participate in after-hours emergency response.
- Ability to work indoors and outdoors in varying weather conditions.
- Ability to safely use ladders, hand tools, power tools, and maintenance equipment.
Preferred Qualifications
- Multifamily or affordable housing maintenance experience.
- Experience working in senior or disability-designated housing.
- Knowledge of affordable housing inspection standards.
- Experience preparing properties for regulatory inspections.
- HVAC, electrical, plumbing, appliance-repair, or building-maintenance certification.
- EPA Section 608 certification.
- Preventive-maintenance and vendor-management experience.
- Knowledge of coastal weather, moisture control, and water-intrusion prevention.
- Familiarity with Fair Housing and reasonable-accommodation requirements.

Physical Requirements
This position regularly requires standing, walking, bending, kneeling, crouching, climbing stairs, using ladders, carrying tools, and working in confined or elevated areas.
The employee must be able to lift and carry maintenance supplies and equipment and assist with moving heavier appliances or materials using proper support. The position includes indoor and outdoor work in rain, wind, cold, heat, and other coastal weather conditions.

Schedule and Housing Opportunity
This is a full-time, on-site position supporting both Nehalem communities. Time will be divided based on work orders, unit turns, inspections, cleaning needs, and property priorities.
Participation in after-hours emergency response is required.
