Position Summary & Responsibilities:
Position Summary: This is advanced technical work in information systems analysis and application development. Serves as senior consultant and/or subject matter expert providing consultation to users and staff for the most complex problems. Work involves identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Functions as the top technical consultant for the organization in one or more highly specialized areas of application analysis, design, and programming by providing guidance, technical expertise and/or research services to others. Assignments are given in terms of expected results and are subject to occasional review.
This position is a critical part to the KHP programming/development section within the IT department. Due to limited staff each member must work on or be involved in numerous projects with a variety of skill sets that include C++, .NET, C#, ASP.NET, Oracle APEX, CSS, and JavaScript. As an advanced system programmer, the individual must be capable of creating innovative and unique solutions, often with limited guidance from others. These solution are usually original and require integration from various platforms, including Windows Server, Oracle and MSSQL databases, and numerous reporting tools.
Create advanced applications solutions for complex needs and requirements between the KHP and other agencies or departments. These solutions reduce manual input, while reducing errors and increasing efficiency. Innovative integration between several existing applications and newly developed solutions must be developed and tested regularly. These solutions allow for better decision making by multiple department heads or agency leaders.
This position is responsible for gathering the required information from all stakeholders to determine the overall program scope. Any additional hardware or software resources will be requested and implemented before proceeding. Progress updates will be given to project leads as well as the Chief Information Officer. Typically most meetings are coordinated through this position, who is responsible for meeting deadlines and specific deliverables, on budget and within the desired timeframe.
Provide maintenance, documentation, and training for newly developed applications. Remain a resource for any ongoing maintenance for all developed applications and some COTS applications. Help advance efforts to query and pull additional information for better decision making or ease of use, or streamlining of required processes. Assist with database administration tasks, performance analysis/tuning, and installation/patch related activities. This is a continual, ongoing task and requirement.

Qualifications:
Education: High School Diploma or GED equivalent.
Licensing & Certification: Valid Driver’s License.
Minimum Requirements: Successful completion of 24 hours in computer science coursework or certification and three years experience coding, testing, and debugging application programs or four years experience coding, testing, and debugging application programs
Preferred Qualifications: C++, .NET, C#, ASP.NET, Oracle APEX, T-SQL, PL-SQL, CSS, and JavaScript
Post-Offer, Pre-employment Requirements: Must submit to and pass a thorough background investigation and security clearance(s), including fingerprints.
Ability to listen, comprehend, respond, speak clearly and concisely verbally and in writing; drive a vehicle, lift computer equipment and other objects up to 30 lbs., bend, kneel, stoop, reach with your body, arms and/or legs, perform repetitive motions with one or more extremity, move in confined areas and sit for long periods of time.
