The Kansas Department of Health and Environment – Bureau of Waste Management is seeking an individual who is passionate about environmental protection and enforcing regulations designed to prevent mismanagement of waste and pollution. The successful candidate should have a high level of perception and verbal and written communication skills.
The successful candidate will conduct routine compliance inspections at permitted solid waste facilities, hazardous waste generators, and if necessary, respond to citizen complaints all in support of our district staff. They will also draft inspection reports detailing compliance status and violations observed and may draft enforcement documents including penalty assessment and Administrative Orders.
Job responsibilities may include, but are not limited to, the following:
• Conducting compliance evaluation inspections
• Communicating with the regulated community
• Documenting violations
• Reviewing inspection reports for enforcement
• Drafting enforcement related documents
• Providing testimony in administrative hearings

Direct unit staff in preparing formal enforcement documents for violations of the solid and/or hazardous waste management statutes and regulations. Supervise staff recommendations for formal enforcement action to bureau director. Oversee staff's drafting of Consent Agreements (CA) and Administrative Orders (AO). Advises staff on appropriate enforceable conditions in CAs and oversees the implementation and tracking facility progress to complete required actions and Supplemental Environmental Projects (SEPs) selected by the facility in lieu of paying penalties.
Job Responsibilities may include but are not limited to the following:
Provide expert technical advice in formulating bureau environmental regulatory interpretations and policies with the bureau's section chiefs and the bureau director. Advise the regulated community and the public of these interpretations and policies on the proper classification, proper handling and appropriate disposal methods of solid waste that may be hazardous. Provide instruction to the field staff, bureau staff and the regulated community regarding the interpretation of waste regulations. Represent the bureau during administrative hearings and other judicial actions that involve orders prepared by the unit. Conducts and/or oversees the enforcement background investigation for all draft solid waste permits and grant applications as required under the solid waste statutes.
Serve as Unit Chief of the Compliance and Enforcement Unit, directly supervising the work activities of four staff members. The supervisory duties include making work assignments, setting performance standards, conducting personnel evaluations, providing performance feedback to staff, rewarding staff performance appropriately, and communicating effectively.

Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Four years degree in environmental, agricultural or natural sciences/resources and one year of experience in an environmental program/project area
