Under the general direction of the Vice President of Human Resources and Risk Management, the incumbent will coordinate the District’s compliance programs related to Title IX, Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), District Facility ADA, Whistleblower Act, and Workplace Violence laws. Specifically, this position will be responsible for developing, implementing, monitoring, and coordinating the campus’ response to students, faculty, staff, and visitors/third parties experiencing varying degrees of distress. Additionally, this position will develop and implement programs for, and to promote, diversity in the District’s workforce; will develop and implement programs for, and to promote understanding of, and compliance with, all relevant harassment and discrimination laws; and, will investigate and/or coordinate investigations into allegations of discrimination, retaliation and harassment.
DISTINGUISHING CHARACTERISTICS:
This is a management level class allocated only to the Department of Human Resources. The District Compliance Officer is responsible for overseeing the District's compliance efforts of federal, state and local regulations and mandates, and providing support to administrators, faculty, and staff on programs related to Title IX, Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the California FRA, the California Whistleblower Act, and California Workplace Violence laws.
The District Compliance Officer provides direct management and oversight over assigned human resource areas and functions for the District. The incumbent may also supervise, train, and evaluate the work performed by support staff.
- Serves as the District’s Deputy Title IX Coordinator, and central resource for compliance through the process of planning, coordinating, implementing, and monitoring Title IX, ADA, EEO, Whistleblower, and Workplace Violence Plan activities of the District.

Monitors, oversees, and/or assists with the implementation of the California Whistleblower Act, Title 5 mandated District EEO Plan, and Workplace Violence Plan required by Labor Code section 6401.9.

Coordinates and or investigates allegations and complaints alleging violations of District policy, whistleblower, discrimination, harassment, retaliation, sexual violence and or any other matter related to factfinding, as appropriate, ensuring a fair and neutral process for all parties; meets with complainant(s) on a regular basis to determine what interim or supportive measures are necessary and ensures that such steps are taken; and prepares detailed written investigatory reports; implement protocols for internal and external complaints or allegations regarding unlawful discrimination, harassment, and/or retaliation, including complaints from students.

Engages in dispute resolution; utilizes outstanding organizational skills to ensure well documented, completed files, and documentation; and provides advice and guidance as needed to conclude complaints.

Coordinates and monitors the Title IX efforts of other co-coordinators and District offices that receive and/or investigate complaints, including but not limited to Student Services, Instruction, and the Police Department, working collaboratively to provide support and remain in compliance.

Consults with the Vice President of Human Resources and Risk Management or designee on matters such as investigative findings, training and development, and any other matter within the purview of the function. Assists the VP in the oversight of other campus investigators and facilitates the utilization of outside investigators when appropriate.

Assists in the development of educational programs, training, and outreach programming relating to Title IX and EEO topics including, but not limited to, discrimination, harassment, sexual violence, stalking and retaliation. Provides or recommends training to Title IX Co-Coordinators, responsible employees, investigators, decision makers, advisors, and other campus officials with Title IX responsibilities.

Prepares statistical reports for analysis and reporting; monitors and oversees campus implementation of Title IX and Title 5 Discrimination compliance. Implements and recommends relevant campus policies related to areas of responsibility.

A combination of education, training, and relevant professional experience that demonstrates the required knowledge, skills, and abilities may be considered.
Education:
Master’s degree from an accredited college or university in Human Resources, Public Administration, Industrial Organizational Psychology, Psychology or a related field, AND three (3) years of professional higher education compliance (e.g. ADA, Title V, Title IX) officer experience OR three (3) years of experience as an Investigator AND two (2) years of progressively responsible supervisory or management experience in a public organization or institution of higher education with responsibility for compliance (e.g. ADA, Title V, Title IX) with laws, regulations and guidelines.
OTHER CERTIFICATIONS, LICENSES, OR SPECIAL REQUIREMENTS:
The incumbent may be required to work evenings to attend board meetings; and may be required to work during other irregular hours including weekends and holidays.
Suggested (not required) certifications such as ATIXA or CCEP.
