The Director of Community Development and Marketing is responsible for initiating, formulating, designing, coordinating, marketing, implementing and monitoring various economic and community development projects; analyzing and identifying opportunities for additional growth; developing and actively implementing economic development strategies; developing and implementing strategic communication plans to enhance public image, engage citizens, and promote city services; and serves as advisor to City Officials, staff, business groups and leaders, property owners and developers.
QUALIFICATIONS, EDUCATION AND EXPERIENCE: Bachelor’s degree in Community Economic Development, Public Administration, Marketing, or Business; five years of experience in community development and/or planning functions; or an equivalent combination of education and experience.

· an understanding of relevant municipal legislation, policies and procedures;
· an understanding of the West TN Economic, cultural and political environment;

· effective verbal, presentation and listening communications skills;

WORK ENVIRONMENT AND PHYSICAL DEMANDS:
The Director of Community Development and Marketing normally works in a safe, climate-controlled environment. The Director may occasionally work out-of-doors in all weather conditions. Tasks may entail muscular strain, including walking, standing, stooping, sitting for prolong periods of time, reaching and lifting. Talking, hearing and seeing are essential to performing job requirements. Common eye, hand and finger dexterity are required for most essential functions.
Essential Functions of the Job
1. Evaluates economic development needs and formulates long and short-range plans to meet needs of business development, enhancement, and retention.
2. Recruits and negotiates with industry and retail to encourage location, retention, and expansion of business. Acts as a liaison between the City of Martin and local organizations, businesses, and individuals concerning economic development.
3. Establishes and supports a Community Development Committee. Takes minutes at meetings and maintains community development committee files and reports.
4. Partner with local chambers of commerce, tourism bureaus, and regional business groups to foster cooperative growth.
5. Facilitates the development of a community economic development plan including vision, goals and objectives.
6. Researches and provides recommendations on community economic development opportunities.
7. Prepares, submits, and obtains grants and loans for community development related programs ensuring compliance with all applicable federal, state, and local regulations.
8. Acts as project manager to attract and retain desired economic growth of industrial, retail, commercial and residential development through marketing materials and relationship building with company representatives, landowners, real estate brokers, chamber staff, elected officials and city staff.
9. Direct public relations, digital media, and branding campaigns to present a unified, positive story of the City to internal and external audiences.
10. Collaborates with the City Manager and department heads to write and design annual reports, event materials, brochures, press releases, email marketing communications, legal notices, graphics, and other public-facing publications and digital and printed materials.
11. Assess marketing needs and conceptualizes, develops, implements, and manages strategic communications campaigns and projects that reaches, informs, and involves residents.
12. Maintains a public presence and builds relationships with community members and media representatives.
13. Works alongside the Library Director to provide oversight for the Martin Event Center
14. Supervises Event Center Manager and any part-time staff working community events.
Range Salary: $60,000 - $65,000 annually depending on qualifications
