Full Job Description

Herriman City is seeking a dynamic Court Administrator to oversee the daily operations of the Justice Court and help drive continuous improvement in service delivery, technology, and customer experience. GENERAL PURPOSE

Manage and oversee the administration, operations, personnel, financial functions, and regulatory compliance of the Herriman City Justice Court. Responsible for developing, implementing, and maintaining policies, procedures, and programs that ensure efficient court operations, compliance with state and local laws, and delivery of high-quality public service.

SUPERVISION RECEIVED

Works under the general direction of the City Recorder and in close coordination with the Justice Court Judge regarding court operations, judicial administration, and compliance with applicable laws, rules, and policies.

ESSENTIAL FUNCTIONS

Manages day-to-day operations and staff associated with the Herriman City Justice Court.
Ensures compliance with all applicable state statutes, judicial rules, administrative orders, court security requirements, and records management standards.
Oversees a variety of complex clerical duties designed to expedite the functions, actions, judgments, processes, and procedures associated with the office of Herriman City Justice Court.
Serves as liaison between the Court, City administration, law enforcement agencies, attorneys, prosecutors, state agencies, and the public.
Creates and manages the department budget, monitoring expenditures to ensure compliance with budget allocations.
Ensures appropriate payment of restitution, witness and juror fees, and constable charges.
Reviews handling of fines, fees, and forfeitures to ensure correct reporting and disbursements.
Maintains a good working relationship with the City's Judge and Legal Department to develop procedures for the effective operation of the court. Coordinates with other justice court agencies to collaborate and share information on best court practices and procedures.
Performs analysis of management, operational and financial issues including the research, organization, and documentation of findings, and implements new system approaches, as necessary.
Completes and submits month-end reports on court activities such as traffic citations processed, cases filed, revenue received, etc. as required.
Monitors and evaluates pertinent City Codes and recommends revisions as needed.
Provides information for the purpose of drafting ordinances related to the Justice Court.
Develops and implements subsequent procedures as required.
Prepares reports, presentations, and recommendations for City leadership, the Judge, and other stakeholders.
Notifies and instructs appropriate City personnel of changes and conducts training as needed.
Tracks legislation and changes in Judicial rules that may impact on the Court.
Responds to questions and concerns from the public and/or staff, with the ability to resolve difficult and sensitive inquiries and complaints.
Ensures confidentiality is maintained and applied to all court documents, procedures, and staff-related issues.
Maintains a positive work atmosphere by communicating in a manner congenial with customers, clients, co-workers, judges, and supervisors.

MINIMUM QUALIFICATIONS
Education:

Bachelor’s Degree in a relevant field.

Experience:

Four (4) years of progressively responsible experience in court administration, judicial services, legal administration, or a closely related field, including experience with court procedures, case management systems, financial administration, and applicable statutes and regulations.

Certifications/Licenses:

Additional Requirements:
Must be at least 18yrs old.
Must possess a valid Utah Driver’s License.
Must be able to pass a pre-employment drug test, background check, physical and driving record check.
Must have security clearance for access to State computer database.

PREFERRED QUALIFICATIONS
Certified Court Manager (CCM) or Certified Court Executive (CCE) designation.
Experience administering a municipal or justice court.
Experience with CORIS or comparable court case management systems.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of court administration principles, judicial processes, records management, and public sector operations.
Ability to communicate effectively both verbally and in writing in English.
Expert knowledge and skills with the CORIS Web database system with the ability to set up codes.
Expert knowledge of legal and court terminology, legal court documents and of criminal and civil law as it applies to court processes with the ability to create needed forms as directed by justice court judge.
Make critical decisions under stressful work conditions related by strict time frames.
Ability to follow complex legal directions, give clear instructions to other clerks, direct staff in complex cases, and work under time constraints.
Ability to perform a variety of difficult clerical work with the ability to choose from a limited number of alternatives in solving routine issues in an intermediate-level capacity.
Ability to remain calm and professional in stressful situations.
Develop effective working relationships with co-workers, appointed officials, professionals, and the public.

WORK ENVIRONMENT
Incumbent of the position performs in a typical office setting with appropriate climate controls.
Tasks require a variety of physical activities, not generally involving muscular strain, related to walking, standing, stooping, sitting, reaching, and lifting.
Essential functions generally require communication such as talking, hearing, and seeing.
Common eye, hand, finger, leg, and foot dexterity exists.
Mental application utilizes memory for details, verbal instructions, emotional stability, and discriminating thinking.

Such assignments may be in locations, during hours, and performing work significantly different from the employee’s normal work assignments and may continue through the recovery phase of the emergency.
