About the Position
Gemini Tech Services, LLC is seeking an experienced Program Manager to lead day-to-day performance of a large logistics support program at Dugway Proving Ground, Utah. The Program Manager will provide contractor leadership across maintenance, supply, and transportation support functions; manage personnel and resources; monitor quality, safety, schedule, customer service, and contract performance; and serve as the company's primary on-site management representative for program matters.
This is a civilian contractor management position. The Program Manager will work with customer representatives and other stakeholders while maintaining clear contractor management authority over company personnel. The position requires strong leadership, organization, communication, problem-solving, and contract-performance skills.
Key Responsibilities
· Provide overall on-site management and leadership for contract performance and serve as the company's authorized management representative for program matters.
· Direct, coordinate, and oversee maintenance, supply, transportation, and related logistics support activities within the contract scope.
· Plan, organize, and adjust staffing and resources to respond to changing workload requirements, including planned and unplanned workload fluctuations.
· Maintain sufficient staffing capacity to respond to changing customer requirements and coordinate workforce adjustments as workload, funding, and operational priorities change.
· Establish clear work assignments, priorities, schedules, and daily direction for contractor personnel while maintaining appropriate contractor/customer boundaries.
· Monitor contract performance against established requirements, performance standards, schedules, quality expectations, and customer requirements.
· Develop, implement, and maintain program plans, procedures, standard operating procedures, reports, schedules, and other required management documentation.
· Lead transition-in and transition-out activities and maintain continuity of operations throughout changes in staffing, workload, or contract status.
· Coordinate with customer representatives regarding program requirements, performance issues, schedules, meetings, workload changes, and operational priorities.
· Attend required customer meetings, briefings, conferences, reviews, and other program events and represent Gemini Tech Services professionally.
· Monitor quality-control activities and ensure corrective actions are identified, assigned, tracked, and closed in a timely manner.
· Support continuous improvement initiatives and identify opportunities to improve efficiency, reduce costs, strengthen processes, and improve customer satisfaction.
· Oversee program safety practices and ensure employees follow applicable workplace safety, occupational health, environmental, emergency-response, and site requirements.
· Ensure incidents, accidents, property damage, safety concerns, and other significant events are promptly reported and appropriately documented.
· Monitor training, licensing, certification, and qualification requirements and ensure personnel are properly qualified before performing assigned work.
· Maintain accountability for company resources, equipment, supplies, and customer-furnished property within the program.
· Monitor timekeeping, labor reporting, workload data, financial information, and other program-management information for accuracy and completeness.
· Support accurate tracking and reporting of labor and program costs across multiple work areas, customers, and funding requirements.
· Prepare or oversee recurring management reports, performance metrics, workload reports, financial information, and other program deliverables.
· Maintain professional working relationships with customers, employees, subcontractors, vendors, and other stakeholders.
· Respond effectively to urgent operational requirements and support continuity of operations during emergencies, severe weather, unexpected workload increases, or other disruptions.
· Ensure confidential, proprietary, personnel, operational, and customer information is appropriately protected.
· Perform other management duties and responsibilities necessary to successfully execute the program.

Required Qualifications
· Demonstrated experience using GCCS-A software.
Demonstrated experience managing employees, operations, projects, programs, or complex service-delivery activities.
· Experience managing multiple work functions, competing priorities, and changing workloads.
· Strong written and verbal communication skills with the ability to communicate effectively with employees, customers, senior management, and other stakeholders.
· Strong organizational, analytical, problem-solving, and decision-making skills.
· Ability to develop and maintain professional reports, schedules, procedures, performance metrics, and other business documentation.
· Ability to manage personnel performance, staffing requirements, workload distribution, and operational priorities.
· Experience working in a regulated, safety-sensitive, industrial, logistics, maintenance, transportation, supply, or similar operational environment is strongly preferred.
· Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and related business tools.
· Ability to work on-site in a remote operational environment and respond to changing business and customer requirements.
· Ability to pass required background screening and meet applicable facility-access and employment requirements for the assigned work location.
Preferred Qualifications
· Experience managing government services, logistics, facilities, maintenance, transportation, supply, or other large service contract.
· Experience with performance-based contracts, quality-control programs, safety programs, workforce management, and customer performance reviews.
· Experience managing transition-in/transition-out activities or standing up a new operational program.
· Experience managing multiple departments, work centers, subcontractors, or geographically dispersed operational activities.
· Experience with performance metrics, cost tracking, labor-hour reporting, forecasting, and continuous improvement.
Work Environment & Physical Requirements
The position is primarily on-site and may require movement throughout operational work areas, maintenance facilities, warehouses, transportation areas, and other program locations. The work environment may include outdoor and isolated areas, extreme heat or cold, blowing sand and dust, uneven terrain, and other conditions associated with a remote high-desert location. The Program Manager must be able to safely access and oversee operational work areas and comply with applicable personal protective equipment and safety requirements.
Contractor Position
This is a civilian contractor position with Gemini Tech Services, LLC. The Program Manager is an employee of Gemini Tech Services and is responsible for directing and managing Gemini Tech Services personnel. Customer representatives may provide contract-related guidance and coordinate requirements, but company employees remain under Gemini Tech Services management.
