Full Job Description

JOB TITLE: CLINICAL PROGRAMS DIRECTOR PAY CODE: HS-18

REVISION DATE: October, 2021

OVERVIEW:

Responsible for Clinical, Behavioral Health and Medical Services, Intake, and Grant Completion. Works in partnership with Director of Case Management Programs. Responsibilities include program administration, community networking, internal coordination, program evaluation and reporting, supervision of staff, budget monitoring, and provision of therapeutic services on a limited basis. Other tasks as assigned. Compensation is competitive and based on experience.

REPORTS TO: CEO

ESSENTIAL FUNCTIONS:

1. Administer Behavioral Health programs for the agency, with the goal of ensuring that all programs are providing quality care and support to those receiving services.

2. Revise department policies and procedure and formulate new guidelines as appropriate.

3. Identify and recommend changes and new program opportunities as needed and/or as available through broader organizational channels.

4. Monitor utilization of psychiatric services delivery, including procedures for custodial licensure.

5. Participate in senior staff meetings, with the expectation of providing leadership as it relates to the overall agency’s direction and future.

6. Responsible for direct Supervision of BH programs including clinical procedures as follows:

· Outpatient Therapy

· CdP

· Dismas House

· Act

· Daily scheduling and supervision

· Conduct or coordinate relevant training

· Preform annual performance evaluations

· Interview and select candidates for open positions

· Coaching or disciplinary actions as appropriate

7. Coordinate staff training and in-service in areas of expertise specific to performance needs and program improvements.

8. Participate in all treatment team meetings and evaluate treatment plans quarterly.

9. Evaluate emergency crisis plans as needed.

10. Oversee preparation of all reports to various funding agencies.

11. Monitor program budgets on an on-going basis and recommend changes to Executive Director as needed.

12. Approve all petty cash, check requests and travel expenditures for direct reports..

13. Assist in obtaining funding sources through grant writing and reporting as stipulated in contractual agreements.

OTHER RESPONSIBILITIES

1. Participate in community networking, inter-agency groups and national organizations to promote clinical program goals.

2. Serve as an advocate for homeless chronically mentally ill adults & those with chemical dependencies.

3. Carry out all duties in a manner that is consistent with the Mission, Vision, Values philosophy and policies of HopeWorks.

4. Provide clinical oversight, supervision and leadership for the HopeWorks’ Behavioral Health department.

5. Duties may be changed based on agency needs.

EDUCATION, EXPERIENCE AND LICENSURE REQUIREMENTS

1. Graduate degree in social or behavioral sciences.

2. At least 2 years of experience of management, supervisory and/or administrative experience.

3. Four years clinical experience with individuals with SDMI.

4. Current Licensure as Clinical Mental Health Professional (LPCC) or LISW with the State of New Mexico.

5. Experience using ARIZE Billing system.

OTHER REQUIREMENTS

1. Knowledge and interest in homeless people and particular needs of mentally ill and those with chemical dependencies.

2. Demonstrated ability to work effectively with homeless/near homeless population displaying a high degree of sensitivity to their unique needs.

3. Excellent interpersonal skills including the ability to work well with a wide variety of people, including clients, staff, colleagues, vendors and individuals throughout the community.

4. Willingness and demonstrated ability to adhere to HopeWorks’ mission, vision and values in carrying out all facets of job responsibilities.

5. Demonstrated ability to direct, lead and train others.

6. Strong organizational, team building and supervisory/management skills.

7. Effective time management skills and the ability to effectively manage multiple priorities and to meet deadlines.

8. Ability to work independently displaying good judgment and problem solving skills.

9. Good computer skills including, Microsoft Office, Word, Excel and database.

10. Must have a valid driver’s license, reliable transportation, a good driving record and be insurable by agency’s insurance carrier.

11. Bilingual helpful.
