Full Job Description

Harrodsburg-Mercer County Industrial Development Authority: Executive Director

This position directly reports to the HMCIDA Board.

·Serve as executive staff to HMCIDA, tasked with implementing board policies and initiatives.

·Directs the day-to-day operations of HMCIDA, consistent with board priorities and actions taken.

·Position is responsible for keeping HMCIDA board records to include meeting minutes, notes, and memoranda.

·Budget preparation and recommendations. Executive Director shall, at the instruction of the HMCIDA board, prepare the organization’s annual budget. Under the current organizational structure, Mercer County Fiscal Court’s treasurer serves as HMCIDA’s finance officer and assists the executive director with financial statements and reports, audit, and transactions.

·Responsible for serving as HMCIDA, Mercer County Fiscal Court, and the City of Harrodsburg’s liaison and primary point of contact for existing business and industry across Mercer County. The executive director shall maintain relationships and regular contact with the community’s plant/site managers, HR professionals, operations and facilities managers, etc. to ensure that the community is working to implement pro-business policies.

o Business retention/expansion: Executive Director shall work regularly with local industry to ensure that their policy, community, and utility needs are being met and to ensure that conditions are such that existing industries are retained and empowered to expand responsibly in Harrodsburg/Mercer County.

·Shall serve as project manager for the development of publicly owned industrial and commercial property in Mercer County, including the Bluegrass Innovation Gateway Mega Site.

·Responsible for implementing industrial marketing, recruitment, and attraction efforts under the instruction of the HMCIDA board.

·Shall serve as HMCIDA, Harrodsburg, and MCFC’s primary point of contact for vetting and responding to corporate requests for information (RFI’s).

·Workforce development: Executive Director shall regularly engage with community groups investing in workforce development and education including Trailblazer Academy, Mercer County and Burgin Schools, CU Harrodsburg, BCTC, Kentucky Career Center, Bluegrass State Skills, etc.

·Shall maintain active professional relationships with: Utility providers and partners, Kentucky Cabinet for Economic Development, Kentucky Association for Economic Development (KAED), Bluegrass Area Development District, Local Leaders, and other community stakeholders.

·Shall maintain HMCIDA’s website (with assistance from a local partner/vendor).

Work is typically performed indoors in an office setting. Work requires frequent onsite visits to industries, community meetings, and will require the ability to engage in regular outdoor meetings on industrial sites and in active construction areas. The position will require occasional overnight travel. Work requires little physical exertion, but the executive director may frequently be asked to lift and carry 20-30 pounds.

Training and Experience

·Minimum of two years full-time experience in Industrial or Economic Development

·A Baccalaureate Degree from an accredited college or university in a related field (Economics, Government/Politics, Public Administration, Project management, etc).

·Preferred candidates will have completed an accredited basic economic development professional development course (i.e.- KIED)

·Preferred candidates will have completed or will express a willingness to complete the IEDC’s Certified Economic Developer (CEcD) professional development coursework

Valid Driver's License

Special Knowledqe. Skills and Abilities

Considerable knowledge of functions and financial responsibilities of government. Considerable knowledge of state, local and federal statute and regulations governing industrial development. Knowledge and understanding of grant opportunities for Community Development and development incentives. Ability to operate standard office equipment, email, and computer somuare. Ability to establish professional working relationships with elected officials, HMCIDA Board Members, and other professional partners. Ability to problem solve, conduct research, interpret data, and communicate effectively to all stakeholders.
