JOB SUMMARY:
Provides clerical/administrative support. Schedules appointments in MHS GENESIS for primary care, specialty and subspecialty medical care. In addition to scheduling requested appointments, this position will call patients to schedule, reschedule, and/or cancel appointments as needed, to include appointments for consult/referral specialty care within the MTF. Serves as a medical records technician to process and maintain inpatient, outpatient or ambulatory procedure unit medical records. Required to compile or extract medical records data to ensure compliance with regulatory requirements. Tour of duty is between the hours of 0730 – 1600 Monday through Friday. Hours per day can vary, depending on the clinic mission; not to exceed 40 hours per week.
RESPONSIBILITIES:
- Possess ability to use standard office equipment, such as computers, typewriters, copiers, fax machines, telephone systems and office automations systems, to perform a substantial range of medical record maintenance support.

Possess knowledge of the scope of care of their unit/clinic, knowledge of the unit/clinics policies and procedures

Possess knowledge of unit/clinic for scheduling appointments and referring patients to the appropriate sections for appointments or treatment.

Possess knowledge of how to refer or transfer patients to other medical clinics/units for appropriate tests, consultations or care.

Possess thorough knowledge of the contents and order for assembling medical records, paper and electronic, the requirements for periodic review and update of records.

Possess knowledge of medical terminology required to transcribe appropriate entries into medical records and other medical documents and forms.

Possess sufficient knowledge of clinic/unit functions and services to properly arrange patient appointments or inpatient bed availability to prevent conflicts in patient care and treatment.

Possess knowledge of regulations and policies related to patients’ identification requirements; establishment of patient eligibility, to include the Defense Enrollment Eligibility Reporting System (DEER) system; procedures to be followed if deficiencies are noted; and restrictions relative to the release of medical information.

Possess knowledge of the procedures and details of admission, care and discharge of inpatients and/or the in- processing, care and out-processing of outpatients and guests.

Possess knowledge of regulations, guidelines, and policies related to patients and the authority under which the Ambulatory Data System (ADS); Corporate Information System (CIS), and Patient Appointment System (PAS) are applied and how they function. As an Advanced Office Clerk, Contractor employee is responsible for the central management of scheduling/appointing system.

Possess knowledge and skill inquiring to obtain factual information and explain clinic/unit services, policies, procedures, regulations and complaint procedures to patients, family members and staff, etc.

Possess knowledge and skill in informally resolving problems through discussion with patients voicing a complaint and when potentially exposed to mental and physical abuse from emotionally- disturbed patients and distraught visitors.

Possess knowledge of format, spelling, grammar, and punctuation to type a variety of material. A qualified typist is required.

Performance Outcomes:

Provide clerical/administrative support. Responsible for full range of receptionist, recordkeeping, miscellaneous clerical duties, and other duties as assigned.

Schedule appointments in MHS GENESIS for specialty and subspecialty medical care. Ensure eligibility for care and contact Patient Administration for verification when necessary.

Call patients to schedule, reschedule, and/or cancel appointments as needed, to include appointments for consult/referral specialty care within the MTF. Maintains patient confidentiality.
-
Process and maintain inpatient, outpatient or ambulatory procedure unit medical records. Compiles or extracts medical records data to ensure compliance with regulatory requirements.

Receive patients and visitors as the initial point of contact, in person or telephonically. Obtain identifying information and determine the nature of the visit/call. Record and relay messages and/or redirect calls, as necessary.

Ensure the patient completes all necessary forms prior to being seen by the provider.
-
Provide information regarding unit, clinic, and hospital policies, procedures, and locations to patients, family members, staff, etc., or refer to other resources for difficult questions or concerns.

Monitor and communicate delays in scheduled appointments to the appropriate staff and patients.
-
Attempt to resolve complaints of a local administrative nature, and refer other complaints to the appropriate authorities.
-
Enter, manipulate, and/or retrieve information and data from automated systems, as appropriate to the area assigned.
-
Ensure all beneficiaries, excluding active duty, complete DD Form 2569 Third Party Collection Program - Medical Services Account – Other Health Insurance annually.
-
Release and maintain automated master appointment schedule ensuring required appointment access is available at all times; coordinate appointments daily and process unexpected changes of provider schedules/rescheduling.

Responsible for the central management of scheduling appointments; maintaining the automated database, purging outdated schedules/templates, merging templates, inputting templates, and creating schedules; modifies schedules and reports as necessary to accommodate walk-in and telephone consults.

Utilize government computer system tools and standard protocols and procedures (detail codes, freezing slots, and TRICARE on-line usage) to facilitate maintenance of appointment slots, rescheduling options or cancellation processing.

Maintain all patients' records, electronic or paper, according to regulation ensuring each entry contains proper patient and health care provider identification. Correctly file original medical documentation in the patient record, and copies of medical documentation into research files as necessary.

Perform Quality Assurance monitoring, using appropriate tools regarding the completion and contents of the patient record. On patient discharge, transfer, or completion of appointment verify and assure that the record of the patient treatment is administratively complete.

Responsible for the clerical duties inherent in the admission, care, and discharge of inpatients or the in processing, care, and out processing of outpatients and guests. Notify appropriate staff of the patient's arrival.

Reconcile end-of-shift/end-of-day processing and reports.
-
As required, type routine correspondence, progress reports, medical statements, memoranda, and statistical reports using various automation systems and programs.

Review, appoint, and book all consults using the appropriate booking module; coordinate with providers and verify accuracy of provider schedules to prevent miss-booking and surgical conflicts; ensure all appointments are timely and in accordance with the request of the Chief.

Coordinate with the coding department to correct misappropriated codes are updated into MHS GENESIS.

Submit required reports to the chief, LIMDU coordinator, and/or director/deputy director as requested using MHS GENESIS and/or LIMDU SMART data reporting menu.

Respond to emergency calls, and notify emergency medical personnel. Operate emergency phone lines, public announcement systems, and emergency alarm systems.

Clearly communicate with patient and associated parties during emergency related operations.
EDUCATION and EXPERIENCE REQUIREMENTS:
- High School diploma or General Educational Development (GED) equivalency. Basic medical terminology required.

At least one year in medical office scheduling, in an office setting, or at least one year of relevant experience.

The work can be sedentary. However, there may be some physical demands. Requirements include walking, standing, sitting or bending. Must be able to carry 25-50 pounds and reach high shelving units with the assistance of step ladders to retrieve and file medical records.
