Position Summary:
The Human Resources Administrator supports the daily operations of OneWell Health Care’s Human Resources department by maintaining accurate employee records, assisting with payroll and benefits administration, coordinating recruitment and onboarding, supporting employee relations, and maintaining compliance with applicable federal and Connecticut employment requirements. The position requires strong organization, attention to detail, discretion, professionalism, and the ability to manage multiple priorities while providing responsive support to employees and leadership.
Position Scope:
The Human Resources Administrator provides administrative and operational support across the employee lifecycle, including recruitment, onboarding, employee records, payroll and benefits coordination, compliance, training administration, performance management, and employee support. The position works closely with Human Resources leadership, managers, employees, candidates, payroll, benefits providers, and other internal or external stakeholders.
Key Responsibilities:
The Human Resources Administrator supports the full range of HR operations, including maintaining employee records and HRIS information, recruitment and onboarding, background checks, payroll and benefits administration, employee inquiries, leave administration, training coordination, performance management, and compliance activities. The position prepares and maintains HR documents, reports, personnel files, and required records; coordinates interviews, orientations, benefits, and training; supports employee engagement and employee relations; assists with audits, compliance reviews, policy updates, and special HR projects; and protects confidential employee and organizational information. Additional HR duties may be assigned based on organizational needs.
Regulatory Frameworks:
The Human Resources Administrator must maintain working knowledge of applicable federal and Connecticut employment laws, regulations, and OneWell Health Care policies, including:
- Connecticut Department of Labor (CTDOL) requirements.
- Connecticut wage, overtime, paid sick leave, and leave requirements, including CTFMLA and Connecticut Paid Leave.
- Connecticut Commission on Human Rights and Opportunities (CHRO) requirements.
- Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Title VII, Americans with Disabilities Act (ADA), and Age Discrimination in Employment Act (ADEA).
- Form I-9, employment eligibility, and Fair Credit Reporting Act (FCRA) background screening requirements.
- Occupational Safety and Health Administration (OSHA) requirements, as applicable.
- Payroll, benefits, record keeping, and other applicable HR requirements.
- OneWell Health Care policies, procedures, and compliance standards.
The employee is expected to remain aware of regulatory changes and escalate legal or significant compliance concerns to Human Resources leadership.
Confidentiality:
The Human Resources Administrator must maintain the confidentiality and security of all employee, applicant, participant, organizational, payroll, benefits, medical, background screening, and personnel information accessed through assigned responsibilities. Confidential information must only be accessed, used, stored, transmitted, and disclosed through approved processes and to authorized individuals. The position must exercise discretion and professionalism when handling sensitive employee and organizational matters.
Documentation Requirements:
The Human Resources Administrator is responsible for maintaining accurate, timely, and complete HR documentation, including:
- Employee personnel records.
- HRIS and payroll records.
- Onboarding and employment documentation.
- Background screening records.
- Benefits documentation.
- Leave-related documentation.
- Training and certification records.
- Performance management documentation.
- Employee status changes and separation records.
- HR reports and compliance documentation.
- Other records required by organizational policy or applicable law.
Personnel records must be maintained securely and in accordance with applicable retention, access, confidentiality, and record keeping requirements. Connecticut law provides employees certain rights regarding access to personnel files, making accurate and organized record keeping particularly important.
Certifications:
No specific professional certification is required unless otherwise established by OneWell Health Care or applicable job responsibilities. Preferred certifications may include:
- SHRM-CP or SHRM-SCP.
- HRCI aPHR, PHR, or SPHR.
- PMT Certification, when relevant to assigned program responsibilities.
- CPR/First Aid Certification, when required for assigned duties or organizational needs.
Education:
A Bachelor's degree in Human Resources, Business Administration, Organizational Management, or a related field is preferred. Equivalent education, training, or professional HR experience may be considered based on organizational requirements and demonstrated competency.
Experience:
The preferred candidate will have experience in Human Resources administration, HR coordination, payroll or benefits support, recruitment, onboarding, employee records, or a related HR function. Experience in healthcare, human services, developmental disabilities, behavioral health, or another regulated service environment is beneficial. Working knowledge of employment practices, HR procedures, and applicable labor laws is preferred.
Technical Skills:
The Human Resources Administrator must demonstrate proficiency with:
- Microsoft Office, including Word, Excel, and PowerPoint.
- Human Resources Information Systems (HRIS).
- Payroll and timekeeping systems.
- Applicant Tracking Systems (ATS).
- Electronic personnel records and document management systems.
- Email, calendar, video conferencing, and standard office technology.
- Data entry, spreadsheet management, and HR reporting.
- Ability to learn and effectively use organization-specific software and systems.
Languages:
The employee must be able to read, write, speak, and understand English at a level necessary to effectively communicate HR policies and procedures, respond to employee and candidate inquiries, prepare documentation and reports, conduct or support meetings and orientations, and communicate with employees, leadership, vendors, and external stakeholders. Additional language proficiency may be beneficial based on workforce and operational needs.
Driver License:
A valid driver's license may be required when travel between OneWell Health Care locations, recruitment events, training sites, or other organizational locations is assigned. The employee must maintain a driving record that meets applicable organizational requirements and must comply with all applicable laws and OneWell Health Care vehicle and travel policies.
Travel Requirement:
Occasional travel within Connecticut and, when assigned, to other OneWell Health Care locations may be required to support recruitment events, meetings, onboarding, training, audits, or other HR activities. Travel may include OneWell offices, recruitment locations, training facilities, and other organizational or external sites. The employee must be able to independently manage assigned travel requirements and maintain reasonable flexibility based on operational needs.
