Position Summary
The Assistant Vice President, Workforce Development & Operations provides strategic and operational leadership for Workforce Development and Community Employment Initiatives, contract operations, and business performance across multiple service lines. The position owns revenue growth, operational excellence, employer partnerships, contract compliance, manager performance, and the financial sustainability of assigned operations. Reporting to the Chief Operating Officer, the role converts organizational priorities into measurable operating plans that expand competitive integrated employment opportunities and strengthen assigned earned-income enterprises.
Reporting Structure
The position reports to the Chief Operating Officer and directly supervises 4-10 managers and leaders across Workforce Development and Community Employment Initiatives, contract operations, and related assigned functions. The role provides leadership for an operation of 26-100 employees through direct and indirect supervision and establishes clear decision rights, accountability, communication, and coordination across the portfolio. Reporting relationships and assigned operational responsibilities may evolve based on organizational needs and approved structural changes.
Budget Authority
The position has operating and financial accountability for an assigned portfolio with an estimated annual scope of $7 million to $15 million. The role develops and manages approved budgets, monitors revenue, expense, margin, and contract performance, recommends resource allocation, controls spending within delegated authority, and takes corrective action when results fall below plan. The position owns top-line revenue growth and bottom-line profitability for assigned operations and makes staffing decisions within approved organizational policies and authority.
Essential Duties and Functions

Maintain accurate, timely, decision-ready financial, contract, workforce, and operational information.

Communicate material risks, missed commitments, compliance concerns, and corrective actions promptly to the Chief Operating Officer.

Hold direct reports accountable for performance, staffing, service quality, safety, and follow-through.

Maintain a consistent compliance posture across responsibility levels and assigned business operations.

Lead Workforce Development and Community Employment Initiatives that expand competitive integrated employment and strengthen placement, retention, and advancement outcomes.

Own top-line revenue growth, bottom-line profitability, budget performance, forecasting, resource allocation, and corrective action for assigned service lines.

Drive janitorial and assigned contract operations to meet customer requirements, contractual obligations, quality standards, safety expectations, profitability goals, and renewal requirements.

Build employer, government, customer, funder, and community partnerships that create employment pathways and produce new or expanded business opportunities.

Lead, coach, and develop managers while making staffing decisions, strengthening succession capacity, and maintaining clear accountability for operating results.

Develop and execute operating plans, continuous-improvement actions, and financially supported growth opportunities in partnership with the Chief Operating Officer and executive leadership.

Qualifications
Required

Valid driver's license and ability to travel regularly between organizational locations, customer sites, employer locations, and community settings.

Demonstrated leadership of managers across Workforce Development and Community Employment Initiatives, contract operations, business operations, social enterprise, human services, or related functions.

Demonstrated responsibility for budgets, revenue, expense, operating results, performance measures, and corrective action.
-
Demonstrated ability to manage multiple service lines, locations, contracts, priorities, and stakeholder relationships.

Demonstrated experience building partnerships that produced measurable operating, employment, or business outcomes.

Ability to use Microsoft 365, financial and operational reports, data systems, and presentation tools to manage work and communicate decisions.

Equivalent combinations of education, leadership experience, and demonstrated operational results will be considered.

Experience leading Workforce Development and Community Employment Initiatives for people with disabilities or people facing barriers to employment.

Experience overseeing janitorial, facilities, government, commercial, or other contract-based operations.

Experience with competitive integrated employment, vocational rehabilitation, workforce funding, or community-based employment partnerships.

Experience developing earned-income opportunities or expanding revenue-generating nonprofit operations.

Experience leading multi-state or geographically dispersed operations.
Physical Requirements

Working Conditions

Regular travel throughout Connecticut, Rhode Island, Pennsylvania, and New York, as well as occasional travel to other locations, may be required based on business needs.

May encounter cleaning chemicals, equipment, noise, outdoor weather, temperature changes, traffic, and varied driving conditions during site visits and operational reviews.
Compensation and Benefits
Compensation

Compensation for this position is based on experience, qualifications, and applicable organizational compensation practices.

Salary Range: $100,000 - $124,999 annually.

FLSA Status: Exempt (Salary).

This position is not eligible for overtime compensation under the Fair Labor Standards Act (FLSA).
