Qualifications:
Must have a New York State Professional Engineer's license and current registration and degree in Engineering
OR
New York State Professional Engineer's license and current registration AND one year of full-time engineering experience.
Duties Description: As a Professional Engineer 1 (Civil/Transportation) in one of the following departments, the selected candidate will perform assigned functional duties under the direction of a Professional Engineer 2 and those duties include but are not limited to:
CONSTRUCTION GROUP:
Engineer in Charge duties include being assigned to an Engineer-In-Charge position on one or more active construction contracts or other duties as assigned by the Regional Construction Engineer. Overnight assignments, night work and weekend work may be required to support construction operations. The duties include supervising consultant, and or State forces; managing construction activities to ensure compliance with contract requirements as well as Federal, State, and Local Laws, Rules and Regulations; assuring the contractor meets high standards of quality and workmanship and overall safety on the project.
Assistant to Regional Construction Engineer duties include working under the Regional Construction Engineer while serving as the Regional Contracts Specialist, Regional Change Order Specialist, Regional Site Manager Coordinator, and Regional CPM coordinator for ongoing Construction projects. Provide Site Manager and Construction Contract Administration training as needed as well as conduct MURK compliance reviews. Manage the Regional Consultant Inspection contract(s). Manage CAD, Surveying and other technology initiatives and supervise employees associated with such. Work with the Regional Construction Engineer and Area Construction Supervisors to identify and facilitate training, development opportunities, and knowledge transfer.
DESIGN GROUP:
Design Squad Leader duties include: supervising and leading a highway or bridge design team throughout all stages of the project development process; coordinating project activities and communicating effectively with Regional and Main Office functional units; performing various types of structural, highway or hydraulic calculations; providing technical design data for the production of Design Approval Documents, Advance Detail Plans and Proposal Specifications and Estimate (PS&E) packages; providing technical construction support; supervising, training and mentoring design personnel; and providing technical assistance as needed.
Bridge Inspections Team Leader duties include: inspecting, preparing and submitting inspection reports for approximately 150 state and locally owned bridges annually; determining when flag conditions exist, providing prompt notifications and preparing flag reports; coordinating inspection work with Work Zone Traffic Control contractors, bridge inspection consultants, and Regional functional groups; updating load rating, vulnerability and inventory data; and assisting with other Bridge Safety Assurance duties, as necessary.
Hydraulic Engineer duties include: performing hydraulic evaluations of bridges and large culverts for capital and maintenance work; reviewing drainage systems for highway work permit applications; supervising the large culvert inspection team; coordinating the bridge inspection diving program with Main Office Structures; coordinating large culvert inspection program and perform quality control on inspection reports and flags; maintaining BSA hydraulic and post flood databases, along with coordination of post flood inspections; assisting RSME with special analysis and other tasks as needed.
Load Rating Engineer duties include: perform, review and prioritize load ratings, coordinate with inspectors to monitor changes in field conditions that affect load ratings, coordinate with consultant load rating engineers, make load posting recommendations, issue load rating flags, perform fatigue life evaluations, perform special inspections as needed, evaluate bridges for special hauling permits from the Regional Traffic and Safety Group, assist the RSE, RBME and RSME with special structural designs and analyses, and supervise winter staff with load ratings or special assignments.
TRAFFIC AND SAFETY GROUP:
Under the direction and supervision of the Regional Traffic Engineer and/or Assistant Regional Traffic Engineer, incumbents will be assigned to Region 7 Traffic Safety & Mobility. Typical duties may include, but are not limited to one or more of the following:
Supervise Regional Traffic Operations Staff, as well as conduct operational studies pertaining to various traffic control devices, including signs, traffic signals, ITS devices, and pavement markings.
· Perform speed studies for the purposes of establishing speed limits.
· Review crash histories and roadway characteristics for Highway Safety Investigations.
· Design and review Work Zone Traffic Control plans for Capital Projects and Highway Work Permit projects.
· Supervise Regional Safety Evaluation Staff, as well as conduct Highway Safety Investigations utilizing the CLEAR application, develop annual work plans, make recommendations for Highway Safety Improvement Program funded projects, participate in the SAFETAP program, and serve as, or supervise the Surface Transportation Controller.
· Serve as the supervisor of the Regional Permit Unit, establishing work priorities, and manage all aspects of the Permit Unit related to reviewing and processing Highway Work Permits.
· Oversee the traffic signal unit, including oversight of the Regional Traffic Signal Crew, development of traffic signal timing & optimization plans, traffic modeling, and serve as the Regional ITS coordinator. Review plans for traffic signals and ITS components associated with Capital Projects and Highway Work Permit projects.
MAINTENANCE GROUP:
- Regional Pavement Coordinator: Overseeing VPP/Liquid Contract, pavement management for future work, track historic pavement work and update P6 scheduling software.
- Coordinate with Planning, Traffic, Design, Real Estate Departments regarding any questions about maintenance operations.
- Maintenance Funds Coordinator: This includes distributing and tracking annual funding for vendor paving (VPP), crack seal, maintenance summer program, maintenance facility funding.
- MMS - Regional MMS trainer/liaison to main office. Access program to gather data for FOIL requests and small claims
- Capital contract ADP Plan reviews and Primary M7J table check against highway law.
- SFS liaison for residences and regional office
- Shared service agreement (SSA) coordinator
- Aid with snow and ice contracts.
Regional facilities coordinator.
- Supervise accident damage recovery claims engineer.
- Attend RSMT meetings and track progress on culvert work, monitor culver flags.
- Operations computer program admin/point of contact: MMS, SnoMat, SEERT, Small culvert Inspection Program, BDIS, PMS< Open Reach/Transcom, NY Responds, Samsara, Verizon Network Fleet, WEX online, WTA, SharePoint updating.
