Program: Action Front Center

Location: 33 Chestnut Street

Position: Program Director

Hours: 35 /52 wks.

Salary Range: $61,860 $80,148

Salary Grade: 6

Summary of Responsibilities:

Under the direction of the V.P, of the Division for Youth &Community Services (DYCS), the Action Front Center (AFC) Program Director oversees and manages the daily operations of AFC, supervises program management staff, and ensures achievement of program goals and best practices in service delivery.

The AFC Program Director develops strategies and programming to address HIV prevention, testing and supportive services needs and barriers, impacting individuals and the community. The position advocates for system change, eliminating health disparities, partnerships and development of consumer voice and leadership.

Primary duties for this position include: program and work plan development; planning and management; fund, grant and resource development; fiscal management; supervision/performance management; advocacy; procedure and policy development; community engagement & customer relations; training & development; coordinating special events; community assessments; marketing/public relations; developing collaborative partnerships; site management; monitors and assures compliance with governing regulations and standards. The AFC Program Director also oversees data base management/data maintenance; collection, analyzation, and interpretation; monitoring, quality assurance, reporting, evaluation, and program/site audits.

The AFC Program Director serves as a liaison and represents the Agency Dept.; on a variety of health related and community mobilization task force groups and committees; and participates in a variety of initiatives aimed at addressing the impact of HIV and transmissible illnesses through successful intervention, prevention, and advocacy strategies

Qualifications and Education and Experience:

Education: Bachelor s Degree required in Health or Human Services Administration, Public Administration, Social Work, Organizational and Non-profit Management, or related field. The equivalent combination of education and experience will be considered.
Experience: Requires a minimum of five (5) years of professional experience working in HIV prevention and supportive services, healthcare, community and public health education, human service field, counseling, or a comparable setting: preferably in a not for profit and community-based organization.

Requires a minimum of three (3) years of supervisory and management experience that includes: administrative oversight, service/program coordination, advocacy, fiscal management, fund development, staff, and program development. Requires strong leadership skills; and an aptitude for directing, developing, and motivating individuals/work teams, community groups, and organizations. Requires a demonstrated ability to comply with ethical standards; laws; polices; and issues that may be of a sensitive and confidential nature.
Must possess excellent organizational, planning and project management skills, and attentiveness to details. Requires strong administrative, analytical, negotiations, critical-thinking, and critical thinking skills. Must be able to manage multiple tasks with tact, and diplomacy; manage multiple priorities with fixed deadlines; and be able to implement appropriate changes.
Must have an understanding of public policy, legislation, services, and advances that address HIV prevention/intervention, and best practices in service delivery and program administration. This includes education, awareness, early detection, testing, supportive service accessibility, etc.; and the related threats and barriers impacting individuals and communities. Requires familiarity with health disparities; epidemiology; advocacy strategies; service accessibility; resources; and common initiatives, both local and national. Requires ability to coordinate, conduct and interpret community needs assessments and findings.
Must have knowledge of the general principles of key administrative, quality assurance, and management systems, related to implementing and evaluating community/public and health-based services. Requires knowledge of mandated compliances and adherence to established standards, and functional systems and procedures. Should have some experience examining and evaluating operating procedures and staffing patterns, etc.; and should be able to assist in formulating, and implementing policies regarding service provision, work-plans, fiscal and resource needs.
Requires effective communication skills, oral & written, experience as a facilitator and trainer, and in public speaking. Should possess experience coordinating, convening, and facilitating educational and informational meetings, forums, trainings, and special events. Should have marketing and public relations skills. Experience planning and implementing activities to support outreach, program and staff development, and community and organizational engagement, is required. Requires experience preparing and disseminating announcements, directives, interpreting policies & procedures, and related communications.
Requires strong interpersonal and customer service skills: an enthusiasm, sensitivity, and an understanding of the issues relating to special need populations. Must have experience working with diverse cultures and individuals from varied back-grounds and organizational levels and sectors, in a variety of settings. Must have experience working with high-risk priority populations, including those living with HIV/HCV, LGBTQI and Non-Binary populations. Must have the ability to articulate a vision about HIV prevention, testing and supportive service delivery from social, economic, cultural, and personal perspectives to partners, funders, and the community.
Requires performance management experience; and ability to effectively recruit, train and manage staff/volunteers. Should be familiar with employee evaluations, scheduling, staff development, and retention. Must be able to coach staff, develop & discuss work plans, monitor compliance, and provide updates on procedures, policies, inquiries, and general supervision.

Familiarity with the Greater Rochester community including healthcare/treatment systems and provisions, schools, and related and community-based organizations preferred. Experience creating collaborations and partnerships with organizations, HIV advocates and people living with/impacted is required. Knowledge of local health conditions, major threats, and concerns; demographic influences; risk reduction; and wellness strategies, is strongly preferred.

Requires proficiency with Microsoft Office Applications: Word, Excel, Power Point, Publisher, and Outlook. Must have experience managing data base systems and data entry; experience in maintaining electronic & paper records and file systems; preparing reports, forms, spreadsheets, and related communications

Bi-lingual capabilities - English and Spanish preferred.
Requires a valid NYS Driver s License, and access to reliable transportation.
