Full Job Description

Aging & Adult Care of Central Washington (AACCW) is committed to enhancing the quality of life for older adults and individuals with disabilities across multiple counties. DEFINITION

Assist CFO/HR with performing complex technical fiscal accounting operations to ensure fiscal accountability for federal, state and local funds.

DISTINGUISHING CHARACTERISTICS

Works under the general supervision of CFO/HR for fiscal responsibilities and in coordination with Manager of Fiscal & Grants Programs. Provides fiscal support in areas such as budget maintenance, payroll, purchasing, travel, expenditure control and/or fiscal analysis. Performs detailed fiscal work where independent judgement is exercised to make fiscal determinations and to solve problems that arise within work assignments

TYPICAL WORK

Maintain and modify fiscal record keeping systems, databases, and spreadsheets; review fiscal records; identify trends; assist in formulating corrective action.

Maintain a record keeping system for recording budget transactions; review and reconcile budget reports, verify accuracy and notify appropriate individuals of any projected or actual over- or under-expenditures.

Coordinates and performs the payroll and benefits functions including interpretation of regulations, proposing methods and procedures and policy. Ensure procedural compliance, accuracy, and that deadlines are met.

Maintain personnel and payroll records; calculate salary and benefits costs; initiate, record and ensure the accuracy of personnel and payroll documentation.

Reconcile insurance billings, retirement reports, W-2 end-of-year reports, and other reports as required; prepare periodic reports as required.

Coordinate the benefit functions to ensure orientation of new employees on the benefits package and inform current employees of changes in benefits and options.

Reconciliation and maintenance of accounts and records; authorize and enter fiscal transactions; compile and prepare periodic fiscal statements and reports.

Assist Manager of Fiscal & Grants with summary information and analysis of records and reports.

Prepare, audit, verify and process final documents such as journal vouchers, purchase requests, invoices, receipts, bank deposit verifications, travel documents and payment vouchers.

Interpret fiscal policies and procedures; assist in the monitoring and review of computer input/output; provide suggestions for development and maintenance of computerized financial management and budget development systems.

Perform on-site subcontractor fiscal assessments.

Serve as custodian of funds deposited with institutions, petty cash, and agency credit cards; review and consolidate receipts, bank deposits and other fiscal documentation to ensure accountability of funds.

Review and verify fiscal reports for accuracy; investigate and correct errors to ensure compliance with established procedures and guidelines.

Recommend improved procedures for preparation of fiscal reports.

Perform other general office tasks.

Perform other duties and tasks as required and assigned.

MINIMUM QUALIFICATIONS

High school diploma or GED certificate AND fifteen (15) quarter hours or ten (10) semester hours of college-level accounting AND two (2) years of full-time experience as a fiscal specialist, or equivalent, including experience using accounting-related software; an Associate of Arts degree or equivalent, in accounting or business may substitute for one (1) year of required experience.

Bachelor’s degree in business administration, public administration, business law, economics, mathematics, or closely related field one-year experience in negotiating, administering, or terminating contracts, contract cost or price analysis, or contract compliance administration. Additional qualifying experience may be substituted, year for year, for the education.

A valid Washington State driver’s license, a vehicle available for work-related travel & appropriate liability insurance.
